"Equity sculpting" with internal nofollow links

I’ve been trying a couple of new site auditor services this week and they have both flagged the fact that I have some nofollow links to internal pages.
I see this subject has popped up from time to time in this community. I also found a 2013 Matt Cutts video on the subject:

At a couple of SEO conferences I’ve attended this year, I was advised that nofollow on internal links can be useful so as not to squander link juice on secondary (but necessary) pages. I suspect many websites have a lot of internal links in their footers and are sharing the love with pages which don’t really need to be boosted. These pages can still be indexed but not given a helping hand to rank by strong pages. This “equity sculpting” (I made that up) seems to make sense to me, but am I missing something?
Examples of these secondary pages include login pages, site maps (human readable), policies – arguably even the general contact page.

It just feels like every other year or so, this concept starts coming back up. Except as much as it does work, it also doesn't. Personally I think its a better use of time and effort to look at your site navigation & see if it's user friendly, intuitive, and natural in order to direct flow better and also to work on linkbuilding efforts to increase authority.

Just to be clear, I still want those non-primary internal pages (maybe not human sitemap and login) to be indexed so a robots.txt approach will not completely solve the problem. I just don't want to potentially squander link juice on secondary pages. Footers tend to have quite a bulk of link so there is a lot of dilution there. I had hoped that by halving my links, I'd be doubling the outbound link equity.
The first reference was useful, but only mentions my sculpting goal in the very last sentence without elaborating. The thing I found most interesting was the first comment from Mark Traphagen:
So, if this is true, there's absolutely no equity saving to be had from nofollow'ing internal links to my non-primary pages. But... is it true?! Any experiment results out there?
Finally, with regards to old versions of policies being published, I can't see how that would cause any legal problems. It's the version that is published that is important and, while I can set directives on cache expiry, nobody can be responsible for out-of-date information stored in a third-party cache (unless, of course, it was unlawful at the time of publishing).

Adding Nofollow to a handful of links on your site will not magically sculpt link equity in such a way as to create a noticeable improvement like that. If anything, you could just use robots.txt to remove those pages from being crawled. The bots don't necessarily need to index your login page, your human sitemap (if they already have their own), policies (which can change and cause legal issues if an older version is cached), and a few others.
And just a few months ago Gary Illyes stated that there's no good reason to nofollow internal links:

SEO Troubleshooting? Not ranking in Top 50 for "easy" keyword
Hi there, First of all, thank you in advance to whoever steps in to help me with this issue! So, I have a new site (launched December 2016) in the investing space and have been able to get page 1 rankings on some of my pages. One of my best ranking pages is for the phrase "what is xiv". The Keyword Explorer has this phrase at a 21 difficulty. My page for this keyword is https://www.projectoption.com/what-is-xiv/. The post reached the first page almost immediately after being published, though I know I shouldn't expect this for other keywords of similar difficulty. Here is my problem: I just wrote a comprehensive guide (8,000+ words) on a different keyword phrase: "vertical spreads." The Keyword Explorer has this phrase at a 25 difficulty. My page for this topic: https://www.projectoption.com/vertical-spreads-explained/. However, the page is nowhere to be found in organic Google rankings (not in top 50), and the page has been live for a few weeks now. I've done my best at optimizing the post, but something leads me to believe there are some issues that are beyond my SEO knowledge. Where did the "Location" go, on Google SERP?
In order to emulate different locations, I've always done a Google query, then used the "Location" button under "Search Tools" at the top of the SERP to define my preferred location. It seems to have disappeared in the past few days? Anyone know where it went, or if it's gone forever? Thanks!

When doing internal linking back to your home/index file what is the best coding course of action?
When doing internal linking back to your home/index page is it best to set the code as linked to "www.thedomain.com" or "www.thedomain.com/" or just "/" - I'm attempting some canonicalization and our programmer is concerned about linking to just the URL as he's saying it's going to be viewed as an external source. We have www redirects in place that come back to just www.thedomain.com and a redirect to send the www.thedomain.com/index.php back to just www.thedomain.com . Any help would be appreciated, thank you!

404's in WMT are old pages and referrer links no longer linking to them.
Within the last 6 days, Google Webmaster Tools has shown a jump in 404's - around 7000. The 404 pages are from our old browse from an old platform, we no longer use them or link to them. I don't know how Google is finding these pages, when I check the referrer links, they are either 404's themselves or the page exists but the link to the 404 in question is not on the page or in the source code. The sitemap is also often referenced as a referrer but these links are definitely not in our sitemap and haven't been for some time. So it looks to me like the referrer data is outdated. Is that possible? But somehow these pages are still being found, any ideas on how I can diagnose the problem and find out how google is finding them?

Help with Webmaster Tools "Not Followed" Errors
I have been doing a bunch of 301 redirects on my site to address 404 pages and in each case I check the redirect to make sure it works. I have also been using tools like Xenu to make sure that I'm not linking to 404 or 301 content from my site. However on Friday I started getting "Not Followed" errors in GWT. When I check the URL that they tell me provided the error it seems to redirect correctly. One example is this... http://www.mybinding.com/.sc/ms/dd/ee/48738/Astrobrights-Pulsar-Pink-10-x-13-65lb-Cover-50pk I tried a redirect tracer and it reports the redirect correctly. Fetch as googlebot returns the correct page. Fetch as bing bot in the new bing webmaster tools shows that it redirects to the correct page but there is a small note that says "Status: Redirection limit reached". I see this on all of the redirects that I check in the bing webmaster portal. Do I have something misconfigured. Can anyone give me a hint on how to troubleshoot this type of issue. Thanks, Jeff

Google is somehow linking my two sites that aren't linked! HELP
Good Morning... In my Google webmaster account it is showing an increase of backlinks between one site i own to the other.... This should not happen, as there are no links from one site to the other. I have thoroughly checked many pages on the new site to see if i can find a backlink, but i can't. Does anyone know why this is showing like this (google now shows 50,000 links from one site to the other).. Use webmaster tools "change of address" when doing rel=canonical
We are doing a "soft migration" of a website. (Actually it is a merger of two websites). We are doing cross site rel=canonical tags instead of 301's for the first 60-90 days. These have been done on a page by page basis for an entire site. Google states that a "change of address" should be done in webmaster tools for a site migration with 301's. Should this also be done when we are doing this soft move?
