Recommended hosting companies for best TTFB?

Right now my client has a wordpress website with over 300 pages (mostly blog posts). Their average TTFB (time to first byte) is 3017 ms. They have a SSL and their current hosting company is Site 5.
Does anybody have any recommendations for a better hosting company? We are willing to up the budget for better performance.

Do you know what kind of account your client has? Is it a shared / vps / or ededicated machine they are using? Also, is their site primarily static? Or does it update constantly or have interactive updating features like an e-commerce site.

Should a menu work when JS is disabled? Is that best practice
When I am working on a new website I usually spec that the main navigation should work whether JS is on, or off. I always assumed everyone did that - until today - spent a couple of hours analysing menus on websites and noticed many didn't function when JS was disabled - particularly the menus designed for mobile devices. Best way to handle Spanish/English WEBSITE
Hey guys, How are you doing? I have a website (www.aceromart.com ) in which the primary language is Spanish. The company is oriented toward the Mexican Audience. However, recently we are dealing with many U.S companies. Also, we want to be included in the Yahoo Directory and several other directories which demand a U.S version of the website. So i want to have a U.S version of the website. My ecommerce is based in the NETWORK Solutions platform and has around 1,000 products and pages. What is the best way to include an English version of the website. Ive seen some pages using the Google traslate tool, which only traslates the text. Hope to hear some of your ideas, Regards,

Recommended Website Monitoring Tools
Hi, I was wondering what people would recommend for website monitoring (IE is my website working as it should!). I need something that will:

1/. Allow multiple page monitoring not just homepage
2/. Do header status checking
3/. Do page content checking (ie if the page changes massively, or include the word "error") then we have an issue!
4/. Multiple alert possibilities. We currently use www.websitepulse.com and it is a good service that does all the above, however it just seems so overly complex that its hard to understand what is going on, and its complex functionality and features are really a negative in our case. Thanks0 -

Do you have any recommendations for http://me.graficode.com/preprod? I know the right and bottom nagivations are the most important links/pages. I have over 16 headers. I want to know how I can make the resort header links for barcelona, madrid, london, etc.(in the middle of the homepage) carry more wieght by the search engines? Recommendation for a company to make a site more mobile friendly?
Hiya, We have a client who uses us for SEO, and a separate company for web development. They have a fairly large site on a bespoke CMS.
