I think it is important to have the keyword phrase you are targeting at least 1-2 times in the body content and it helps to have it in the title tags, image alt tags, and URL. Natural writing patterns typically don't have the same phrase repeated several times and we often see pages that rank very highly for a phrase without multiple instances of that phrase on the page.

Should You Allow Off-Topic Links in Guest Posts
Hi Mozzers!
Suppose you accept guest posts on your blog about marketing and a guest blogger wants to use the anchor text "outdoor clothing" in their bio.
Is there a risk to my blog if I allow off-topic links in guest posts? Is there a risk that Google would consider guest post links as paid and apply a penalty?

One of my blogs fell from a PR4 to a PR3 but traffic might be the best in 5 years. The toolbar page rank is a pretty poor indicator and I prefer to look at Mozrank and SEOMoz Page Authority.

Asking for links is usually a inefficient tactic because the incentives do not outweigh the costs. In Dale Carnegie's classic book, How to Win Friends and Influence People he suggests thinking in terms of what other people want, not what you want. If you provide a strong enough incentive, asking for links can work. For example, the ego hook can be highly effective. If you put bloggers on a list as one of the top bloggers in their industry or interview them, they have a strong incentive to link to you.

In my experience, if there is enough unique content surrounding the duplicate content, the page is not treated as duplicate content. For example, I have seen a blog post that was republished from another site (with permission) with a short unique introduction paragraph that received thousands of visitors.
If you were paranoid about it, you could always put the duplicate content in an iFrame. Search engine spiders are not supposed to crawl content in an iFrame as it is not considered part of the page.
