Nope. It's never good. The reason behinds 55 chr is, google shows 512 px (accurate) which is approximate 55 - upto 60 characters. So if you put longer title, in the result it'll be shown as ...... at last which isn't friendly.

At first let me quote what Matt Cutts says about duplicate content. "I wouldn’t stress about this unless the content that you have duplicated is spammy or keyword stuffing"
So it won't harm your site. Now coming back to your question. To make it better, you can put different description (Car Condition or Dealer's Note ) for each car.

First of all, you need to optimize your site for Better User Experience. As you described your title, it's not looking nice.
You better customize it by creating several para and using those keywords in different H2 tags. It'll give you good SEO value as well.
Or if the site owner wants to keep it same, then you can go Google Webmaster >> Structured Data Highlighter then put different title (within 55 ch) for that specific page in search result.

if you say, "will count as 1 cause from same domain" then why don't google give you credit for getting link from 96 DA site? (wordpress)

RE: Local SEO Strategy after Pigeon update.
We're having a good number of Local links and also have great relationship with the market. But according to this strategy, if we want to target 6-7 keywords then we have to create 6-7 separate pages. Which won't look good. And the Link Juice and authority will also divide to 7 pages instead of having in 1 service page. Will be that a good idea?
We don't have plan to work with national keywords. If you see, we're ranked on #1 with "web design" keyword on our city. Now willing to expand it on other near by cities. And also want to work with keywords like "web design + city name".

Yeah, my clients are okay with that. Cause we only put a link on the footer ones our client approve that. But the thing is, we develop the whole site. Not using wordpress or joomla. So either way, there will be 1 name and link.

or simply just remove all the links from all the sites. Isn't that a bad idea? Cause 1. we'll lose a huge number of links. And 2. Deleting links which are not suspicious to google, might harm the site.

If you want to track your rankings rather than doing competitor analysis, according to me SEMRush is the best.
Cause you can track keyword ranking on local based (city level), national based and global based as well. It's really essential after the pigeon update.

For the "globe car" keyword, google shows the result from your meta description.
But for "globecar" keyword, I think it's showing the result from your G+ business listing page. It should be happening for Structured Data (schema) or as it's your brand name.

Is Sitewide Credit Link Good or Bad in 2015?
We are a web design agency thus we get a good number of links (footer) from our client's site. According to Matt Cutt, Google considers all the sitewide links to 1. So is it okay to have those links?
Note: Those links are do-follow and most with 2 anchor text. "Web Design" by "Company Name" and "Website Development" by."Company Name".
