I agree 100% that if a good targeting strategy isn't used, this type of cross-site remarketing may be ineffective. I should have made it more clear that my example was hypothetical to illustrate the question; in the actual scenario that I would deploy these "partner" agreements I believe we have a strong strategy in place for targeting a relevant audience.
I have read through the AdWords advertising policies, but there isn't an extremely clear answer to my question: does it break AdWords policy to include a remarketing pixel on a partner website?
Example - I own and run 123boats.com, my acquaintance who owns abchotels.com has agreed to put my remarketing pixel on his website, and I plan to show remarketing ads to his website visitors advertising my services at 123boats.com.
Is anyone aware of any documentation that explicitly allows or disallows this type of "partner" remarketing tracking?
After reading Paul's response, I wanted to clarify that the report I've outlined won't give you the traditional "funnel" view that he's described. If the user happens to click on all of your banners before submitting the form, you will still see a goal attributed to each of your events, instead of just the most recent one.
Given that it seems like a pretty straightforward scenario - your user clicks a banner, and then fills in a form - the custom report may still be valuable enough to consider. It is a little dangerous to assume that an event caused a goal completion (like in my example, I can't necessarily assume an interaction with a product video sold a product), but in your case it seems really straightforward.
This should be possible using a custom report.
You'll want to add "goal completions" as the metric - or a specific goal's completions (form submissions, in your case).
You'll want to add all 3 "event" dimensions. I've attached a screen shot example for help!
This should give you a report that shows how many goal submissions have been "caused" by each event (banner clicks, in your case).
I've used this type of report in the past to show clients how visitor interactions with videos and on-site search boxes correlates with revenue and goals.

I believe you can login to Analytics and add the secondary account (the AdWords account) as a user to the Analytics account. Doing so would then allow you to login as the secondary account and set up the data import.
Yes, unfortunately the new keyword planner is restricted to exact match historical data only, so you have to make sure to compare the exact match volumes from the old keyword tool.
They probably still don't match exactly when comparing old and new exact match volumes, but this is because in the keyword planner you are seeing a mobile AND desktop combined number, and in the old keyword tool, the default setting is to show desktop search volumes only.
I think you might be talking about the new presentation for local results? I've attached a screenshot.

That's a decent point - it's likely they're able to tell when a page is a "tag" page, and automatically factor that in when indexing - this doesn't change the fact that it gets flagged as a problem with a Moz crawl, though

When you say, "related to my tags" - do you mean that "tag" pages (in WordPress presumably?) have been marked as duplicates because they contain the same text content as posts on the site? If so, I have found that it is useful to only show an excerpt of the post content on the tag pages.
Alternately, many people disallow Google from indexing their tag pages, because generally they are not important enough to justify optimization, and they don't need to be included in the index - they often have only duplicate content on them.
If you are indeed using WordPress, any number of SEO plugins will allow you to mark tag pages as "noindex" - I like to use the Yoast SEO plugin.
Assuming your products have text descriptions already, and you'd like to programatically include those descriptions in the meta description tag, here is my normal solution using the Yoast SEO plugin:
This will pull the excerpt of the product description and use it as the meta description on every product.
Alternately, you can over-ride the programatic description by editing individual products and setting a custom description.

8/6/2013 If you didn't already know (brace yourself!), the tried and true AdWords Keyword Tool is quietly being retired in favor of a shiny new tool, the "Keyword Planner." While most people seem to be distracted by the new features that the Keyword Planner is offering (and a few of them are great), no one seems to care about the INCREDIBLY HUGE HOLE that will be left after the old Keyword Tool is gone:
