IP ranges and matching WHOIS

I have a client who owns two large websites and they sit on the same IP Range: XXX.XX.11.124 and XXX.XX.11.126. Obviously the X's match. Furthermore the whois in the same.
Website A is really old and has millions of pages, but has some unintentional but spammy subdomains that are duplicate content.... we are talking thousands. At this point addressing those subdomains is not an option. Website A also links to millions of times to Website B, but those links are either nofollowed or in javascript.
Website A has a ton of duplicate content through job feeds.
Now Website B is about 4-5 years old and has a great link graph but has been hit hard by Panda in which we recovered only to dive again. My question is, Website B is very close to having near perfect onpage SEO, hierarchy, etc. Could website A be effecting it in anyway?
If we assume that Website A is impacting B, what is the safest solution.... change servers and IP addresses? Change host entirely? Do I need to worry about whois?

I think what your asking, at a deeper level, if the really crappy SEO on site A can effect site B, through some form of administrative relationship. Is this correct? If there is a lot of questionable linking between the sites, you can see some negative effects. (if there is no linking relationship between the sites, then the answer is almost always no)
I agree with Alan completely that changing servers, IP address and all that doesn't effect the issue that those links still point to your website. Changing the host or other administrative associations of any of these sites likely would have zero impact on any penalties.
First, you want to determine if site A really is the problem. Is it Panda? Is it Penguin? Make sure to match up the dates of your traffic fluctuation with historical algorythm changes. http://www.seomoz.org/google-algorithm-change
We seen a lot of site-wide cross linking, with over-optimized anchor text, as a key root of a lot of recent Penguin penalties.
All of these penalties have a lot of factors that could be the cause, so I'd make sure to look everywhere, including the links between the sites.

If Site A is a cash cow that does not need SEO, then I would block the entire site from search engines via robots.txt file. Even on separate hosts, all the links pointing to Site B are a big negative due to the sheer volume, given that there's likely a "bad rap" label associated with SEO on site A.
Duplicate content does not need a "same server" relationship to be a big problem either. All duplicate content is a problem regardless of location.
If a client I represent is doing things that I believe are impeding their success, I personally believe it's important to communicate my concern. However, if they choose to ignore that communication, that's their right to do so.

Honestly.. Site A is a Cash Cow that does not need SEO. I would love to clean it up, but there are external forces preventing that at the moment. These forces are not technical.
Site B is in the same industry as A, but with a different model and user. Both sites are pertient.
Let me simplify this question....
1.Can duplicate content effect more than just the root domain and spread across to other websites on the same IP range? and WHOIS?
2. Moreover does any SEO need to worry about what their clients are doing on sites that are out of their control (assuming no blackhat techniques)?

The question is this - why would you want to keep Site A given the current insurmountable challenge you describe?
Do you still hope there's some value in it being kept alive?
Do you still hope there's some SEO value or that the site will or does continue to bring some traffic you believe to be valuable?
Because (and this is just my opinion) if you are convinced you cannot or will not (for whatever reason) work to clean the mess up, you'd be better off completely killing off Site A.
If you don't even if you migrate site B to a different server, the links still exist. The footprint remains.

Schema.org product offer with a price range, or multiple offers with single prices?
I'm implementing Schema.org, (JSON-LD), on an eCommerce site. Each product has a few different variations, and these variations can change the price, (think T-shirts, but blue & white cost $5, red is $5.50, and yellow is $6). In my Schema.org markup, (using JSON-LD), in each Product's Offer, I could either have a single Offer with a price range, (minPricd: $5, maxPrice $6), or I could add a separate Offer for each variation, each with its own, correct, price set. Is one of these better than the other? Why? I've been looking at the WooCommerce code and they seem to do the single offer with a price range, but that could be because it's more flexible for a system that's used by millions of people.

IP Redirect causing Indexing Issue
Hi, I am trying to redirect any IP from outside India that comes to Store site (https://store.nirogam.com/) to Global Store site (https://global.nirogam.com/) using this methodThis is causing various indexing issues for Store site as Googlebot from US also gets redirected!- Very few pages for "store.nirogam.com/products/" are being indexed. Even after submission of sitemap it indexed ~50 pages and then went back to 1 page etc. Only ~20 pages indexed for now.- After this I tried manually indexing via "Crawl -> Fetch as Google" - but then it showed me a redirect to global.nirogam.com. All have their "status -> Redirected" - This is why bots are not able to index the site.What are possible solutions for this? How can we tell bots to index these pages and not get redirected?Will a popup method where we ask user if they are outside India help in solving this issue?All approaches/suggestions will be highly appreciated.

