DA or PA for link building strenght

Hello,
We're doing link building for nlpca(dot)com with Open Site Explorer.
90% of the sites found that we're targeting have NLP resource sections that will probably list our site because we are an authority.
My Excel Spreadsheet has the following values:
Backlink Holder
Site Name
Site URL
Site Type
Tactic
PA
Ease (1-5)
Estimated Value (1-5)
Priority (Ease x Est. Value)
Contact Info

I'm only interested in strong sites - sites that will be around for the long haul, and I'm stopping aquiring sites that their resource section has a PA lower than 20.
Should I be incorporating DA in some way as well?
What other feedback do you have for me?

I am wondering, as I stop around PA 20 (I don't go below that) in OSE, what is the smallest DA that you guys would target, keeping in mind that I only want to incorporate sites in it for the long haul.

I would recommend you to incorporate DA also in the same way because a newly created page will have relatively low page authority but will benefit from the higher domain authority of the entire domain, so may still be ranked fairly well while it builds up its own page authority.
Domain Authority predicts how well a page ranks on a domain, the higher the Domain Authority, the better chance there is for an individual page on that domain to rank highly. Page Authority predicts the likelihood of an individual page ranking well, no matter what the content on the page is. The higher the Page Authority is, the more likely it is that the page will rank.
So, DA should also be incorporated.

A friend of mine once described it to me like this...
Say your selling your house, where your house is your domain authority, your rooms are your page authority.
You have a great big nice house. Every room is in great condition, freshly remodeled, etc.... EXCEPT the kitchen! Your house is still great, but the value has certainty dropped because of your bad kitchen. In fact, some buyers are even turned off because of your bad kitchen.
Same goes for the other way around... If you have a broken down house in the ghetto but you have a killer master bedroom no one wants to buy your house.
If that didn't make sense, you want to get that ideal house with great rooms.
I guess the answer to your question is DA is important and to ideally find link opportunities with good DA and PA.
Its not going to hurt you, but its not going to benefit you as much just targeting PA

High DA, PA and A grade at page level not ranking in SERP - why?
I ran a full keyword ranking report against my competitors. My site clearly tops all KPIs with highest DA, PA, mT/mR etc. My page also get's an A for page otimisation, but is ranking lower than sites with an F. What are Spammy Back Links
My site was hit by Penguin 2, where I lost 40% of traffic. People keep talking about spammy links but I've made none of those for my site. So how can I analyse my site and find out which links are hurting me. Can it be done with SEOMOZ software? What do I look for? I used Site Explorer and most of my links are to relevant websites. Is there a penalty for being in somebody else's blogroll even if I was added naturally and their site is a high ranking (PR4) and relevant site? All the links to my site coming from forums are no-follow. Could it be my own website? How do I check that? I have no clue what to look for. Thanks

How come a site with low PR and DA is first on everything?
Hi All, I've encountered a site that has PR3 on most important pages (and less on others but no more on any) and DA according to MOZ in the low 40's however it is first on everything on his niche (many keywords). How is it possible? Since it is possible, what is the importance of these metrics anyhow? Thanks

Inbound Links to Subdomains
Hi I want to gather a list of sites that are linking to individual blog items. Is there a way of gathering this data easily in Open Site Explorer? I've tried putting in the url/blog domain in the search box, and this just brings up those sites that link to the blog home page. I want to see all the inbound links that link to ALL subdomains within a particular URL. Any help appreciated. thanks

When will links appear
When will links appear? Hi I submitted one of our products to a range of beauty bloggers and all of the reviews came back, really positive, along with links to our site. However when I run a back link report in open site explorer only one of these links is showing up even though the links all went live at about the same time. Can any one explain this in discrepancy?

Should I be looking at PA over DA?
When it comes to optimizing my pages, I tend to rank them in order of DA first then PA. I start in that order going through my sites making sure they are ranking well for their keywords and if not what I can do it improve. But in doing more reasearch I am starting to think that I need to focus on the PA more than the DA. I am thinking as my PA increases, the DA wil take care of it self. Am I thinking right here?

Extension-less URLS to extension and vice versa - does it affect PA?
Quick question: Will adding an extension such as .html or .php to a URL affect the Page Authority? Long explanation: My site is built in Drupal, and has the rewrite rules in place to redirect URLs with .php extension to no extension URLs. For example, the real URL for one of my pages is: http://www.trueresults.com/index.php?q=get-started. Because of the rewrite rule, it is rewritten to http://www.trueresults.com/get-started by Drupal. If I wanted to keep the url the same, but add an extension to the end (ie. ".html") would that affect my Page Authority? Would Google consider this an entirely new URL? The reasoning behind this is I am working on setting up some goals and events in my analytics and it requires urls with an extension, it's not accepting my "extension-less" urls. thanks!
