Homepage/Root domain de-indexed by Google

This morning I discovered that the homepage/root domain of our company site, http://www.collegeplus.org/, has been de-indexed by Google and Bing. Out IT dept. is claiming it's our fault because we changed the meta title on our homepage. But they will not give me access to GWT to see if there's any issues.
I believe the issue lies within our robots.txt file - http://www.collegeplus.org/robots.txt
I also don't believe we're suffering a penalty because all of our tier 2 pages are still indexed when any type of branded search is performed. We don't do things that can get a site de-indexed like this.
Any ideas on what the issue may be? Or at least something to convince our IT dept. that simply changing a meta title won't get your homepage totally de-indexed? Thanks.

When I was in a similar situation where I didn't have the best of relations with the development company, I used Pole Position's free Code Monitor (https://polepositionweb.com/roi/codemonitor/index.php) to check the robots.txt files of the live site and any development sites/subdomains on a daily basis. I'd get an email if anything had changed, so I could go to the dev company right away and try to mitigate any problems.

So sorry to hear about the battles going on. I've seen some of those, and they're no fun.
One thing that may be of help: last month Google rolled out new user access to GWT, including a way to let view without changing any settings (Barry Schwartz writes about it at http://www.seroundtable.com/google-webmaster-tools-users-14838.html). Is there a chance IT would let your team have a read-only view if you let them know it was now available?

Hi Dan. Greatly appreciate your response and insights. I think you've completely identified the issue(s). Basically from a technical SEO perspective our site is a trainwreck hit by a nuclear bomb. The battle between IT and my marketing department rages on, making it really difficult to get anything fixed. There's some politics at play that won't get solved here
Anyway, many thanks for your help on this. We'll try again tomorrow.

First off (and I know I'm preaching to the choir here) but that's completely silly they won't let you look at WMT!! Seriously?! You're not going to BREAK anything just by looking!!

OK... now that we got that out. Let me give you some ideas.
- The homepage is missing from the sitemap - http://www.collegeplus.org/googlesitemap
- Also, shouldn't the sitemap end in .xml - as in /googlesitemap.xml ?
- The worst is I think what you point out from robots.txt - **Disallow: /.php$* Isn't this asking it to block all pages with the file extension .php??? IF so... your homepage does load with the php extension - http://www.collegeplus.org/index.php
- In general, Google's preferred method of keeping pages out of the index is with a meta robots noindex tag - as opposed to the robots.txt
- ALSO - look at this site search - **over 27,000 pages indexed for /**events?state - i'd say not good!\
- You're not using any canonical tags
- The homepage is NOT indexed in Bing either.
- The robots.txt file does look more messed up the more I look at it - for example they're blocking a forums subfolder, yet none exists on the site. It sits on a subdomain, and is still in the index as you can see here
So there's a lot going on here, and anything could be contributing to the deindexation of your homepage. But I'm <sarcasm>pretty sure</sarcasm> its not your title tags.
Hope that helps get you in the right direction. Either way you've got some on-site stuff to clean up.

Hello All, What is going on with Sitemap Index Status in Google Search Console :- Webpages Submitted - 35000 index showing 21000 whereas previously approx 34500 were index. Google not index main keyword on homepage in 2 countries same language, rest of pages no problem
Hello, Two the same websites, two countries, same language http://www.lavistarelatiegeschenken.nl / http://www.lavistarelatiegeschenken.be The main keyword "relatiegeschenken" in top 10 of netherlands (steady position for 2 years) and in ** belgium** not in top 15****0 the main keyword "relatiegeschenken| but other keywords good positions, thats so strange I didn't understand and now every thing turned around suddenly: Now the main keyword "relatiegeschenken suddenly " not anymore in top 10 in the netherslandsits gone and other kewyords still good positions , now **main keyword suddenly in top 10 of belgium 2 years was not **other pages still ok. It are exactly the same websites and the same language. So double content But my programmer told me in google webmaster tools settings are right, so no problem with double content ? I really dont understand first main keyword in netherland in top 10 and in belgium not, now changed, now in belgium top 10 and not findable in the netherland on the main keyword. Maybe problem in code ? Maybe problems in code because websites are identical and active in two different countries wit same language ? No message about a penalty message in WMT, no spam links week i delete two strong but according to Linkdetox a bad links. I can not find a solution but its really important keyword that my customer want back in top 10 in netherland, like it was. All other positions and visitors are the same. I have a sub domain that has live content on it but the root domain redirects to another URL. I know this is not great but what are the implications?
I have a subdomain that is populated and has content. The root domain that the sub lives on redirects to an entirely different URL. I am trying to make a case as to why this isn't great besides the fact that it is just weird user experiences. What are the SEO implications etc. Would any equity that gets built up on the subdomain get passed along in the redirect? Or will there be indexation issues with Google? Cheers, Mark

Google Still Taking 2 - 3 Days to Index New Posts
My website is fairly new, it was launched about 3.5 months ago. I've been publishing new content daily (except on weekends) since then. Is there any reason why new posts don't get indexed faster? Linking root domains and youtube
All of my competitors have high linking root domains from youtube and our isn't showing up although we have 1.5 million views to youtube. I tried adding our URL to the videos but it hasn't recognized as a linking root domain. What should I do?? Odd Google Indexing Issue
I have encountered something odd with Google indexing. According to the Google cache my site was last updated on April 6. I had been making a series of changes on April 7th and none of them show up in the cached version of the site (naturally). Then, on the 8th, my rankings seem to have dropped about 6 places and the main SERP is showing a text that isn't even on the Web site. The cached version has the correct page title from the page that was indexed on the 6th. How do I learn where Google is picking this up from? There is a clean page title tag on my Web site. I've checked the server, etc to see what's going on. The text isn't completely unrelated, but it definitely impacted my ranking. Does Google ever have these hiccups when indexing?

Will Google index a 301 redirect for a new site?
So here is the problem... We have setup a 301redirect for our clients website. When you search the clients name it comes up with the old .co.uk website. We have made this redirect to the new .com website. However on the SERPs when it shows the .co.uk it shows the old title pages which currently say 'Holding Page'. When you click on that link it takes you to the fully functioning .com website. My question is, will the title tags in the SERPs which show the .co.uk update to the new ones from the .com? I'm thinking it will be just a case of Google catching up on things and it will sort itself out eventually. If anyone could help I would REALLY appreciate it. Thanks Chris
