You should complete a site crawl to identify outbound links. Xenu is a free option and you can filter to look at outbounds; Screaming Frog will present a single report of out links.

SEOMoz puts a lot of effort into crawling the most important part of the web, whereas MajesticSEO is tuned to crawl more of the web. Some would argue that SEOMoz is probably the better overall measure of the domain's link profile strength, but you should look at a number of signals to evaluate.

I'm using both Zemanta's article recommendation and their in-context program. It is an extremely cost-effective way to get links if you a publisher. You'll need to have a baseline level of articles or other information-rich content types in order to succeed.
Note that with Zemanta, you pay for the impression with the blogger—the blog still has to choose to include your recommended link. As a result, you control your own destiny with Zemanta, as your cost-per-link will be a function of your content quality.

- Tweet with a link to the Google SERP--requires something compelling.
- Buy CPC traffic (such as from a tier 2 search network) and use the SERP as the landing page. You can buy clicks for less than $0.01, but Google may be able to ignore all of the traffic from click fraud (which seems inevitable at that price point).
- Buy remnant banner space if there is a compelling reason that a user would want to conduct the search.
