Is 15 keywords enough to properly optimize content for an entire domain?

I have recently moved in charge of a 95 page web portal that has around 8 categories of content.
The SEO agency I am touch with has sent me a proposal that says they will do on-page optimization for this domain for 15 keywords. Should that be enough? What should be my expected outcome?
My promise to the client is that core pages from his website will show up early on the SERPs. If they can do this, I am fine with it.
Do you think I am getting the right deal? Should I be asking for more?

It's not really about he number of keywords your targeting , but making sure you're targeting the right keywords.
You need to consider:
how difficult it will be to rank for you chosen keywords (What cost / time)
The return on investment - how much traffic is optimising for the keyword going to get you (be realistic)
What is the value of the traffic from this keyword to the business. How relevant are the keywords to the business's offering and the searchers needs?
How well does this traffic convert? There's no point ranking highly for terms that just send you badly qualified traffic that is just going to bounce...
Can you identify any "low hanging fruit?" Are there less competitive terms that you can rank for more easily and still earn some traffic?
Even if there is less traffic for a keyword, you can find that a large slice of the traffic is worth more than crumbs for a more competitive term that you'll struggle to rank for.
The next question is whether on-page optimisation is going to be enough...

A Solution to Keywords Being Grouped in Google Keyword Planner
Hi guys, I am trying to get search traffic for a list of keywords which I put together a few years ago for one of my clients, this was before Google made changes to their Keyword Planner. When I am adding the list into Google Keyword Planner it is "grouping" a number of the keywords/phrases together, and therefore removing 13 of the keywords from the original list of 59 keywords. Is there a way around this so I can get search volume for the original list, and not the cut down one? I am specifically using Google Keyword Planner as I want to get search volume for a number of specific locations in the UK. Any comments/feedback is greatly appreciated. Thanks in advance! Jack. Ranking a homepage for keywords
We recently found a handful of keywords we would like our homepage to rank for (for example - customer experience). On our homepage we have articles (4-5 posted daily) that feature the keywords we are targeting (one being customer experience). How do the keywords we are using in our daily articles that are posted to the homepage affect the overall keyword ranking for the homepage? In other words do the keywords used in the articles (title, first 2-3 paragraphs, meta description, etc.) all roll up/build up to the homepage's keywords or how does that work?

Keyword research tools
So I went to a panel a while back that said Wordtracker is basically useless. I'm not using it as an end-all, be-all, but more for insights and context. Do you agree with that statement? The hosting company provides a keyword research tool, so I wasn't sure how seriously to take it. Have you guys been using Bing for the search data previously provided by Google's Keyword Research Tool? Do you find that to be a viable resource? Thanks.

Keyword difficulty report - am I stupid??
Hi, Im a programmer but SEO newbie and I am trying out Moz Pro. To be honest I feel really disheartened right now, I find the world of SEO very difficult and full of conflicting information. Anyway, I am trying to get my head around the Keyword difficulty tool in order to determine what keyword I want to go after and what I would need to do in order to outrank the competitors. The website with the highest PA, most external links to the domain (4000 versus around 80-90), the most linking root domain and the best on page optimasations ranks nr 5. The website that ranks 1 is the only one with good social signals. All of the websites has the keyword in the page title. What am I missing? This makes no sense to me. Is this Keyword tool reliable? VERY grateful for any help from you guys.. /Emma

Partially Duplicated Content Advice
Hi Folks, I have a question about how duplicate content works. We sell all different kinds of goat milk soap. Each kind has its own product page and unique description. However, there are some benefits that all of the different soap have in common. I'd like to list those benefits on each individual goat milk soap page, with the product-specific benefits and description right below it. My questions are: 1. If I include the same exact block of text and images on each page, along with the unique description. Will the search engine see that as duplicate content? 2. Furthermore, will this dilute any keyword ranking ability that content brings to a page, because it occurs on 15 different pages? (i.e. the search engine can't tell which one is the "best" result). If so, what do you recommend in this kind of situation? Thanks, Hal

On Page Optimization
Hey its question time for me today.....lol, I an using the SEOmoz On Page Optimization Tool and so far I have optimized my home page for one term"web design edinburgh" started at an F now its an A (Good Boy!) So I wasn wondering what poeples views were on the best way to do this? What I was thinking about doing was optimizing my site for 1 main Keyword/ Phrase per page. For instance Home Page - Keyphrase - "web design edinburgh" Web Design Page - "Web Development" not sure to make it" web development" or "web development edinburgh" SEO page - "Search Engine Optimisation" and so on........ So I would end up with a potential of say 6 landing pages each optimised for a certain keyword/phrase! Is this a good idea, or is there a better method I could employ? Thanks for sharing again. Keyword selection and search counts
I am a new pro member and have noticed that a lot of my keywords are very similar. i.e. "piano movers Atlanta" vs. "Atlanta piano movers" vs. "piano movers in Atlanta" Is there an accurate way to see search counts for each of these terms do determine which one I should target? Does anyone have any recommended tools or strategies?
