Hidden Text? Part of the game or a major faux pas?

Hey all...
I've been doing some competitive analysis lately on different niches in different cities, and upon looking at source code have noticed MANY sites(typically 2-3 of the top listed sites in each niche) who have hidden text, blocked by a box/logo, colored the same as the background, or both.
Is this a typical practice?
My understanding is Google seriously frowns on this, so is it worth reporting competitors who are doing such things?
I don't see any grey areas in this matter and think it's a serious violation, but here these sites are at the top.

Major No-No.
Most likely they will eventually be found out and knocked down. It is painful to wait for that day to occur, I know. Just write more and better content

With a few of the sites I am thinking of, they have done an excellent job with SEO and the site actually looks great.
They have done hidden text in ADDITION to all the best practices which seems to have put them over the top.
Two sites in particular, with hidden text, have not been punished in over two years. Go figure.

Oy.... this is not good at all. I understand why people do this, but I don't understand how they sleep at night knowing this just isn't ethical. Funny part is, if they got their content in place properly they wouldn't have to resort to these sorts of practices anyway.

Major faux pas, never part of the game.
It's definitely a serious violation and at some point there will be a penalty for it. It will arrive in a spam workers list of sites to go through some when, and they'll see it and slap it. There's just not enough spam workers for that to be fast, and maybe it hasn't been reported enough or even at all to get into their lists yet.
It's too much of an old trick to ever work, and keyword density, etc... doesn't do squat now anyway so there's no point.

Can Google read content that is hidden under a "Read More" area?
For example, when a person first lands on a given page, they see a collapsed paragraph but if they want to gather more information they press the "read more" and it expands to reveal the full paragraph. Does Google crawl the full paragraph or just the shortened version? In the same vein, what if you have a text box that contains three different tabs. For example, you're selling a product that has a text box with overview, instructions & ingredients tabs all housed under the same URL. Does Google crawl all three tabs? Thanks for your insight!

Internal Linking from Menu or body text or both with exact match keyword?
I used to have my menu link to every page with my exact match keywords. I am a Magician and have pages for each county / town so I had a link to /magician-hampshire with the anchor text Magician Hampshire in the menu. I recently had my website updated and the developer told me this was very spammy have a menu that said Magician Hampshire, Magician Surrey, Magician Berkshire He suggested that I should now have a menu structure that says Areas Covered>Hampshire - Surrey - Berkshire etc.Google will know my website is about a magician and relate the two together. Is this correct or should I revert my menu back to anchor text of Magician (County) I am running wordpress and he said the title attribute can say Magician Hampshire but the Visible text is for the user and not Google. I also use the technique of doing site:rogerlapin.co.uk magician hampshire and then seeing the top 10 pages google has for me and placing a text link from each of these pages in the body text. When doing link analysis I now see I have two links to each page but understand that google will only account for the first one (from the menu) Questions:

Should I link to every main page from the Menu with the exact anchor text?
Does google only take into account the first link to a page it discovers?
Will it associate a link to a page with just the text of the county (Berkshire) to be related to Magicians in Berkshire as that is what the page is about? A few years ago I used to have at the bottom of each page Magician Hampshire | Magician Surrey | Magician Berkshire | Magician Sussex links - and to date a a lot of other Magicians employ this same technique. Will aggressive use of branded keywords in anchor text attract Penguin’s wrath?
I'm working on a site for a serviced apartment site http://www.alcove.co.in/ which offers apartments in 9 cities in India. Site was ranking in 1st page of Google for “serviced apartment + city” for 7 cities until sometime in Jan 2013. However organic traffic has been gradually falling since sometime in September 2012 (40% fall this month over same period last year). There’s been no sudden fall in traffic which we may link with any Penguin update. There have been no warning messages in Google WMT. Even today the site ranks in 1st page for 3 cities; however ‘Serviced apartments bangalore’ which was the biggest revenue earner, is not ranked in first 5 pages. My questions are whether will aggressive use of branded keywords in anchor text will attract Penguin’s wrath, does Google makes allowance for case when company's name includes keywords. In our case, company name is Alcove Service apartments, could there be some other reason for fall in ranking/traffic? URL 7% For the above, Brand = ‘Alcove Service apartments’ or ‘Alcove Serviced apartments’ brand+keywords = various combinations of ‘alcove’ + [‘guest houses’ or ‘hotels’ or ‘accommodation’] + city1 + city2… Intriguingly, Open Site Explorer analysis of domain metrics (Domain Authority, Followed Linking Root Domains, etc) ranks Alcove higher than all but one site appearing in 1st page of Google for ‘Serviced apartments bangalore’. Most of alcove’s links are from article directories (no spun articles were used), directories and link exchanges with relevant sites. Internal anchor text
Hi, I'm not sure what approach I should be using with my internal anchor text. Ideally I would like to rank well for about 3 keyword variations, so what I am wondering is is this achievable through judicious use of onsite anchor text? What I'm trying to establish is whether I should focus on just one term throughout and never vary? Or, should I go for a variety of all 3 keywords? Should I go for a wide variety of semantically similar phrases. Where are the most important places for this anchor text?

Anchor Text Usage
Hi, I have used anchor text more heavily. I built over 80 links so far, all are quality links like press releases & social bookmarks. I used to be ranking on #7 page for my keywords, then all of sudden i am not even on 50th page. Is this is because of Anchor text usage? Now should i remove those links or dilute my anchor texts by getting more links with different anchor texts. This is because the keyword i am targetting is pretty tough. So i think 80 links is not good enough. Let me know your thoughts. Here is the screenshot of the links i got so far which i think valuable. Any advice on acquiring "jump to" via anchor link text?
Google says these types of references are generated algorithmically and that users should include a table of contents & descriptive anchor link text. Is there anything else we should take into consideration? Also, does anyone know how this works with pagination? Due to the design of our site, we can't make one really long article, but would need to divide it up into several 'pages'--even though it would all live on one URL (we'd use the # for pagination).
