How is this Dr. Getting a Ranking on a National Site in a Local Listing?

Please follow the link for a visual. Any help would be appreciated. The query I used was "phoenix plastic surgeons". I have never seen a large national site like PlasticSurgery.org Rank in local for a specific Dr. Thoughts?

OK, this is not really different than many of the directory sites doing this. I work with a lot of professional practices and it is a bit of a pet peeve that google allows such, but that is not what you asked.
If you look at this the actual "site" is a subdirectory of plasticsurgery.org. Go to plastic surgery.org and look for the menu item where you can "find a surgeon." When you follow that, you are redirected to a sub domain 1.plasticsurgery.org. You can then enter various zips or states, etc. His zip when entered allows a sort option and when you find his name you will notice a badge with enhanced listing. He is paying the ASPS additional to be "enhanced" - no pun intended but I did lol when I first wrote this. So, they are likely setting up a program in which they potentially do the local listing etc. and allow the site as a subdirectory.
What is really bad about this is his places page is not even filled out 25%, there are no reviews, etc. I could not find a different site using variations on the title or searching on him as a surgeon in Phoenix using name only. I would think that means Phoenix is a great market to go after Plastic Surgeons if you are an agency!
Yes, it is not really reasonable, but maybe in Panda 99.90.

Looks like the site submitted an address to Google Places. Perhaps that, combined with its own authority, has gotten it ranked?

Thoughts on User Behavior Data as a Ranking Signal
Hi Community! We have been having an ongoing internal discussion on user behavior data as a ranking signal. We found this Moz article discussing the topic and it leaves us asking questions such as: What onsite user behavior metrics are being used (if any)? How exactly is Google collecting this information - Chrome? Google Analytics (which they have already claimed GA is not used for ranking purposes)? With privacy policies in place, how exactly is Google able to utilize this information? The article discusses Google patents for collecting this information (The Monitoring Engine), Chrome's MetricsService which is "a system in charge of the acquisition and transmission of user log data", as well as the Reasonable Surfer model. Some highlights from the article include: "Google has designed and patented a system in charge of collecting and processing of user behaviour data. They call it "the monitoring engine" "Google's client behavior data processor can retrieve client-side behavior data associated with a web page. This client-side behavior data can then be used to help formulate a ranking score for the article." The monitoring engine can: Distinguish whether the user is actually viewing an article, such as a web page, or whether the web page has merely been left active on the client device while the user is away from the client. Monitor a plurality of articles associated with one or more applications and create client-side behavior data associated with each article individually. Determine client-side behavior data for multiple user articles and ensure that the client-side behavior data associated with an article can be identified with that particular article. Transmit the client-side behavior data, together with identifying information that associates the data with a particular article to which it relates, to the data store for storage in a manner that preserves associations between the article and the client behaviors. MetricsService: "Chrome's MetricsService is a system in charge of the acquisition and transmission of user log data. Transmitted histograms contain very detailed records of user activities, including opened/closed tabs, fetched URLs, maximized windows, et cetera." “Reasonable surfer” is the random surfer's successor. The PageRank dampening factor reflects the original assumption that after each followed link, our imaginary surfer is less likely to click on another random link, resulting in an eventual abandonment of the surfing path. Most search engines today work with a more refined model encompassing a wider variety of influencing factors. In addition to perceived importance from on-page signals, a search engine may judge link popularity by observing common user choices. A link on which users click more within a page can carry more weight than the one with less clicks. Google in particular mentions user click behaviour monitoring in the context of balancing out traditional, more manipulative signals (e.g. links). Direct 100+ URLs to our sister site?
Hi, We have two websites www.eurekasolutions.co.uk and www.eurekaaddons.co.uk - currently the eurekasolutions site has eureka addon products on it - we are thinking of re-directing these to www.eurekaaddons.co.uk instead (there are 100+ pages which are being ranked and picked up by google) Would it be foolish to re-direct these from eurekasolutions straight to eurekaaddons after them being on eurekasolutions for many many years? if so what is the best way to go about it and would this have a direct negative effect on our SEO? Both sites are serving for similar terms. Thanks,

When Googling site:mydomain.com what does listing order tell us?
To find all the pages on my site that are indexed by Google I can search using site:mydomain.com and it gives pages of results. But what does the order of results relate to? Is it page rank or strength? My list of pages doesn't appear to be in order of strength. And it's definitely not by age or alphabetical...

Would you instinctively mistrust a company that has the top 5 or more search listings?
I have seen a few "lucky"(?) companies dominate spots 1-5 of search results. When I see that, I generally go to #6, 7, or even 10 before clicking. My gut reaction is that the company with 1-5 has manipulated content just to pull me in - much like the guys on the streets of NYC or Vegas shoving handbills at you. Is there any evidence/research/poll about the consumer/user reaction when this occurs?

Rankings like this mean what?
I have just redirected our old domain to our new domain using a sitewide 301 redirect. That was on Dec 6. Since none of the pages are showing in the serps unless you search specifically for a paragraph in quotes. But I am also very concerned because scraper sites are coming up before my site. Why does my website not rank better for the keyword i am going for?
My website is www.canadafloraldelivery.com. I just can't seem to get my webpage ranked well for the keyword " Flowers Edmonton " . Also I can't seem to get my Google local listing on the map for many keywords. Is there something obvious that I am missing? Any help would be very appreciated.

Google Location - Taking Away Our National Reach?
Hey, I was just noticing that we achieve #2 ranking on Google for one of our customers for one of their primary keyword phrases. But then I noticed the traffic analytics were not matching what we should expect from that keyword phrase. Then I noticed, in using "Chrome's Incognito Window", that our location was automatically selected for our main geographical city area. I then went and changed that location from Denver, to San Diego & Also Chicago, just to see what would happen, and I noticed we instantly dropped from #2 to #7 when changing our location. I don't know what my question is, but I guess I feel like that is preventing us from achieving the results we need to sell ecommerce products. Is there any info on this or suggestions anyone has on how to tackle this issue? It feels like Google is pulling the rug out from underneath our feet and trying to spread rankings more to localized areas, rather than offering someone the opportunity to capitalize on good rankings for a national audience. I understand why they would do it, and I don't say I disagree. But it just seems to affect our work as SEO's doesn't it? Since we can't be as effective for customers that have a global audience instead of strictly a localized one. I'm curious to see what people have to say about this issue. Thanks!
