Update page for better SEO score?

Hi,
Is it important to update a page sometimes to score better in SEO?
Or if i make a page and never change it, it would be good enough. -
I try to not leave content along for "never" as it's good to watch page performance. Since search engines change their algos and keywords can grow more competitive, I don't feel the need to constantly update my content for "freshness," but I do look at performance and change if I'm not getting the results I want. I'm not a news site, it's not a blog and we aren't always adding or changing products, so I take freshness with some grain of salt.
Because a page works well at a certain place in time doesn't mean it always will and being proactive can help keep it steady.

On top of what Blake said, after updating your page with some fresh content, you should do another push throughout social sites and whatnot. Refresh the page and get some new backlinks and shares. That will help out a lot.

There was a really great article on the MozBlog about this topic. It was titled Freshness Factor: 10 Illustrations on How Fresh Content Can Influence Rankings and gives you detailed information into your question. In short, freshness of a page does affect rankings and if you created it without any SEO value it's worth taking a second look.

Is Base64 encoding images in general better for SEO or worse?
We've made a lot of changes to our website (https://refreshcartridges.co.uk/) over the years, with our website developer putting a heavy emphasis on improving page loading times in general. One of the those changes has been to base64 encode or in-line the majority of images on our site which has reduced our loading times down to under a second for most of our pages for our visitors which are mainly based in the UK. My question is whether in-lining the images, thus removing the images filenames for index association results in this technique being a net-good or net-bad for our sites SEO in general, particularly on our frontpage.

New Page Showing Up On My Reports w/o Page Title, Words, etc - However, I didn't create it
I have a WordPress site and I was doing a crawl for errors and it is now showing up as of today that this page : https://thinkbiglearnsmart.com/event-registration/?event_id=551&name_of_event=HTML5 CSS3 is new and has no page title, words, etc. I am not even sure where this page or URL came from. I was messing with the robots.txt file to allow some /category/ posts that were being hidden, but I didn't re-allow anything with the above appendages. I just want to make sure that I didn't screw something up that is now going to impact my rankings - this was just a really odd message to come up as I didn't create this page recently - and that shouldnt even be a page accessible to the public. When I edit the page - it is using an Event Espresso (WordPress plugin) shortcode - and I don't want to noindex this page as it is all of my events. Sorry this post is confusing, any help or insight would be appreciated! I am also interested in hiring someone for some hourly consulting work on SEO type issues if anyone has any references. Thank you!

Local SEO - Page Titles
Hi Folks, Complete newbie (well last 12 months) I have recentley added a blog to my site and have been doing quite a bit of quite word researching through google. I have found some good keywords that have up till now escaped me! Heres my question because I trying for local traffic, mainly newcastle durham and sunderlanddo i go with one of the following two options get two very similar keywords in my article and go for both and rely on google to bring up local listings for the end user in my area e.g Small garden design | Garden design from the experts. (keywords bold ) or Garden Design | Newcastle | Sunderland | Durham | so I have geo locations in title either way I will obviously have both keywords and locations in the artcle Help please I dont want to write many hours and find I have missed a trick! Geotargeting by IP and SEO
Hi, Part of our site displays localized results based on the user's IP (we get the zipcode based on IP). For example a user in NY would get a list of NY based stores, while a user in CA would get a list of CA based stores. So if CA Googlebot comes to our site, it will get results based on Mountain View CA. Given the pages are generated based on your zip, I'm not sure how we'd indicate to Google that we have results for lots of locations and not just the Googlebot IP locations. (users can change their zipcode, but by default we use geolocation). Our landing pages contain localized content and unique urls with the zipcode etc, but it isn't clear how Google will find results for KY etc.

SEO LINKS
New to S.E.O. so excuse my naivety. I have made lots of new links some of them paid for e.g. Best of the Web but I don’t see any change in the latest competitive link analysis. Some of the links we have been accepted for just do not show. Also the keywords we are trying to promote the most have disappeared off the radar for over 2 weeks now. Page that has no link is being crawled
http://www.povada.com/category/filters/metal:Silver/nstart/1/start/1.htm I have no idea how the above page was even found by google but it seems that it is being crawled and Im not sure where its being found from. Can anyone offer a solution?
