I just wanted to add to what Brendan said, I would start by searching in Google by using keywords you want to rank for and then keep searching, using keywords that are thematically relevant to your site.
Using the SEOQuake (see below for optimal settings) and SEOMoz toolbar in the Google SERP will give you an indication of whether or not you even want to view the site (If PageRank is 4, DA is >50, etc, etc.). Go 100 results deep, the first two pages will likely be competitors that wouldn't link to you anyway.
Again, like Brendan said, if the site is ranking for a relevant keyword then it's safe to assume Google views that page/site favorably!
Once you have looked at the site and made sure there aren't any irrelevant (or paid) links on the site and it passes your metrics be sure to check the inbound links to the site and the page if it's an inside page.
It will depend on your industry but generally I won't look at an inside page if ti has less than 10 links to it. I've seen too many PR4s lose page rank in the next update because it was only getting juice internally, so the inbound links must be from external sources.
I also question the tlds of the inbound links. I will usually 'head for the hills' if I see .ru, .cn, .id, etc you know the drill.

**For SEOQuake, when I use it turned on in the SERP I have it show Google PR, Indexed Pages, and I used to show the Yahoo Link and Link Domain counts
Make sure you have it set for 'parameters by request' otherwise you'll timeout in Google in no time.

Make sure you've got the SEOmoz toolbar installed in your browser. This will give you a decent idea of page and domain authority and trust.
Is the topic of the page and other links on the page relevant to your site? Are there links for all sorts of sites and industries on there with no clear focus? That's a sign of site which is selling links.
Put the URL of the page in to Google and make sure it ranks first. If not, steer well clear. Also take a few title tags from random pages on the site and google those too to make sure they're ranking and haven't received a penalty.
There are many more factors but I hope those will get you started.

Multiple similar links without the penguin?
Hi, I´m working with a site where clients proudly will publish a link to us as sort of a sign/partner symbol for using our services. Potentially we could have thousands or at least hundreds of links pointing to us and we could tailor/provide snippets for the links that clients can use on their site. I´m part of a team that just started working with this site and I realize this is a great opportunity that has not yet been exploited. I´m also a little paranoid that this tactic might be picked up by the penguin or that google sees it as black hat if not done wisely ? But links will only come from respectable business sites although ranging from different genres both really big and small.

Today links are mostly leading to our frontpage from our clients but I would like to tailor links so that each client could link to a page that is targeted on the keyword/service they have been using (and awarded diploma for) I think this would serve both the client and our SEO better ? I would really appreciate suggestions and comments on how to approach this best! Here is my plan so far, trying to make good/right use of the opportunity without offending google:
-Most links will be through a logo/sign that shows the award/diploma earned through our service.
I think the "alt" -tag should include both our company brand name and the service/target keyword for the page it´s leading to. -We could also provide a short text describing the earned award and our brand name and this whole text would also lead to the same page on our site.
...I guess using only the targeted keyword as anchor -link within the text would be a bad idea? -Where possible I would also like to customize this short text a little for each client (although that will be hard and only possible to some degree). As we provide "link material" for the client to include on their site, would it be wise to have them use an image that is hosted on our site or send them the image so they can publish that instead? Suspicious external links to site have 302 redirects
Hi, I have been asked to look at a site where I suspect some questionable SEO work, particularly link building. The site does seem to be performing very poorly in Google since January 2014, although there are no messages in WMT. Using WMT, OPenSiteExplorer, Majestic & NetPeak, I have analysed inbound links and found a group of links which although are listed in WMT, etc appear to 302 redirect to a directory in China (therefore the actual linking domain is not visible). It looks like a crude type of link farm, but I cant understand why they would use 302s not 301s. The domains are not visible due to redirects. Should I request a disavow or ignore? It's not link buying, but...
Which of these strategies, if any, cross the line from relationship building to link buying? Assume all links are do-follow. You're a local business. You give the local Boys & Girls club a few hundreds buck a year. In return, you get a very nice link on their Sponsorship page for 12 months. You send a sample of your product to influential bloggers, for the purpose of a review and hopefully a link back to your website. One of your clients is a college bar. You invite 50 college kids over for a slow evening and stuff them full of chicken wings. Then, you ask them to please review and link to the bar on their college wiki. You give a client a free service, in exchange for that client linking to your business on its blog roll. You take a blogger out to lunch, and pick up the tab. Later that day, the blogger writes up an amusing little story for the blog, and links back to your desired website. In your email newsletter, you put out a request to your customer base, "Please link to my website, and I'll provide you a special 20% off coupon."

Link Espionage?
Can anyone tell why pages like this are linking to our site? http://iga.edu/facebooktabs/images/inscribirse/formulario/en/noclosingcost.html This .edu page looks benign, however if you read it, it wont take long to see what appears to be machine generated content related to finance. It has ONLY ONE outgoing link and it to my site. To me it seems to be an attempt to make us look like a link buyer. We aren't! There are dozens of these type of pages linking to us. How to know if a link in a directory will be good for my site?
Hi! Some time ago, a friend of my added our site to a directory. I did not notice it until today, when in the search results for my domain name, the directory came in the first page, in the four position. My friend wrote a nice article, describing our bussiness, and the page has a doFollow link. Looking at the metrics of that directory, I found the following: Domain Authority: 70; main page authority: 76; linking domain roots: 1383; total links: 94663 (several anchor texts); facebook shares: 26; facebook likes: 14; tweets: 20; Google +1: 15. The directory accept a free article about a company, does not review it before it is published, but look for duplicated articles representing spam; so one company can only have one listing (in theory). Is there any formula to know if a directory is safe to publish a doFollow link? If they don't review the link I would say is not a good signal, but is there any other factors to take into account?

Sitewide logo footer link - what's the risk?
Hi, an incredibly popular website, with several thousand pages, has offered me a site-wide footer logo link. The site this popular website would backlink to has 50 high quality backlinks (and low volumes of traffic - it's a new site). I am tempted to say no, because of the risk of penalty, but then I started wondering whether a logo link posed the same penalty risk as a text link.

Would linking out to a gambling/casino site, harm my site and the other sites it links out to?
I have been emailed asking if I sell links on one of my sites. The person wants to link out to slotsofvegas[dot]com or similar. Should I be concerned about linking out to this and does it reduce the link value to any of the other sites that the site links out to? Thanks, Mark
