Is horizontal hashtag linking between 4 different information text pages with a canonical tag to the URL with no hashtag, a White Hat SEO practice?

Hey guys,
I need help.
hope it is a simple question : if I have horizontal 4 text pages which you move between through hashtag links, while staying on the same page in user experience, can I canonical tag the URL free of hashtags as the canonical page URL ? is this white hat acceptable practice? and will this help "Adding the Value", search queries, and therefore rank power to the canonical URL in this case?

Rel=canonical is only a recommendation to Google. If they wish, they can still ignore it, so there is no guarantee, but for the most part, this won't happen.
You can still use a unique title and description on the pages without any problem.

I can use different page titles and meta description for each one of the 4 Hashtag still right?
and having 4 canonical to 1 will make google index only the canonical or no?

I think I see now.
Having that page as the primary one for the rel=canonical to be added to will be no problem at all. It is good practice to use rel=canonical to help Google understand more about a site structure and which page is the primary one to deliver when there could be other choices.

I'm trying to imagine the site setup before answering - so you move between 4 pages of text while staying on the same page? Is this then using frames? Do you have a link to the site so I can have a look?

Am I right in thinking this is a single page site? But the single page is a horizontal rather than vertical scroller?

'SEO Footers'
We have an internal debate going on right now about the use of a link list of SEO pages in the footer. My stance is that they serve no purpose to people (heatmaps consistently show near zero activity), therefore they shouldn't be used. I believe that if something on a website is user-facing, then it should also beneficial to a user - not solely there for bots. There are much better ways to get bots to those pages, and for those people who didn't enter through an SEO page, internal linking where appropriate will be much more effective at getting them there. However, I have some opposition to this theory and wanted to get some community feedback on the topic. Anyone have thoughts, experience, or data to share on this subject?

Black Hat Link Building Ethics Question
I have taken on the SEO/Inbound duties for my company and have been monitoring some of our competitors in the market space. In June one of them began a black hat link building campaign that took them from 154 linking root domains to about 7500 today. All of the links target either /header or /permalink/index and all have anchor text along the lines of "Windows 7 activation code." They are using forgotten forums and odd pages, but seem to be finding high DA sources to place the links. This has skyrocketed their DA (40 to 73), and raised their mozRank, mozTrust, and SERP positions. Originally I thought to report it to Google, but I wanted to wait a few weeks and see what the campaign did for them and if Google would catch on. I figured adding 81K links in 2 months would trigger something (honestly, if I was able to find out they were doing it then it's got to be obvious). But they have grown every week and no drop in rankings. So my question is would you report it? Or continue to wait and see? Technically they are not a "competitor" in the strictest sense of the word (we actually do sell some of their products as OEM), but I find the tactic despicable and it makes my efforts to raise our rankings and DA seem ineffective to people not in the know about SEO. Are these links bad for my results?
In the past we have requested links on multiple directories. Since we have seen a mayor drop (60% in traffic) in results around the pinquin update 24-26th of April. Our results have been slowly getting lower and lower in Google. Is it possible to tell if these links are in fact doing my site harm? Before the 26th of April it was easy to see that the results where benefiting from the submission to those directories. We did not have any messages in webmaster tools and reconsideration says "no manual spam action taken". What would be the best strategy to turn this around and go up again? Link farming and related websites
In my niche I have about 17 sites I have created. They all provide unique content, html, and all have a variety of uses that differ from each other mostly, some repetition but not really. All these sites are related to the same niche. I do link to each other in my sites. I don't go crazy and link every site to every other site or span links on footers. I somewhere in the content link here to there. Not even consistent, just linking to related pages from others. I was wondering if this is something I need to be careful about or could I get hit with link farming?
