Submitting url to link directories seen as un-natural link building?

Hi I have been a lurker for a long time, so I finally took the step to make my 1st post, and will hopefully start giving back more in the future since I have gained invaluable info from this great site
Background
I hired a new freelancer on our team of SEO consultants ("specialists") During the course a month he (the new consultant) submitted our website to numerous link directories (he assured me this is good), today I received the report of the work he had been doing for the past 4-weeks. I opened the report and I was furious and wanted to sack him there and then
The Problem / My Question
He had submitted our website to 150 directories with various levels of page rank, ranging from 7-1. Most of the directories are totally irrelevant to our niche (we are in the catering business) and he had gone and submitted the site to directories such as "finance busters", "questfinder" etc
For all 150 submissions he used:
- exactly the same url
- exactly the same title
- exactly the same description
- exactly the same keywords
My Concern
Am I right to be worried about this? Or am I completely wrong and may this actually have an effect (even if none)?
The way I see it is that Google is seeing 150 duplicate links coming from irrelevant directories all within a months time, which will trigger a red flag and possibly do major damage to my site, which has always been strictly white hat and been doing pretty well.
p.s does link directory submissions even count these days anyway?

I agree with CleverPHD here, a couple hundred crappy links won't likely hurt a strong brand, and the amount of time it took to get them is not indicative of a spammer. In general 150 links from a true link spammer would be few hours or less.
I will add another thought, up until last year when panda come down it was some what routine for people to still use link directories, and in some case there still are a few industry specific directories that actually make sense.
I would certainly ask your freelancer to look up the Google Panda update and ask him to self evaluate what he has been doing. Hopefully, he will see the light. Here is a decent article over on SearchEngineJournal.com

Directories are not the way to go. Do you know anybody who uses web directories anymore? When was the last time you saw a directory rank for something? I think the last time I saw that occurring it was sometime in the last century.
Will this impact your site for SEO? Hard to tell based on your overall link profile. It may make no difference. If you wanted to be conservative, I would take all the domains and disavow them. You can also run the URLs through OSE and see the numbers on them.

Google URL Shortener- Should I use one or multiple???
I have a client with a number of YouTube videos. I'm using Google URL Shortner to allow the link to show in the YouTube text (as its a long URL). Many of these links go to the same page ex .com/services-page Should I use a single short URL for each video linking to the .com/services-page or should they be unique each time? If unique, would Google possibly think I'm trying to manipulate results? Thanks in advance. I'm just not sure on this one and hope someone knows best practice on this. Thanks!

Reorganizing Links
Hello Guys, Im Reorganizing my link building list in excel. I have tons of good links that I found in the last 3 months. Links and how they count?
We managed to get ourselves out of a penalty 6 months ago and 100 days later after the message of penalty removable we finally felt that we were moving back on track (not a lot of movement before and 50% down due to links being taken away), we have around 120 really high quality links but 95% of them are urls or the business name. Anyway we still have a couple of pages that I feel are fairly down on rankings and most of the links as mentioned above are high quality but they are either anchor text of the website name or url my main question is that when looking at my competitors I see that they have the same or less links and from much less powerful places (most I would not touch) but they seem to have a ratio of 5 - 10 % of the links are the keywords they are trying to rank for. My question is if you have 50 links from better places but they are unrelated terms such as the web site name or just urls and you have 50 links from average places but 5 - 10% are on related terms to what you are trying to rank for which ones would win out.

Help figuring out if certain paid directories are worth it
The person in my position previously had quite a few paid directories our site was listed on. What is the best resources you guys have used or know of to figure out which ones are good to keep? For instance one that is up for renewal this week is site-sift.com. I know the person previous to me did some not so ethical stuff and I'm trying to clean up messes. Any advice on directories would be much appreciated.

Attacked with spam links.
Our website was hit with the "Pharma hack", "Google Cloaking Hack", or "Blackhat SEO Spam". and Google showed in the results this website may be compromised. After cleaning out the hack from the website I chacked with the Seomoz tool Open Site Explorer and I found that they hacked 1000 of other websites and created links to my website. They were building a few 1000 links to the website with the clickable text "buy cheap online pharmacy". and more like that. This website www.washington23.com has been hacked and gives over 200 links to your website for pharmacy items. And Google considers this from your impotent links as i can see in webmasters. What can I do about it?

Are links from directories good or bad?
I've done a lot of competitive link analysis lately and found that a lot of my competitors links for a certain keyword are coming from low quality directory sites and they're outranking my site. This leads me to my question which may or may not have an answer(I at least hope it fuels a good discussion)... Are links from directory sites good or bad for SEO?

I have some partnerships in some portals, usually I put the banner of my company with a link to my site on a space partners. How should I proceed? To place the banner no link? To put the link nofollow? Can’t I do it? Don’t I need to worry about it?
