Does "?" in my URL have a negative effect?

I am having a difficult time finding specific information about the effect, if any, having a ? within the URL structure. We have the descriptive keyword phrase followed by the ? location id as in this example:
http://www.adventuresonly.com/adventure-locations/things-to-do-in-arizona?stateid=124
Any feedback on effect and a corrective process to improve if necessary would be appreciated!

The question mark sign signals the beggining of URL parameters. This will not impact your keyword however if the URL parameters do not significantly alter the content of you page then this could cause duplicate content issues as Search engines will see each parameter variation as a unique URL.
Search engines will try to identify these but to help them out you should Discount URL parameters in Webmaster tools for the respective search engine (Not just Google), and to avoid link equity being lost or dilluted implementing the Rel=cannonical tag to the page and referenceing back to a sensible root page version will mean all your inbound links work together.

Changing URLs
As of right now we are using yahoo small business, when creating a product you have to declare an id, when we created the site we were not aware that you will not be able to change the id but also the ID is being used as the URL. we have a couple thousand products in which we will need to update the URLs. What would the best way to be to fix this without losing much juice from our current pages. Also I was thinking that if we did them all in a couple weeks it would hurt us a lot, and the best course of action would be to do a slow roll out of the URL changes. Any help is appreciated. I wondered if having incomplete WHOIS information has a negative effect on rankings? Also I know it's possible to keep WHOIS information private, so I wondered if google would think this suspicious and rank a site not as highly as it should? Thanks!

Is the " meta content tag" important?

Trying to get on Google page one for keyword "criminal defense attorney san diego". What can I do?
I'm trying to help a friend who is an attorney get on page one for the keyword "criminal defense attorney san diego." So far I've changed his title and description tags since they weren't optimized before. (SERP shows old title tag, however I submitted a XML sitemap through Webmaster tools to get the new title tags updated.) He also had a few duplicate pages, but I took care of that with some 301 redirects. I also added a h1 tag, alt image tag, and more content. I also spent a few hours building links for him. He currently has a page authority of 52 and domain authority of 44 with a decent amount of links pointing to his site. I'm wondering why he's stuck on page 4, when his competitors that have less impressive numbers seem to show up on page 1. I did look at his link profile using OSE and I'm worried that his old SEO guy got him spam links. His website is www.nasserilegal.com, however the page I was focusing on was www.nasserilegal.com/criminal.html Any advice would be great.

Why is this url showing as "not crawled" on opensiteexplorer, but still showing up in Google's index?
The below url is showing up as "not crawled" on opensitexplorer.com, but when you google the title tag "Joel Roberts, Our Family Doctors - Doctor in Clearwater, FL" it is showing up in the Google index.
