Links Questions and advice?

I have a website which has a fair few link assets that are doing very well (a lot of really powerful sites have link to them with follow links) but my commercial pages are not doing as well as a lot of sites without any other investment than (mediocre) links direct to there commercial pages with at least 10% of them carrying the money anchor text.
Even pages we have had a few links for with generalized real anchor text and reasonable links do not do as well as the above due to none of them carrying the money keyword?
Is it me or does google still rely on links to the commercial page and keywords with anchor text to match the money term?

Well, links are far not the only one factor, which affects rankings and traffic (which is how well page is doing). So, I'd look at the differences in content, ease of navigation, metas and so on. Basically, everything else, but links.
Now, in regards to your question. Assuming that all non-links factors are the same and the situation you've described still happening, let's look at the correlation study by MOZ.
Scroll to Anchor Text Features and you can see that #of linking domains with exact match is 0.28. If you scroll to Domain-Level Link-Authority Features, then you can see that DA correlation is 0.26, which is lower.
Additionally, it's known that Google does use anchor text heavily (at least for understanding what's on page and at least for natural anchor texts). Also I remember Matt Cutts saying something in a spirit of using anchor texts is very string signal. Can't find that video now though.
So, to sum up, I think there is much more than just links, and yes, anchor text matters.

Redirect Chain Advice

Value of no-follow links
I'm curious to understand roughly how much % of value a no-follow link has in building authority relative to a do-follow link? I understand that Google seems consistently and growingly focused on value - ie. is the link valuable in growing the business, irregardless of SEO - and perhaps therefore the no-follow / do-follow distinction is becoming a more unnecessary dichotomy. How does Google look at do-follow vs no-follow links? And how much weight now is really given to one compared to the other?

Top hierarchy pages vs footer links vs header links
Hi All, We want to change some of the linking structure on our website. I think we are repeating some non-important pages at footer menu. So I want to move them as second hierarchy level pages and bring some important pages at footer menu. But I have confusion which pages will get more influence: Top menu or bottom menu or normal pages? What is the best place to link non-important pages; so the link juice will not get diluted by passing through these. And what is the right place for "keyword-pages" which must influence our rankings for such keywords? Again one thing to notice here is we cannot highlight pages which are created in keyword perspective in top menu. Thanks

Disavow Links Notification
No manual actions on our sites, just Penguin related. I put in a disavow for one site in October and Webmaster Tools kept a message up for some time saying the disavow links file for that site had been updated. I put in a disavow for another site of ours last week and I've had no such message. I checked and the file is there. Was this an intentional change on Google's part? Just want to make sure something's not messed up here.

To recover from Penguin update, shall i remove the links or disavow links?
Hi, One of our websites hit by Penguin update and I now know where the links are coming from. I have chance to remove the links from those incoming links but I am a little confused whether i should just remove the links from incoming links or disavow the links? Thanks

Block Level Link Juice
I need a better understanding of how links in different parts of the page pass juice. Much has been written about how footer links pass less juice than other parts of the page. The question I have is that if a page has a hypothetical 1000 points of Link Juice and can pass on +/-800 points via links, and I have 1 and only 1 link in the footer to another page, does it pass the full 800 points? Or... since footers only pass a small fraction of link juice, it passes lets say 80 points, and the other 720 points stays locked up on the page. This question is a hypothetical - I'm just trying to understand relationships. I don't know if I've explained the question too well, but if someone could answer i it, or point me in the right direction, I would appreciate it.

What url should i link to?
Hi everybody, after some discussions i decided to keep my page on the old domain for better seo rankings; However, the new third level domain sounds better: poltronafraubrescia.zenucchi.it.... the question is: i'm going to recive a high value link and i don't know if i should link directly to the old adress ( www.zenucchi.it/ITA/poltrona-frau-brescia.it ) where the page is located or to the new one by making a 301 redirect to the previous. what's best? and second question what's the way to keep the page on this adress ( www.zenucchi.it/ITA/poltrona-frau-brescia.it ) but show poltronafraubrescia.zenucchi.it as url? thank you guido
