How the hell do you find good PR websites?

Can someone please help!
How do you find high relevant PR sites that can be easiliy located using the SEO MOZ tools?
How can I best use the SEO MOZ tools to locate good websites that will help me with linking building?
Are the SEO MOZ tools any good??
Please can you help guys..??

First, you will need to define relevant for you. As to easily located, you will need to define easily. Everyone wants link building that is easy or easy to locate sources for. To date if it were easy, many of us would not be paid.
I would start with what you know about your business (I am assuming you have a few sites that you use and are not an agency). Who would be credible sources for you? Do you blog in that industry? Who does and can do you read them? Can you send out sample blogs or articles to them?
Then, you know who your competitors are most likely. I would look at the higher ranked ones and use Open Site Explorer and see who is linking to them. Those will be likely targets. I would take a look at what that links to/from to get an idea of what the one providing the link wanted. If you are in a highly competitive area like travel, etc. then you will see links that are for Chinese gambling sexual ginseng and you can just ignore them. Look for relevant again.
You will need to read a bit about link building, strategies for asking for links, reporting bad links, etc. Put it in the search bar top right of this page. Then, go reading.
The most important part of SEOmoz is the large group of highly competent (no not me, the others) individuals who answer questions, ask questions back, clarify, re-answer, and nail it. They even point out if they see where you are wrong and admit when they miss the mark. An example of what to read is here in a post from Cyrus Shepherd on Conquering Link Directory Best Practices. There are tons of these type posts and resources.
Are the tools any good? Again I point to the people who post and answer questions how many of them are pro or above members? They are either rich, easy, or they believe in the tools and the people on SEOmoz. But best yet is this, on Christmas Eve at about 230 pm CST I got a call from a potential client who with offices in Africa, South America, and the US who does a lot of business (I have been speaking with him for a couple of months).
While I have Spanish speaking clients and English, I do not have anyone there or with experience in Africa. I told him the truth, if we can't help you there we will tell you. He said, oh, Africa's not that big of a problem...they all speak English and we have feet on the ground. Just the same, if I need help it is here on SEOmoz - but it won't be easy. (Yes, he is now a client).
Read everything you can find on here. When you see someone reference a post or article with a link, go read that. Ask every question you can and don't be afraid to be wrong. If you are willing to work, you can get there. And, if you find an easy way to get some quality, high page rank, relevant links, Please, Please let us know.

I will do a search now, its just I am paying for SEO MOZ but i cannot seem to be getting my money worth as the tools do not suit my needs - unless I am missing anything!

Do you mean like... for link building in blogs by commenting?
If this is what you're searching for (and if you're not a spammer in those blogs) - I would suggest that you instead of using any SEOmoz-tool actually Google some keyword relevant to your topic + "blog" or "comment". That will help you find those blogs.
Why look for high PR when you can look for high relevancy and blogs where you actually can contribute something good? Good content is KING

Single topic website or as part of a multiple topic website?
I have content sitting on a site here - https://www.pfizerpro.co.uk/product/xeljanz/rheumatoid-arthritis - domain authority 25 page authority 18 - the pages went live three months ago and the website was launched 18 months. We now have the option to use a brand new domain www.xeljanz.co.uk Which is the better option to stick with the www.pfizerpro.co.uk as it is a larger multiple topic site that should attract more links or to start a new single topic site which google may view as the better source as it is dedicated to the topic? Merging websites
My company (A) is about the merge with another company (B). The long-term plan is not to keep their brand or website. In terms of the merge process, I have been doing a bit of research and this is how I'm thinking about doing it so far., which is open minded about changing... On the homepage of company B, do a 302 redirect to an information page on the same website which details the merger. This will only be for a year. After a year has passed, do a 301 redirect to the homepage of company A Do 301 redirects from all other pages to similar pages on company A. For pages that don't correspond, either do a 302 to the 'merger detail page', or do a 301 to the homepage of company A. Bring across any content that is effective at driving traffic. Contact all high authority websites that have links to company B and request for them to be updated. Any tips/corrections appreciated. Stu

Best option for Affiliate links on your website?
Hello! I have a website which is completely affiliate based. What is the best option for the links on-page? Examples would be: affiliate.website.com/12901730?2=3532523=user12342901730?2=3532523=user?Whittie www.website.com/affiliate=user?Whittie=load-of-tracking=date=blah=blaH?blah And So on... Which look ugly as sin when you hover over the Anchor Text. Ideally I would like a 301 redirect to mysite.com/goto/affiliatename, which would then have a rel nofollow. This way I could also track the exit pages via Analytics too guess, which I've not currently got set up and i'm desperate for it to be done. Does this method effect anything on search engines though? I've seen mixed report, but going back to 2011 which is too long ago in the SEO world. Another option is to use the likes of "Bit.ly" or use another domain and host 301s on there? The new bit.ly integration from moz might come in handy here. Please advise on the subject, I really appreciate any help on this, as i'm at a brick wall. Thanks

App "Review" Website with DA of 58 - Good or Bad Link?
Hi, We have a web app. All our competitors are on http://www.appappeal.com. We can suggest ourselves here http://www.appappeal.com/contact/suggest. If we get reviewed and the link is a follow link is this a good thing or a bad thing. They call themselves a directory and you can pay to get a "priority" review. Should we avoid or is it a good link as the DA is 58?

Website change of address
Hi Everyone, I apologize if the answer to this questions is obvious, but I wanted some input on how changing our web address of our site will affect our SERP. We are looking to change our website address from a.com to b.com due to rebranding of our company (primarly to expand our product line as our current url and company name are restricting). I understand that this can be done using 301 direct and via webmaster tools with google. My question is how does this work exactly? Will our old website address show in SERP rankings, and when a user clicks on the listing are they redirected to our new address? With regards to building new links from press releases etc, do we have links point to our new web address or the old one in order to increase SERP? Does google see our old address and new address as the same website and therefor it does not matter where inbound links point to and both will increase our ranking positions? It took 6 years of in house seo to get our website to rank on the first page of all the major search engines for our keywords, so we am being very cautious before we do anything. How to check a website's architecture?
Hello everyone, I am an SEO analyst - a good one - but I am weak in technical aspects. I do not know any programming and only a little HTML. I know this is a major weakness for an SEO so my first request to you all is to guide me how to learn HTML and some basic PHP programming. Secondly... about the topic of this particular question - I know that a website should have a flat architecture... but I do not know how to find out if a website's architecture is flat or not, good or bad. Filter after 301 and linked with high PR
Hi, I'd like to ask you what should I do in my situation. I've shorted my URLs from something like this: domain.com/module/action/type/id/keyword to this: domain.com/keyword After 301 SERP refreshed and position stayed the same (yea, lucky me :). After 2 days I got some hight PR links (4 and 5). After 8 days my new URL disapprear to one keyword. Now this take 6 days... I've removed these links and still no results. So the question is - what should I do? Remove new url and replace it with old one, get new links?
