Removing important section of website, safely

Hi Mozzers,
It's been requested that a top level page on a website I'm working on should be removed.
It concerns me firstly because there are some nice links coming into that page.
I'm also worried because website director has suggested the menu option for that page should simply be removed from all navigation, so you can't find the 'removed' page via his website, but it remains as an indexed page passing linkjuice to website. Is that a risky approach from an SEO perspective?
What's the best approach to this?

- Make sure that the old URL is at least 301 redirected to a "current" URL to pass on the link juice
- Next, see if you can contact all the external link sources that point to the old page & ask them to update to point to a different page (if possible)

Multiple H1 Tags for different section on one webpage in HTML5 Website? Should I have only one?
https://www.tcs.com website has multiple H1 tag on around 40 out of 1000 pages. Webpage has different section and each section is important that's why used multiple H1 tag (one h1 for each section) **I understand, google will not penalize for multiple H1. But having multiple H1, for site like tcs, is it good or should use only one H1 tag? **Pls check https://www.tcs.com to see heading tag(6 heading tag used).

Is The HREF Link "Title" Tag Needed on Mobile Websites?
Hello To Those Who Are Wiser Than I, I am wondering if the href link "title" tag is needed, or serves any purpose, on mobile websites? Also, does it effect SEO in any way? I ask because generally the href link title tag provides more information to the user when they scroll their mouse over the link - but this action does not happen on mobile! New Re-design will my website rankings drop?
Hi guys, I have had to re-design my site although we are only 4 months into the seo game we have seen some good progress with our rankings. My question is there anything I need to consider before implementing the new designs so it doesn't effect my current rankings or any of our SEO work. For a real estate website, is a different mobile site warranted vs a responsive site?
I researched the major real estate websites: Zillow, Trulia, Remax, Keller Williams, Century 21, etc. They all have a separate mobile site and not a responsive one. Does meta "Expires" tag affect website cacheing or indexing?
One of our client has a meta expire tag across all pages of their website. Does that tag affect the website overall caching or indexing? Their website pages including home page is crawled every 10 days, however the website is popular high traffic websites, receiving 240,000 visits/month. Moving Existing Website to CMS
I had zero experience with design, seo, etc..prior to joining seomoz last year, but have been tweaking my site to get better ranking and leads. I'm at the point now where I have to move my existing 8 year old static html website (lifeinsuranceadvisors.com) to a CMS system but am concerned about the impact this will have on my rankings, and money I currently make from my site selling the leads i generate. I generate leads for life insurance industry, have 150+/- existing pages, and it takes me forever to add new pages, make changes, not to mention the look is worn. What is the best way to make this move? Secondly, what SEO friendly CMS systems do you recommend?
