301 Link Authority 100% Transfer

Our web designer wants to change our pages from the .htm to .html extension. Would 301 redirects transfer our link juice to rankings are not harmed?

All redirects experience some decay of link authority. The amount of link juice loss with a 301 redirect is between 1 and 10%. You will retain 90-99% of the link juice.
Another note, I would strongly recommend removing the technology extensions altogether. Showing pages as .htm and .html offer no benefits to users. Also, next year your developer may want to change to .php or another technology whereby you will need to go through this process all over again.
Ask your developer to simply leave off the tech extension. Use www.mysite.com/example rather then www.mysite.com/example.html

Unnatural links from your site
Hi, 24 February got this penalty message in Google webmaster tool. Google detected a pattern of unnatural, artificial, deceptive, or manipulative outbound links on pages on this site. This may be the result of selling links that pass PageRank or participating in link schemes. Already removed all the link on the blog and sent reconsideration request to Google spam team. But request is rejected. Please help me on this or share link with me on same case. Thanks,

Canonical tag or 301
Hi, Our crawl report is showing duplicate content. some of the report I am clear about what to do but on others I am not. Some of the duplicate content arises with a 'theme=default' on the end of the URL. Is this version of a page necessary for people to see when they visit the site (like a theme=print page is) in which case I think we should use a canonical tag, or is it not necessary in which case we should use a 301? 301 issue in IE9
My development team recently discovered an issue with 301 redirects caching in IE9. They did some research and found the situation was very complicated so their solution was to use 302s and no longer use 301s. As a temporary solution to a few URLs I was okay with this, but we have a site redesign launching in a few months and I am quite worried if we have to do all of our redirects as 302s. Has anyone else had this issue with IE9 and 301s. I could use any advice on how to overcome this issue. Thanks!

301 Redirect & Linking Root Domain Count
Howdy Mozzers! If I do a 301 redirect from a domain that say has 200 linking root domains, to a fresh domain will the fresh domain now (when updated) have a linking root domain count of 200? Also, is it beneficial or detrimental to do a 301 redirect for an unrelated website i.e. garden hose website, to a children's playgorund equipment website in order to capture the link juice? Best

What loss of value would this link experience? If the link is actually a link to the from site that is 301'd to your site like this example below: i.e., www.domain.com/29834?=www.yourdomain.com My thought is that simply because you're going through a redirect (In this case a 301) you will lose slight value there. But I'd love to hear your thoughts and reasoning on any other affects if any (direct or indirect) you think it may have.

How much effect does number of outbound links have on link juice?
I am interested in your thoughts on the effect of number of outbound links (obls) on link juice passed? ie If a page linking to you has a high number of obls, how do you compute the effect of these obls and relative negative effect on linkjuice. In the event that there are three sites on which you have been offered the opportunity of a link Site A PA 30 DA50 Obls on page 10 Site B PA 40 DA50 Obls on page 15 Site C PA 50 DA50 Obls on page 20 How would you appraise each of these prospective page links (ignoring anchor text, relevancy, etc which will be constant) Is there a rule of thumb on how to compare the linkjuice passed from a site relative to its PA and the number of obls? Is it as simple as page with 10 obls passes 10x juice of page with 100 obls?
