Are paid reviews gray/black hat?

Are sites like ReviewMe or PayPerPost white hat? Are follow links allowed within the post?
Should I use those aforementioned services, or cold contact high authority sites within my niche?

if you mark a payed review as paid for and put a nofollow on all links it is perfectly legit and white hat. Any changes to that make it "darker".

I wouldn't get too bogged down in the hat debate, the real issue when it comes to these things is would you feel comfortable discussing this with someone external to your business. Focus on relevance and promotional opportunities rather than a link alone.
In my opinion, it would be far better to contact the big sites in your market to see if paid reviews is something that they do.
Look at the way Michael does it over at GrayWolf (http://www.wolf-howl.com/sponsors/serpiq-interview/) he works with sponsors to produce top-notch content so that the 'paid link' doesn't feel quite so cheap.
Consider a bit of ego-bait first to get on side with the authority sites and bloggers just so your email or phonecall isn't so 'cold'.

Buying links is a No, No
But Matt Cutts has stated that paying for a review is ok. In fact a directory that charges for a review and does not accept just anyone is better.

Two plus two equals four! Grey hat alive and well
Rand is unquestionably much smarter than I however his pronouncements concerning the link building don't seem to hold true for some sectors of the online marketplace. We sell upholstery leather and one of our main competitor runs the table with the most important search terms and has a total garbage backlink profile. I don't know if there is some onsite magic they are working but they don't use brand name anchor text, links are not relevant to their products and most of their links are from high DA blogs, craps posts to .edu forums and no follow. The point is, maybe black hat is out but a lot of what I see being rewarded out there suggests grey hat is alive and well.

Google Penguin w/ Meta Keywords
It's getting really hard filtering through the Penguin articles flying around right now so excuse me if this has been addressed: I know that Google no longer uses the meta keywords as indicators (VERY old news). But I'm just wondering if they are starting to look at them as a bigger spam indicator since Penguin is looking at over-optimization. If yes, has anyone read good article indicating so? The reason I ask is because I have two websites, one is authoritative and the other… not so much. Recently my authoritative website has taken a dip in rankings, a significant dip. The non-authoritative one has increased in rankings… by a lot. Now, the authoritative website pages that use meta-keywords seem to be the ones that are having issues… so it really has me wondering. Both websites compete with each other and are fairly similar in their offerings. I should also mention that the meta-keywords were implemented a long time ago… before I took over the account. Also important to note, I never purchase links and never practice any spammy techniques. I am as white hat as it gets which has me really puzzled as to why one site dropped drastically.

"Unnatural Linking" Warning/Penalty - Anyone's company help with overcoming this?
I have a few sites where I didn't manage the quality of my vendors and now am staring at some GWT warnings for unnatural linking. I'm assuming a penalty is coming down the pipe and unfortunately these aren't my sites so looking to get on the ball with unwinding anything we can as soon as possible. Does anyone's company have experience or could pass along a reference to another company who successfully dealt with these issues? A few items coming to mind include solid and speedy processes to removing offending links, and properly dealing with the resubmission request?
