How to approach SEO for a national umbrella site that has multiple chapters in different locations that are different URLS

We are currently working with a client who has one national site - let's call it CompanyName.net, and multiple, independent chapter sites listed under different URLs that are structured, for example, as CompanyNamechicago.org, and sometimes specific to neighborhoods, as in CompanyNamechicago.org/lakeview.org. The national site is .net, while all others are .orgs. These are not subdomains or subfolders, as far as we can tell. You can use a search function on the .net site to find a location near you and click to that specific local site.
They are looking for help optimizing and increasing traffic to certain landing pages on the .net site...but similar landing pages also exist on a local level, which appear to be competing with the national site. (Example: there is a landing page on the national .net umbrella site for a "dog safety" campaign they are doing, but also that campaign has led to a landing page created independently on the local CompanyNameChicago.org website, which seems to get higher ranking due to a user looking for this info while located in Chicago.
We are wondering if our hands are tied here since they appear to be competing for traffic with all their localized sites, or if there are best practices to handle a situation like this. Thanks!

Start by consolidating everything. Get control of all of the local domains, move the content over and redirect the local domains to their corresponding pages on the main site.

It's really going to depend on the search query. Some search queries are seen as having local intent regardless of whether or not a geo-modifier (i.e. "Chicago") is included in the search. Since your client's site is for the national organization, or the main website for the brand, you'll likely outperform for some queries based on brand strength, backlinks, domain authority, etc., than the localized websites. On the other hand, if someone searches for "summer day camp," that searcher is likely looking for a local service provider.
Are you specifically searching for the query "dog safety" in Chicago for the example you provided? That seems like more of an informational query, so your site would need to be seen as a topical authority to perform well.
You say that your .net site uses a search function (zip code search?) to display the individual locations. Is the location info crawlable by the search engines, or is it hidden behind the search functionality? If you want the .net site to perform for local searches, you'll need to work on optimizing local landing pages that can be easily found and indexed by search engines.

Multi Location SEO Page Structure
I am trying to optimize my website for multiple locations. I have setup a landing page for each location. Now I want to optimize services we offer at those locations such as floor scrubber rentals. I'm confused on the best approach for this for ranking locally. I offer the same equipment for rent at each location. So... should I have a link on the location landing page that takes you to an individual floor scrubber rental page for each location optimized for that locations city or should I have just one floor scrubber rental page and would I optimize it for both cities or just optimize it for floor scrubber rentals in general? I have many different categories like this that are offered @ both locations. If I do individual pages all the products and rates will be duplicate but I could change the areas we deliver to and description to be more geared towards that city.

Improve my on-page SEO
Hello, I am a photographer based in the UK, I have recently increased my prices, so SEO has become more important then ever as I need to target additional cities and wedding venues. I am looking for suggestions on ways I can ethically improve my websites on-page SEO and regional landing pages. I am running out of ideas, so any suggestions would be welcome. Do you think search engines will see these regional pages as low quality spammy pages are they not advised! If so how can I target other cities with out paying for PPC. Home page Additional Issues Is the 404 server script any good? I also have an issue, with old deleted wordpress pages, redirecting them even though there are no redirects set up in SEO yoast. I am not sure the server script on the shared hosting for 404 errors is any good, does anyone have any experience with this. Removed huge spammy location footer, looking to rebuild traffic the right way
Hello, On this site, I removed a huge spammy location footer with hundreds of cities, states, and dog training types. The traffic and rankings have gone down a lot, and I'd like a discussion on how to rebuild things the right way. There's some local adjustments to be made to the home page content, but other than that: My plans: 1. Analyze top 10 Google analytics keyword queries and work them into the content as best as possible, though I am debating whether the client should make new pages and how many. 2. I'm going to suggest he add a lot of content to the home page, perhaps a story about a dog training that he did in Wisconsin. I'll think about what else. Any advice is appreciated. Thanks.

HELP, My site have more than 40k visits by day and the server is down, I do not want all this visits...

I have a website for a local spa in ecuador, this website have a blog with some tips about health... and suddenly one of the articles goes viral on south america profiels on FB and I am receiving 40k visits by day from other countries that are not interested to me because my site is for a local bussines in ecuador... I already block some countries by IP , but Im still receiving visits from other south america countries, for this reason My hosting server company put down my website and I can not put it back online beacuse this thousands of visits use more than the 25% of the CPU of the server and the hosting company put down my website again... I really need to know what to do, I do not want to pay for a expensive special server because all this visits from other countries are not interesting to me .and as I said before my bussines is local.

Sites Verification Issues
We have a group of automotive dealerships by a website provider that causes issues when trying to verify our sites. Because they use Analytics for their data program, they install a code into our websites-stopping us from doing so properly in our back end. We also cannot verify ourselves in webmasters or adwords. We can't actually "own" any of our sites since they run a java query script from within the website. They also do not allow the use of iframes or scripts, so we can't even use the container to verify these sites. Any help or insight would be greatly appreciated as I am sure there is some way to break this to get our data and be verified.
