Ecommerce Site with Unique Location Pages - Issue with unique content and thin content?

Hello All,
I have an Ecommerce Site specializing in Hire and we have individual location pages on each of our categories for each of our depots. All these pages show the NAP of the specific branch
Given the size of our website (10K approx pages) , it's physically impossible for us to write unique content for each location against each category so what we are doing is writing unique content for our top 10 locations in a category for example , and the remaining 20 odd locations against the same category has the same content but it will bring in the location name and the individual NAP of that branch so in effect I think this thin content.
My question is , I am quite sure I we are getting some form of algorithmic penalty with regards the thin/duplicate content. Using the example above , should we 301 redirect the 20 odd locations with the thin content , or should be say only 301 redirect 10 of them , so we in effect end up with a more 50/50 split on a category with regards to unique content on pages verses thin content for the same category. Alternatively, should we can 301 all the thin content pages so we only have 10 locations against the category and therefore 100% unique content.
I am trying to work out which would help most with regards to local rankings for my location pages.
Also , does anyone know if a thin/duplicate content penalty is site wide or can it just affect specific parts of a website.

The duplicates will likely affect affect organic rankings for the entire site. Local pack results are somewhat affected by organic signals, so that could be affected, too.
As for whether or not to 301 redirect the duplicate category pages, do you want users to see them? If not, why do you have them? The 301 redirect will prevent users from seeing those pages.
If you want users to see them, use a noindex tag at the page level, or use the robots.txt to exclude them from search engines.

Yes , I understand that changing the NAP won't create a unique content page.
What I was getting at , is say for example. I have 30 location specific pages for a given category each with their own specific location friendly url.
10 location pages will have totally unique content on them with minimum 500 words of goodcontent.
20 Remaining location pages, will have the same content apart from the NAP and the main keyword phrases bought in. I know this doesn't make the content unique.
I therefore have 33% unique content, 66% duplicate content against this category for the 30 locations. Given that I am probably getting some form of duplicate penalty , would it be better for me to 301 my pages with duplicate content back to the main category page , therefore the category will only show 10 locations ALL with unique content ?.. or can I get away with say only doing 301's on say 10 location pages, so I end up with 10 locations of unique content , 10 locations of duplicate (but with unique nap) and the last 10 locations 301 to main cateory page , therefore the ratio is 50% unique content for the category.
I am wondering if I should be getting rid of all of the pages with duplicate content in there or whether I can get away with a small percentage..And whether this is affecting my rankings on my pages which I do have unique content written for?

I'm not sure I fully understand your question, but I'll give it a shot based on what I think you mean.
Just swapping out the NAP will not create unique content for those category pages, so you'll want to add a canonical tag with a link to a single category page that is not location specific.

I want to rank a national home page for a local keyword phrase
Hello - We are a nationally available brand based in Denver, CO. Our home page currently ranks #8 (used to be 5) for "real estate photography in Denver" -- I want to improve this ranking, but our home page is generalized and not geared toward Denver, CO but to all of our markets. Best domain setup for network of locations
Hi there! I am looking for some industry expert weigh-in on best practices to how to best approach the business scenario described below to bring in some outside confirmation of our approach for a client. Tim runs a business,timsbusinesswebsite.com. Tim's business has between 15 and 30 individual locations in large cities across the United States. Unfortunately, the approach to each individual location's digital marketing has been inconsistent. Some have a unique URL for their location (e.g.timsbusinesswebsite.com/new-york-city/) Some have a subdomain (e.g.chicago.timsbusinesswebsite.com) Some have a separate domain altogether (e.g.timsbusinesswebsiitelosangeles.com) Which of these three approaches would best build the best foundation for the business in local and national rankings from an SEO standpoint and why?

Add Content to Page or Create New Page?
We are doing some local SEO for our business which is in 10 cities. We have built a city page with unique content for each city and linked to a unique contact page with contact information unique for each city. The content on our existing page is fairly thin. 2/3 of it is the same amongst all pages as our services are the exact same from city to city so the description ad menu of our services. Then 1/3 of the content is unique to the city which is a stock photo and 1-2 paragraphs of text containing about 175 words. We have another chunk of content for each city which is probably 2-3 paragraphs but each paragraph will be short so probably in total 200 words in 1-3 paragraphs. The subject of the content is related to one of the most popular search queries that are location specific. For example, if we were a company that provided say, environmental remodeling services in city X, this second chunk of content might be about required building permits when doing remodeling in City X and how to get them, how much they cost. If the original content on the pre-existing landing page is already pretty thin, is the SEO effect going to most likely be better to add the content to the existing page or, even though it's less than 200 words, add the content to a separate page and cross link between the main city page and the city contact page.

Is it ok to redirect users to a market-specific home page based on their previous selection?
I'm working with a real estate client currently that asks users to identify the market they are in prior to showing them properties. The markets are far enough apart that no user would conceivably be browsing within two separate markets. When the user selects their market choice, they are redirected to a market-specific home page whenever they login after the original home page loads. These market-specific pages are ranking currently (page 2-4) for market-related phrases, but before embarking on further optimization I wanted to get a second opinion on whether or not keeping this redirect process is even a good idea or not. Thoughts?

Content spinning or duplicate content — a potential penalty or a safe technique?
Currently I’m working on the local UK business website www.londonlocksmith.london and I have to say a few practises of the competition got me confused. For example websites like these:

Now my question is: can this be a good technique for higher local ranking by creating dedicated websites (not just landing pages) with the target keyword in the domain name? And also: what is your experience with such ways of keyword targeting; what do you think in general about content spinning for local services with high competition?; what are your suggestions?0 -
How to improve optimization of this page
http://www.atomicx.com/cincinnati-web-design.php I am trying to get this page to rank for "cincinnati web design" and related phrases. I redid the landing page with all new content, images, url, etc about 3 months ago. Since then the site is still not showing up in the top 50 results. I see no reason that the page would not be. Our seo and compute repair phrases have all gone up but our web design phrases are being very stubborn. Thoughts?

Why My Site is Ranked for Few Hours on Daily Basis in Google SERPs
We have observed Google is shuffling our ranking on daily basis for our website: www.strokesexhibits.com, which is annoying.
