I would say creating just backlinks isn't going to make this project a success. Create quality content on your website so people can attract. Make a blog section on your website and post blogs as per your niche integrate co-citation in your blogs so Google thinks that your content is legit and might have more relevant information than others. However, if you are you up for Edu links try Offering student discounts might get you a link on the student/faculty/staff discount page. Offering internships might get you on the university’s career services page. Are you saying that he's going to add a new domain instead of just adding a page for that relevant service? It's totally wrong!

I don't know what the domain is but I would say he should go this way. I.e

www.xyz.com/child-healthcare-insurance
