Does link position matter in the content/html code

My question is that if I have several links going to different landing pages will the one at the top of the content pass more value than ones at the bottom. Assuming that there are not more than 1 of the same link in the content. The ultimate question is whether or not link position in the content/html code make a difference if it passes more value.
This question comes in response to this whiteboard Friday https://www.youtube.com/watch?v=xAH762AqUTU Rand talks about how if there are 2 links going to the same URL from the same content page then google will only inherit the value of the anchor text from the first link on the page and not the both of them. Meaning that google will treat that second link as if it doesn’t exist.
There are lots of resources that shows this was true but there isn’t much content newer than 2010 that say this is still true, We all know that things have changed a lot since then Does that make sense?

If I nofollow outbound external links to minimize link juice loss > is it a good/bad thing?
OK, imagine you have a blog, and you want to make each blog post authoritative so you link out to authority relevant websites for reference. In this case it is two external links per blog post, one to an authority website for reference and one to flickr for photo credit. And one internal link to another part of the website like the buy-now page or a related internal blog post. Now tell me if this is a good or bad idea. What if you nofollow the external links and leave the internal link untouched so all internal links are dofollow. The thinking is this minimizes loss of link juice from external links and keeps it flowing through internal links to pages within the website. Would it be a good idea to lay off the nofollow tag and leave all as do follow? or would this be a good way to link out to authority sites but keep the link juice internal? Your thoughts are welcome. Thanks.

Content Aggregation Site: How much content per aggregated piece is too much?
Let's say I set up a section of my website that aggregated content from major news outlets and bloggers around a certain topic. For each piece of aggregated content, is there a bad, fair, and good range of word count that should be stipulated? I'm asking this because I've been mulling it over—both SEO (duplicate content) issues and copyright issues—to determine what is considered best practice. Any ideas about what is considered best practice in this situation? Also, are there any other issues to consider that I didn't mention?

Hi, We are changing our URLs to be more SEO friendly. Is there any negative impact or pitfall of using <base> HTML-tag? Our developers are considering it as a possible solution for relative URLs inside HTML-markup in the Friendly URL context.

Duplicate Page Content / Titles Help
Hi guys, My SEOmoz crawl diagnostics throw up thousands of Dup Page Content / Title errors which are mostly from the forum attached to my website. In-particular it's the forum user's profiles that are causing the issue, below is a sample of the URLs that are being penalised: http://www.mywebsite.com/subfolder/myforum/pop_profile.asp?mode=display&id=1308 I thought that by adding - http://www.mywebsite.com/subfolder/myforum/pop_profile.asp to my robots.txt file under 'Ignore' would cause the bots to overlook the thousands of profile pages but the latest SEOmoz crawl still picks them up. My question is, how can I get the bots to ignore these profile pages (they don't contain any useful content) and how much will this be affecting my rankings (bearing in mind I have thousands of errors for dup content and dup page titles). How worth it is it to pursue websites who steal your content via cease/desist or DMCA takedown?
We publish popular general interest content. Using a commercial scanning service, we've found our copied content in many places. Is there an SEO value in getting copied content removed from websites who infringe / copy our content? It is a time consuming process and many infringements. And.... what if they copy the content, but include original links to our site in the content. Ironically, this is actually generating links for us - does this affect the answer?

Is there a way to stop my product pages with the "show all" catagory/attribute from duplicating content?
If there were less pages with the "show all" attribute it would be a simple fix by adding the canonical URL tag. But seeing that there are about 1,000 of them I was wondering if their was a broader fix that I could apply.
