Is there a way to show random blocks of text to users without it affecting SEO? Cloaking for good?

My client has a pretty creative idea for his web copy. In the body of his page there will be a big block of text that contains random industry related terms but within that he will bold and colorize certain words that create a coherent sentence. Something to the effect of "cut through the noise with a marketing team that gets results". Get it?
So if you were to read the paragraph word-for-word it would make no sense at all. It's basically a bunch of random words. He's worried this will affect his SEO and appear to be keyword stuffing to Google.
My question is: Is there a way to block certain text on a webpage from search engines but show them to users? I guess it would be the opposite of cloaking? But it's still cloaking...isn't it?
In the end we'll probably just make the block of text an image instead but I was just wondering if anyone has any creative solutions.

You could put the content in an iFrame and then noindex the iFrame (or robot.txt it). That way you are not allowing Google to browse that part of the page as it is actually from another page you are blocking.
I honestly like the image option. I think you have more options that way to make it "pretty" and it also keeps it pretty much out of Google. Google can do some OCR work, but could not see why it would penalize you are you are trying to hide keyword stuffing
The solution with the iFrame would for sure keep it out.

I would post this as a graphic with a description of the graphic that presents the message you want indexed. In this way your random copy will not be indexed but you will be able to get the terminology you want indexed.

We have pdf files uploaded in the media of wordpress and used in our website. As these pdfs are duplicate content of the original publishers, we have marked links to these pdf urls as nofollow. These pages are also disallowed in robots.txt Now, Google Search Console has shown these pages Excluded as "Duplicate without user-selected canonical" As it comes out we cannot use canonical tag with pdf pages so as to point to the original pdf source If we embed a pdf viewer in our website and fetch the pdfs by passing the urls of the original publisher, would the pdfs be still read as text by google and again create duplicate content issue? Another thing, when the pdf expires and is removed, it would lead to 404 error. If we direct our users to the third party website, then it would add up to our bounce rate. Best way to link to 1000 city landing pages from index page in a way that google follows/crawls these links (without building country pages)?
Currently we have direct links to the top 100 country and city landing pages on our index page of the root domain.

I would like to add in the index page for each country a link "more cities" which then loads dynamically (without reloading the page and without redirecting to another page) a list with links to all cities in this country.
I do not want to dillute "link juice" to my top 100 country and city landing pages on the index page.
I would still like google to be able to crawl and follow these links to cities that I load dynamically later. In this particular case typical site hiearchy of country pages with links to all cities is not an option. Any recommendations on how best to implement?0 -

SEO Menu Question
I have a question regarding to the SEO benefits of different types of menus. Recently, I have noticed an increasing number of websites with the sort of menu like at www.sportsdirect.com, where there is only one main dropdown and then everything is a sub-menu of the sub-menus if that makes sense. Is this approach more, less or equal beneficial to what you see at http://www.wiggle.co.uk/ where there are multiple initial dropdown menus? Appreciate the feedback.

Randomly Displayed Text: Hidden text issue?
I want to add some script to my site so that a given page publishes a different paragraph of text every time the page loads. Something like randomly displayed testimonials (but with more text). So, when you look at the page source, you would see all the text (e.g testimonial-1, testimonial-2, etc.), but the user would only see one paragraph randomly. Would this be considered hidden text (one code for search engine, one for use)? Is there a safe number of words you can do this with without setting off red flags? I appreciate the help.
