Spammy Links, SERPs, and Low Competition Keywords

While I've seen a lot of news about Google cleaning up content farms, link farms, and similar spam, I've also seen some companies start ranking very well for niche terms using these same practices.
Question:
Does Google completely discount links from content farms and similar sites or simply give them low value?
Observation:
I've seen a company start ranking well (top 3) for several terms when they used be on page 2.
When I looked at their links, they are from article farms, directories, do-follow blogs and similar low-vale sources. Relative to others, they have about 10x the volume of links with the precise anchor text they are targeting.
I wonder in absence of other information that these spammy links still count for something. Given the low competition for the term, this is enough to boost their rank.
Just thoughts some thoughts as we are working on long-tail strategies for some key terms.

Yes, Keywords with low Competion can be pushed to the top Ranks of Google via Forum(Spamlinks) with no related content whatsoever. Exact Keyword Targeting is quite powerful, even though Google wants everyone to believe it is not
The other Thing to take in account is if you will be punished from Google for it. In My Option.... if you dont use Scripts to post your spam links :>, buy 10k Links, and dont get all your Links in 1 week, Google wont punish .... if you have like 100 Links a week.

Site Footer Links Used for Keyword Spam
I was on the phone with a proposed web relaunch firm for one of my clients listening to them talk about their deep SEO knowledge. I cannot believe that this wouldn’t be considered black-hat or at least very Spammy in which case a client could be in trouble. On this vendor’s site I notice that they stack the footer site map with about 50 links that are basically keywords they are trying to rank for. But here’s the kicker shown by way of example from one of the themes in the footer: 9 footer links:

Public Sector PR Firms Each link goes to a unique URL that is basically a knock-off of the homepage with a few words or at the most one sentences swapped out to include this footer link keyword phrase, sometimes there is a different title attribute but generally they are a close match to each other. The canonical for each page links back to itself. I simply can’t believe Google doesn’t consider this Spammy. Interested in your view.

Outranked by link farm
Hello Mozzers, I got a questions about some rankings. Some of my sites always had no. 1 rankings for most of the competitive terms per niche. I recently made the change to a full responsive design for more mobile friendliness. No all of the sudden I see different competitors that are not mobile friendly outranking me for some of my most important keywords but also I see some link farm sites (like: camping.startpagina.nl) outranking me for some terms. I was under the impression that Google doesn't like link farm sites? Also I provide a lot of good unique content on my pages and my competitor does no such thing. Still for some terms he outranks me. I understand that it can't be just 1 thing and that there are a lot of factors playing a rol in the big picture but still, you must understand that this is pretty frustrating. I obey the rules of the search engines and see competitors do no such thing and still being outranked by them. Further details of this matter can be send to you in PM if you need it. Is this negative SEO? Should I disavow these links?
We have been doing our own internal link building for the last year and getting nice backlinks. As of the last few days, ahrefs is showing a lot of new links that seem very spammy. We have not hired anyone to do link building for us, and these are all being created on these sites under the same user name. There is a good amount of them popping up, and I fear we will be subjected to a google pentalty for unnatural links if its not addressed. My first question is, am I correct thinking this is negative seo, and not some random sites that picked up our content and is going across their affiliate websites? If so, then should I preemptively disavow all these links? Are there any good ways to stop this? How can I track who is placing these garbage links? Here are some examples of these bad links. I know I can find the webmaster via a whois but I think that really wont get me anywhere, but I could be wrong. Hello, So I have a website (example.com). I have an ajax pop-up (example.com/#example) that I am receiving a bunch of links to. Since this pop-up (example.com/#example) is on my homepage, are these links giving juice to the homepage, or this pop-up, or both?

Partner Site In Bound Links
We have a staffing agency client that uses a 3rd party site (with different URL) to display open jobs for web viewers to see. However we are getting a bunch of backlinks from this site from the footer because it is set up as a White Label... Should I add a rel=nofollow to the links in the footer? Disavow the links from the site? Do nothing? I am not really sure. Thanks!
