Is there any value in "starting from scratch" on a new domain?

Hi,
Our ecommerce store - we have had some duplicate content issues and they have been corrected, but of course, Google takes time to pick up on these. Our link profile is very poor, so we wont lose a lot by going to a new domain in that sense.
My question is, in what instances is it worthwhile starting under a new domain? And in which not?
Presumably you can also 301 the whole site - when is it worth doing this or not?

I recently filed a Google reconsideration request, came back saying there was nothing wrong, e.g, no manual penalty - but if Panda has penalised us for thin/dupe content, we wouldnt know by the manual route...
In this scenario, is it worth just starting from scratch? Or do we wait till the next Panda update which could be who knows when?

Starting over from scratch makes sense if you've dug yourself in so deep a hole (say tens of thousands of spammy links) that it would be easier to rebuild your link profile from scratch, rather than going through the effort of deleting/disavowing all your bad links. If you do start over from scratch, then you're not going to want to use any 301s, or the bad reputation from your old site is just going to follow along to your new one.

White hat link technique to banned domain
The question is: I have branddomain A (manually penalization by google, one year ago and after 4 consideration requests and more than 3/4 of links removed, stills banned) authority 42 And and new branddomain B (with fresh content created after penalization in the case of no recovery as it happen) authority 26 There are no links from A to B, both are now with same traffic but i want people that find me on domain A (partial penalized) to come to my new web brand. Both domains have same name, different extensión. So the question: Can i link with photo domain A to domain B, if i place nofollow and no ancor text on those linked photos. I want to have my traffic unified and i dont want to go against google guidelines

Getting a link from an internal page with PR 2 of a domain with PR 5 is how much effective?
My website got a link from an internal page with PR rank of 2 but the domain has the PR rank 5. For example - A domain www.example.com with PR rank 5 and internal page www.example.com/extra/1 PR rank 2. I got a link from the internal page, will I benefit from main domain Page rank 5? Thanks, Sameer

New sub-domain launches thousands of local pages - is it hurting the main domain?
Would greatly appreciate some opinions on this scenario. Domain cruising along for years, top 1-3 rankings for nearly all top non-branded terms and a stronghold for branded searches. Sitelinks prominently shown with branded searches and always ranked #1 for most variations of brand name. Then, sub-domain launches that was over 80,000 local pages - these pages are 90-95% similar with only city and/or state changing to make them appear like unique local pages. Not an uncommon technique but worrisome in a post Panda/Penguin world. These pages are surprisingly NOT captured as duplicate content by the SEOMoz crawler in my campaigns. Additionally about that same time a very aggressive, almost entirely branded paid search campaign was launched that took 20% of the clicks previously going to the main domain in organic to ppc. My concern is this, shortly after this launch of over 80k "local" pages on the sub-domain and the cannibalization of organic clicks through ppc we saw the consistency of sitelinks 6 packs drop to 3 sitelinks if showing at all, including some sub-domains in sitelinks (including the newly launched one) that had never been there before. There's not a clear answer here I'm sure but what are the experts thoughts on this - did a massive launch of highly duplicate pages coupled with a significant decrease in organic CTR for branded terms harm the authority of the main domain (which is only a few dozen pages) causing less sitelinks and less strength as a domain or is all this a coincidence? Or caused by something else we aren't seeing? Thanks for thoughts!

Multiple domains pointed at one site
I know things are changing and the things Google thinks are cheating searchers from finding what they are really looking for are changing too. So, I have multiple domain names that are related to my site, but not the actual site name. For instance, I have a certification program called Certified NetAnalyst that has a few domains for it... .com, .org and other derivatives like NetAnalyst. I would like to point the domains to my main company web site and not create a site just for the certification. Does Google think it is cheating to point domain names with my company branding names to my main web site? What about domain name forwarding to a specific URL, like taking the certification name domains and pointing them to the certification page instead of the main site? Wondering if one could no follow (don't know how to do that) the domain forwarding links so it is not duplicate content? Is that possible in some way? Could you put another robots.txt file with excludes in the domain forwarding url landing page so it would not be duplicate content? For the future I want all SEO "juice" to go to the main domain, but the keyword value of the domain names is valuable. I sure would be grateful if someone that has a good understanding and specific recent experience with Google policy and enforcement could offer some sage and practical advice and perhaps a case study example where Google "likes it" or on the other hand a good explanation of why I may not wish to do this! Redirects/What to do with multi domains for the same company?
What is the correct way to "redirect" a domain if you have multi domain names for the same site? For example if a company has www.mysite.com www.mysite.info www.mysite.tv www.mysite+location.com Say my website lived at this location www.mysite.com would I then just forward the other domains to the same place? Do search engines penilize for this? Do search engines view this as duplicated content? Is it even worth having these domains and making the active? Thanks in advance!
