What next with SEO

I've been working on my site for over 2 years and have some very good links and now have a PageRank 4. My site has fallen down from page 1 to page 4 for 'Web Design London' which may be due to not putting much work into link building in the last 6 months.
The site is pretty well optimised onsite but there are less that 20 pages of content. With time constraints in place because I have to run the business, would it be better to increase the content, seek out more links or outsource the work.
Ideally I would do both but money and time restrict this. If I was to outsource, do you have recommendations and rough prices?

I'd focus on doing new content myself before outsourcing (provided it is relevant). Firstly I'd create a plan to work out what kind of content is needed and how much time/resource is required to produce it before going ahead, some ideas:
- Clients can provide a review of the design work you did for them, they may write the whole thing for you and in return they get a link back to their website
- Are there any current pages that cover multiple themes (i.e. target multiple keywords). Perhaps these could have their own pages (make sure you have enough content on both pages!). Doing this might only require 30% of the time to produce than writing for a new topic from scratch.
- Do you have time to blog (on your website) - make sure it's relevant to your website.
- Are there quick wins from pages under optimized; like does your homepage need more indexable content? What about your company page? Perhaps if your staff have specialties you can have a individual employee pages where the content is there bio followed by 'relevant' information about their skill set (keyword target) and how your company can help the client. Don't forget the call-to-action as well.
- Start up your link building again but maybe focus on content (try guest blogging or press releases). You can use www.odesk.com for quick and cheap content writers. I use them from time to time and provided I select the right person I'm pretty happy with the site.

Volusion SEO

Google Business Places SEO Question
Hi All, I have set up different Google Business Places listings for each of my locations for my business. I want each location to rank for their retrospective keywords. So from an SEO point of view to help these rank.. When choosing Keywords/Categories for my listing , should I use my main keyword + my location example - I have a carpet cleaner hire depot in London and I want to rank for London so should my keyword be just carpet cleaner hire or Carpet Cleaner Hire London. My other depot is say in the location of Watford so should that listing have keywords that contain Watford in them ?. Also - Should the description contain my localised keywords ? I have looked around and cant' find much on this topic Any pointers would be greatly appreciated thanks Sarah