Hi - I have a question about IP addresses
- would it hurt link juice to host a blog on a different server to the rest of your website? I have a web host saying they can't run Wordpress as they won't support PHP for "security reasons" - one solution would be to set up Wordpress on a different server and redirect domain.com/blog there (I presume this is do-able?). But I don't know if that affects the SEO adversely?

Privacy: Is Whois info used to help establish an admin relationship between sites in addition to host/IP etc ?
Hi Do you think Google looks at WhoIs details as a contributing factor to establishing an adminsitrative relationship between two domains (in addition to being hosted on similar hosts/IP blocks etc), and in regard to linkbuilding would having teh same whois details on both sites have a negative effect or be perfectly ok (if the sites are on different hosts/ip blocks) ? Also do you think whois privacy turned on has a negative effect on trust and subsequent seo ? Considering the answer to the above two questions: Do you think its a good or bad idea to have domain reg/whois ‘privacy’ turned on for a site of curated content relating to the project/primary sites niche, and linking to this site for contextual link benefit ? Im building out a site of curated content that i want to perform well in-itself as well as providing backlink benefit to the primary site but worried if they both have same whois details will cause seo problems or would that only be if also had same host/ip footprint ? Should i enable whois privacy, use a different address for reg, or actually make a point of using the same whois details for transparency ? All Best

Rackspace UK Cloud IP - Traceroute
Hello, I recently moved to rackspace and before i signed made sure with them that i would get a UK based IP. It is a Cloud hosting solution. I have checked with whois and a few other sites and the IP is being shown as US, they asked me to do a traceroute and it shows up in the UK: http://network-tools.com/default.asp?prog=trace&host=164.177.146.74 can anyone confirm if this is UK based and ok from an seo point of view as we are targeting a UK audience. On a dedicated server with multiple IP addresses, how can one address group be slow/time out and all other IP addresses OK?
We utilize a dedicated server to host roughly 60 sites on. The server is with a company that utilizes a lady who drives race cars.... About 4 months ago we realized we had a group of sites down thanks to monitoring alerts and checked it out. All were on the same IP address and the sites on the other IP address were still up and functioning well. When we contacted the support at first we were stonewalled, but eventually they said there was a problem and it was resolved within about 2 hours. Up until recently we had no problems. As a part of our ongoing SEO we check page load speed for our clients. A few days ago a client who has their site hosted by the same company was running very slow (about 8 seconds to load without cache). We ran every check we could and could not find a reason on our end. The client called the host and were told they needed to be on some other type of server (with the host) at a fee increase of roughly $10 per month. Yesterday, we noticed one group of sites on our server was down and, again, it was one IP address with about 8 sites on it. On chat with support, they kept saying it was our ISP. (We speed tested on multiple computers and were 22MB down and 9MB up +/-2MB). We ran a trace on the IP address and it went through without a problem on three occassions over about ten minutes. After about 30 minutes the sites were back up. Here's the twist: we had a couple of people in the building who were on other ISP's try and the sites came up and loaded on their machines. Does anyone have any idea as to what the issue is?

Is IP-Hosting an effective and worthy SEO solution?
I have seen few websites selling same package of IP-Hosting, I consider that kind of smart SEO solution if it really be effective, But I have doubt. I have a few websites using a dedicated server for 6 years with only 1 valid IP and with that experience, I think rich content, title tags and anchor links are most important factors but I never tried such IP SEO, has any one tried IP hosting? Then comes second questions, If you have experienced and recommend IP Hosting, the reasonable application could be wordpress to manage all the sites in diffrent servers, and by using plugins such as autoblog or RSS importer we can update all the sites with minimum effort, But the problem is that neither of these 2 plugins are really working hassle free, They do not work at all or they stop wroking all the sudden, preferably I need a solution for Wordpress multisite Would you offer any alternative? I appreciate if you share your ideas... P.S.: My objective to apply IP hosting is not geo-targeting I use to launch .COMs normally without any particular geo-target.

Exact match domains
I know buying new websites hoping to 301 redirect them to achieve higher rankings before they’re established is not a good idea, but what about uploading a info pages + on-page SEO + some link-building and when the site is established (it ranks) direct visitors to a landing page? Buying a new domain for the SINGLE purpose of 301 redirecting won’t boost the rankings (don't think it would get penalties either, unless it’s the only link building activity). Not planning to redirect to the homepage, but to the related sub page on our main site (specific landing page). Will this pass the appropriate anchor text and link authority to the right page on our website and help those pages to rank for their keywords? Only thinking of a few pages (no more than 3).
