"INDEX,FOLLOW" then later in the code "NOINDEX,NOFOLLOW" which does google follow?

background info: we have an established closed E-commerce system which the company has been using for years. I have only just started and reviewing the system, I don't have direct access to the code, but can request changes, but it could take months before the changes are in effect (or done at all), and we won't can't change to a new E-commerce system for the short to mid term.
While reviewing the site (with help of seomoz crawl diagnostics) I noticed that some of the existing "landing pages" have in the code:
<meta name="<a class="attribute-value">robots</a>" content="<a class="attribute-value">INDEX,FOLLOW</a>" /> then a few lines later<meta name="<a class="attribute-value">robots</a>" content="<a class="attribute-value">NOINDEX,NOFOLLOW</a>" />
Which the crawl diagnostics flagged up, but in the webmaster tools says
"We didn't detect any issues with non-indexable content on your site."so the question is which instructions does google follow? the first or 2nd?
note: clearly this is need fixed, but I have a big list of changes for the system so I need to know how important this is

I've never actually had any errors listed for non-indexable content in the HTML Improvements section of WMT. So I'm not 100% sure what would set off that notification. Though the sites I work on do have a number of pages that are NoIndex and/or NoFollow. So i guess the issue would be caused not by purposefully blocking the page but some other means that makes your page unable to be crawled properly.

Yeah I did that after posting the question I started test like that, but its not coming up and searching the url does not show the page, but other normal pages ("lower" pages) are showing (that don't have this problem), so it seems that it is de-indexed those pages.
its weird that webmaster tools say ""We didn't detect any issues with non-indexable content on your site.", when there are.
Getting this sorted one way or another is my top priority

If you copy a string of text on the page and paste it into google search, does your page show up in the results? If so, then its being indexed despite the second robots tag. If it doesn't show up, then its not being indexed. So importance would rely on whether you want that page to be indexed and whether or not it is being indexed. Either way, you should look into cleaning that up at some point.

How can I get a photo album indexed by Google?
We have a lot of photos on our website. Unfortunately most of them don't seem to be indexed by Google. We run a party website. One of the things we do, is take pictures at events and put them on the site. An event page with a photo album, can have anywhere between 100 and 750 photo's. For each foto's there is a thumbnail on the page. The thumbnails are lazy loaded by showing a placeholder and loading the picture right before it comes onscreen. There is no pagination of infinite scrolling. Thumbnails don't have an alt text. Each thumbnail links to a picture page. This page only shows the base HTML structure (menu, etc), the image and a close button. The image has a src attribute with full size image, a srcset with several sizes for responsive design and an alt text. There is no real textual content on an image page. (Note that when a user clicks on the thumbnail, the large image is loaded using JavaScript and we mimic the page change. I think it doesn't matter, but am unsure.) I'd like that full size images should be indexed by Google and found with Google image search. Thumbnails should not be indexed (or ignored). Unfortunately most pictures aren't found or their thumbnail is shown. Moz is giving telling me that all the picture pages are duplicate content (19,521 issues), as they are all the same with the exception of the image. The page title isn't the same but similar for all images of an album. Example: On the "A day at the park" event page, we have 136 pictures. Disavowing the "right" bad backlinks
Hello, From july to november (this year), I gained 110.000 backlinks. Considering that I'm having trouble ranking well for any keyword in my niche (a niche that I was ranking #1 for several keywords and now I'm losing), I'm starting to believe that negative seo is affecting me. I already read several articles about negative seo, some telling this is a myth, others telling that negative SEO is alive and kicking... My site is about health and fitness in brazilian-portuguese language, and there's polish/chinese/english with warez/viagra/others drugs pointing to my domain and a massive links in comments with blogs without comment approval. Considering that all these new backlinks are not on my language and are clearly irrelevant, can I disavow them without fear of affecting my SEO even more ? Everytime you see someone talking about the disavow tool, is always the same warning: "cautiong when disavowing a link, you can hurt you site even more, removing a link that - in some way - was helping you". Example of Google Indexing my Feedburner Links
As you can see, there are 2 results for the same page. Does hidden text, which appears for an onclick event, get indexed by Google and what SEO impact does this have?
I'm trying to simplify a conversion process with an onclick event to show text rather than having a completely separate page, but wondering if this is going to negatively impact on SEO, especially considering it's hidden text. I've seen a couple of things out there where you could position the text off the screen and the onclick results in it coming on.

"Site Suspended" in Google Adwords + Lost all rankings in Google => is this related?
Can anyone share thoughts on this: Does the S recently (mid april) we revamped our website (same content, new layout, strong brand), but a few days later our google rep contacted us to tell that she got a "red flag" for one of our SEA campaigns (we broke the bridge page policy, not on purpose to be clear), they were completely correct on this matter. We even got some extra time to correct this, normal policy is only 10 days. But, we were a little slow, so all our Adwords Campaigns are suspended and we get the message "Site suspended". We are working to have this fixed, our Google rep even granted some more time to fix this. Now, almost simultaneously, same time frame, all our new pages, that were already ranking well tx to proper 301 rules, suddenly fell out of the google SERPS, nothing to be found anymore up till now. Our website is live since 1996, no issues, up till now. There seems to be a strong correlation to what happened in our SEA and what happened in our SEO can anyone share some info?

"/" at the end of a URL
I just noticed that I have the exact same page showing up separately in my Google Analytics reports. One has a "/" at the end and the other does not. Otherwise, these are the exact same URL's. Is this something I need to be aware of from a duplicate content perspective? If so, how do I go about fixing this? I thought the SE's would automatically see that a URL with a "/" at the end is the same as one without, but if that is the case, why is it showing up in my reports as two separate pages?
