Worth Improving HTML Sort Order?

Our developer has suggested that we alter our HTML so the important content appears at the very top of the source code and Google can index our pages more efficiently.
Is this a worthwhile improvement in terms of improving ranking?
Our developer describes the improvement in this manner:
sort-order of the important content inside the code, so we may have similar text code ratio at the end but the important code we need Google to index will be at the very top in the source code, in terms of a very technical approach Google will find the key content faster and that should help to improve the crawling process as search engines read HTML code linearly. This change do not necessarily will affect the HTML, we can achieve it by using style sheet (CSS code) instead, reducing the chance of major BUGs.

Code for the site already uses CSS. What our developer is suggesting is to place the text towards the top of the source code to make it easier for Google to index. The amount of code will not be reduced (code to text ratio will not change). The site already uses CSS. So this will not speed up the site but will hopefully allow Google to index the text more efficiently.
Do you think that this change may yield an improvement in ranking?

I push for it as much a possible. I always prefer it but if it's just too much trouble (if it affects other things, causes down time etc) then I skip it.
In terms of improvements, I have personally seen some good improvements because of that and cleaner code.

External style sheets are pretty much standard these days on web pages. If you view source on any reputable site, you will see a reference to an external CSS in addition to references to various JS files etc. This techniques also enables the CSS to be cached and re-used as persons go through your site. Faster sites make for happier users make for better rankings.

Very strange HTML docs - what should I do with them through site migration?

Is it worth switching from underscores to hyphens in the URL?
I work for a website that recently did a redesign, and switched from hyphens to underscores. We have seen some drop in traffic, although that may be attributed to the migration. I have read that while Google prefers hyphens, the underscore problem is not as much of an issue as it used to be. Is it worth 301'ing the page to a version of itself with hyphens instead of underscores in the URL?

How can I get an XML sitemap in the order that I want?
I use Screaming Frog and Xenu on a daily basis and I use them for sitemap creation, but the functionality is limited. With huge sites, it's really easy to create an ordered list of URLs for the sitemap in excel or word and upload that to Screaming Frog to crawl. The only problem is that it won't export the sitemap in the order that I uploaded it. Does anybody know of a tool that will do this or am I doomed to sit an manually arrange the URLs the way I want?

Taking out a .html plugin
We are currently working on a new site structure and we would like to take out a WP plugin that adds a .html to the end of every URL. From my understanding it is best to not use this plug in. Once I take out this plug in will I need to do anything for all the external links to count. Will the link juice pass through? if you type my url now without the .html in your browser it adds it in the .html. However, all the external links we built have the .html in the URL link. Do I need to do any 301 or canonical to pass link juice or will I be fine after taking out the plug in?

How to resolve Duplicate Page Content issue for root domain & index.html?
SEOMoz returns a Duplicate Page Content error for a website's index page, with both domain.com and domain.com/index.html isted seperately. We had a rewrite in the htacess file, but for some reason this has not had an impact and we have since removed it. What's the best way (in an HTML website) to ensure all index.html links are automatically redirected to the root domain and these aren't seen as two separate pages?
