Can Search Engines Read "incorrect" urls?

I know that ideally a url should be something of the nature domain.com/topic, but if the url contains additional characters, for example, domain.com/topic?keyword, can the search engines still understand the complete words in the domain? Even though there are additional "incorrect" characters? Or do they stop "reading" once they find odd characters?

A few other things to note for having parameters in URLs:
- In Google Webmaster Tools and Bing Webmaster Tools, you can instruct the search engines to ignore certain parameters, so that they'll treat domain.com/topic?keyword and domain.com/topic as the same page (if ?keyword doesn't change the page content)
- You can also place the rel=canonical element on pages. So you could set domain.com/topic?keyword to rel canonical to domain.com/topic to pass its pagerank along.

Search engines will read all your parameters unless you tell google with webmaster tools what parameters to ignore. This can cause an issue with the url like domain.com/topic?keyword&somefield then pages that include the keyword and other parameters will share the link juice. So, if you have 10 options of somefield you will get ~1/10 value per page indexed.
So, it is better for you to use rewrites to include your keyword in the url and then mark parameters to not be indexed in Goggle etc.

Search engines can read most characters in a URL string, but specifically & generally refers to a variable in a script which doesn't typically have much valuable information regarding what a page may be about. Sometimes those variables may be the topic of a category of a shopping cart, so I have to imagine that information could be taken into account, but for long urls like the following it is hard to believe everything is factored into the URL's relevance to the keyword: http://www.google.com/search?q=long+url+string&ie=utf-8&oe=utf-8&aq=t&rls=org.mozilla:en-US:official&client=firefox-a
Search engines index the whole URL and if there is keyword rich content that can definitely help, both from having the keyword bolded in the snippet (CTR WIN!) and a possible bump in the page's relevance to the keyword.

In general search engines are able to identify keywords in the URL even if they are i.e. a parameter that follows a "?" or other non-alphanumeric character. They might not treat it as an equally strong signal as when the keyword is a part of the file name, subdomain or domain name though. Hope that answers your question.

Pages being flagged in Search Console as having a "no-index" tag, do not have a meta robots tag??
Hi, I am running a technical audit on a site which is causing me a few issues. The site is small and awkwardly built using lots of JS, animations and dynamic URL extensions (bit of a nightmare). I can see that it has only 5 pages being indexed in Google despite having over 25 pages submitted to Google via the sitemap in Search Console. The beta Search Console is telling me that there are 23 Urls marked with a 'noindex' tag, however when i go to view the page source and check the code of these pages, there are no meta robots tags at all - I have also checked the robots.txt file. Also, both Screaming Frog and Deep Crawl tools are failing to pick up these urls so i am a bit of a loss about how to find out whats going on. Inevitably i believe the creative agency who built the site had no idea about general website best practice, and that the dynamic url extensions may have something to do with the no-indexing. Any advice on this would be really appreciated. Are there any other ways of no-indexing pages which the dev / creative team might have implemented by accident? - What am i missing here? Thanks,

Sitelink search in google search for Brand name redirect me to 404, how?
Hi All, When I search my brand name in google and in google search result my site appears with sitelink and in site link there is option of search when I search any keyword in that search then that search redirect me to 404 page of my site. I found I have implemented wrong schema at category page for search action and then I fixed the bug but 5 days passed away still google showing 404 of my search action. I have not implemented schema for search action at homepage. Now please let me know what is the issue?

Can you use a seperate url for a interior product page on a site?
I have a friend that has a health insurance agency site. He wants to add a new page, for child health care insurance to his existing site. But the issue is, he brought a new URL; insurancemykidnow.com and he want's to use it for the new page. Now, I'm not sure I'm right on this, but I don't think that can be done? Search Console - Should I request to index redirected URL or Mark as fixed?
Hi all, Many blog posts used to be showing 404s when doing crawl tests and in search console (despite being there when visited.) I realized it was an issue with URL structure. It used to be example.com/post-name I've fixed the issue by changing the URL structure in Wordpress so that they now follow the structure of example.com/post-type/post-name According to sitemaps, Google has now indexed all posts in /post-type/post-name. My question is what to do with crawl errors in Search Console that are still there for example.com/postname. When I fetch, I get a redirect status (which is accurate). At this point should I request to index or mark as fixed? Thank you!

Webmaster Tools "Links to your site" history over time?
Is there a way to see a history of the "links to your site"? I've seen a lot of posts here from people say "I just saw a big drop in my numbers." I don't look at this number enough to be that familiar with it. Is there a way to see if Google has suddenly chopped our numbers? I've poked around a little, but not found a method yet. Crawl reveals hundreds of urls with multiple urls in the url string
The latest crawl of my site revealed hundreds of duplicate page content and duplicate page title errors. When I looked it was from a large number of urls with urls appended to them at the end. For example: http://www.test-site.com/page1.html/page14.html or http://www.test-site.com/page4.html/page12.html/page16.html some of them go on for a hundred characters. I am totally stymied, as are the people at my ISP and the person who talked to me on the phone from SEOMoz. Does anyone know what's going on? Thanks So much for any help you can offer! Jean

Does 301 redirect pass "freshness?"
Greetings! I work for an online retailer, and we recently launched a voting tool that allows customers to voice their opinion whether or not we should carry a new item. It's been a huge success and we've been generating thousands of comments. As a result, it's helped our SEO, and our products are showing up on the first page for some keywords without having any external links pointing to these pages. Our plan is to sell a product if it does well during the voting period. Unfortunately, we're not able to process the sale on the voting page, and need to redirect users to another page on our site. I understand that a 301 redirect transfers "linkjuice" to the new destination URL. But does it also transfer "freshness?" I ask because our new landing pages will not be updated as frequently as the voting pages. Example of our Voting Page:
