Other websites copy content and giving a link back

Hi,
I've just noticed a few back links in Google Search Console, I was excited. But when I saw the backlinks, 2 other websites that had completely copied my content and then gave a backlink to my website.
Is this bad for SEO and would google penalise my website for this?

In my opinion it is bad to allow infringing content to appear on other websites. These are duplicate content. It is possible that they will outrank you in the SERPs or result in your page being filtered from the search results. Also, if you work hard to produce this content then you want people coming to your site to see it - not to the websites of others. If it appears on websites all over the web then why should people visit your website? Finally, if these folks use the content and give you an attribution link, that communicates to everyone who sees it that your content is available for reuse.
Google says that they are good at recognizing the original source of content, however, I know from experience that they are far from perfect. Some SEOs believe Google, and advise clients to distribute their content as a way of earning links. I would not listen to them.
We tell infringers to take our content down and when they don't comply we either submit DMCA to Google, their revenue source and their hosting - or we have an attorney send them notice. We are sending out three notices today.

I am looking for a software to keep track of the back links or link building
Hi Guys, I am very new hear. I just joined. I have a few websites that I need to manage. I am looking for a software that will allow me to manually add the links that I have been able to acquire. It would also be a bonus if it could search for the links to my site and to see if its still active. Because I have a freelancer working a few hours a week on link building and I need to keep track of the links. I am looking for something simple and good. Any suggestions? By the way, I used Raven Tools many years ago, and it had this feature. But since joining Moz, I don't want to be paying for 2 subscriptions. And I don't know if Raven still has this feature. Your suggestions would be appreciated. Thank you. Ryan

If someone were to link to our site on now on an old article (dating back 1-2 years) is that still beneficial if all other variables are good?
I'm trying to build up our external links and am finding lots of opportunities, some of which are on older articles dating back to 2014, 2013 etc. These pieces are relevant to our site and have high DA, I'm wondering if the post date of these articles matter? Thanks!

Multiply Sites / Back Links / i.p Address ?
Hi We are building a business that has multiple locations in multiple cities in the UK. We want to build a network of geographical based websites for each location / city we have a office in that we service. We are going to build about 50 sites (Standalone on their own domain) to cover all the main cities, and one main company site. The idea with the 50 x sites is to benefit from google local searches and a local location. With the 50 x sites they would all back link to the main website, so would they need to all be on seperate i.p address and hosting to get the back link to count? or can they be all hosted on the same i.p address? Obviously it would be useful to get 50 x back links from relevant sites we are just trying to work out the best to way to do this. Thanks for any advice

Is Back Link Building still Good Practice
Since all the updates from Google I'm unsure as to whether I should be pursuing good quality back links and how many per month?for my website www.polesandblinds.com . We don't have a very large back link profile and its at least half of some of our competitors, we are currently active on blogging and the 4 main social sites.
