Is it a good idea to target a similar versions of a keyword?

Salute you all,
I am optimizing a site for an attorney. I have done some good research and find the keyword difficulties.
Some of my keywords are very similar was wondering is this a good idea and safe (white hat) or not?
e.g. page title: 1) city immigration lawyer 2) city immigration attorney
My main and first reason is to target all users. Since some will search under 'attorney' and some under 'Lawyer'.
Secondly one is easier than the other.
I appreciate any input from more experienced seo experts.

Don't use two separate pages for these queries - they are effectively the same (just a different wording for the same thing).
As the other commenters have noted, these terms are very similar and given the way Google is continuously moving towards semantic search and understanding concepts/topics rather than strict keyword matching, you should easily be to target both terms with a single page. The only reason not to do this would be if 'attorney' and 'lawyer' were actually two totally different services but as far as I know that is not the case, they're simply synonyms (at least in layperson's terms - even if there's a technical distinction presumably your target audience won't be likely to know or care).
Creating two different pages for what is basically the same topic will therefore not be useful to users and could get you in trouble with Google - at the very least you'll be confusing the search engine as it won't know which one is more relevant, and you'll be splitting any potential link equity you might get to those pages.

Let me help you understand what I am thinking to do. I am targeting different set of keywords for the same site. aiming to have different page titles with different keywords for each page. I want to rank for both keywords on different pages with different content. They have different keyword difficulty. One is easier than the other. e.g. one is 21% and the other 40%. and when I searched for 'city Immigration Lawyer' and 'city immigration Attorney'. I get different search result with different ranking. I want to rank for those who search for word 'attorney' as well as those who search for 'lawyer'.
I have seen a site on Google first page, they have used both lawyer and attorney in the same page title. They have both words on the same page content too. e.g. ....immigration lawyer | ....immigration law attorney
But I don't want to do that. If I use 'best ... immigration Attorney' the content will have attorney in it. If I use 'best .... immigration lawyer' my content will be written accordingly. but in my site I will be using attorney and lawyer in different pages.
What y'all think about this?

This is one of those circumstances where Google know that an attorney and lawyer are one in the same and will deliver results for Lawyer when you search for Attorney. As David said, if you try to cover off both words here, then you could land yourself in trouble.
If I do a search for "London Immigration Attorney" then I get results back for Lawyer, so for me, this is the phrase that I would go for.

I agree with DJ on covering it separately, but only from a paid search perspective.
If you are clever enough with your on-page content writing, and page titles/descriptions/keywords you should be able to cover both relatively easily. Optimize a bit more heavily for the stronger search query, or the one that has the most searches. This can be found using the Google Keyword Planner.
People are not going to want to read two separate pages of lawyer and attorney worded info. Could also get you into trouble with Google if the pages are similar to one another.

My opinion, target both of them using two separate campaigns.
The market is telling you what they want.

Site Footer Links Used for Keyword Spam
I was on the phone with a proposed web relaunch firm for one of my clients listening to them talk about their deep SEO knowledge. I cannot believe that this wouldn’t be considered black-hat or at least very Spammy in which case a client could be in trouble. On this vendor’s site I notice that they stack the footer site map with about 50 links that are basically keywords they are trying to rank for. But here’s the kicker shown by way of example from one of the themes in the footer: 9 footer links:

Public Sector PR Firms Each link goes to a unique URL that is basically a knock-off of the homepage with a few words or at the most one sentences swapped out to include this footer link keyword phrase, sometimes there is a different title attribute but generally they are a close match to each other. The canonical for each page links back to itself. I simply can’t believe Google doesn’t consider this Spammy. Interested in your view.

Two sites, heavily cross linking, targeting the same keyword - is this a battle worth fighting?
Hi Mozzers, Would appreciate your input on this, as many people have differing views on this when asked... We manage 2 websites for the same company (very different domains) - both sites are targeting the same primary keyword phrase, however, the user journey should incorporate both websites, and therefore the sites are very heavily cross linked - so we can easily pass a user from one site to another. Whilst site 1 is performing well for the target keyword phrase, site 2 isn't. Site 1 is always around 2 to 3 rank, however we've only seen site 2 reach the top of page 2 in SERPs at best, despite a great deal of white hat optimisation, and is now on the decline. There's also a trend (all be it minimal) of when site 1 improves in rank, site 2 drops. Because the 2 sites are so heavily inter-linked could Google be treating them as one site, and therefore dropping site 2 in the SERPs, as it is in Google's interests to show different, relevant sites?

Glossary pages - keyword stuffing danger?
I've put together a glossary of terms related to my industry that have SEO value and am planning on building out a section on our site with unique pages for each term. However, most of these terms have synonyms or are highly similar to other valuable terms. If I were to make a glossary, and on each page (that will have high-quality, valuable, and accurate definitions and more), wrote something like "{term}, also commonly referred to as {synonym}, {synonym}," would I run the risk of keyword stuffing penalties? My only other idea beyond creating a glossary with separate pages defining each synonym is to use schema.org markup to add synonyms to the HTML of the page, but that could be seen as even more grey-hat type keyword stuffing. I guess one other option would be to work the synonyms into the definition so that the presence of the keyword reads more organically. Thanks!

Starting every page title with the keyword
I've read everywhere that it's vital to get your target keyword to the front of the title that you're writing up. Taking into account that Google likes things looking natural I wanted to check if my writing title's like this for example: "Photographers Miami- Find the right Equipment and Accessories" ..Repeated for every page (maybe a page on photography in miami, one on videography in Orlando etc) is a smart way to write titles or if by clearly stacking keywords at the front of every title won't be as beneficial as other ways of doing it?

The Link in Profile Page is it good BackLink or not?
Well, i see that we need 200mozpoints to be able to put our Website Link (DOFOLLOW) into our profile in SEOMOZ.. the way i know it, it would be a good BackLink for my site. But since our methods work great for increasing search engine rankings, we would never use our backlinking on our competitors because that will damage our rankings and boost theirs.
