Google Penguin for non-English queries?

Does anybody know if non-English queries were also 'hit' by the Google Penguin update?
All Penguin horror stories out there are from sites focusing on English queries, and in some (Dutch) industries I'm monitoring, some sites with spammy backlink profiles are still ranking.

I´ve spoken to people in many different countries about this and they all confirm that the Penguin update is spread everywhere.
Google said this:
_The change will go live for all languages at the same time. For context, the initial Panda change affected about 12% of queries to a significant degree; this algorithm affects about 3.1% of queries in English to a degree that a regular user might notice. The change affects roughly 3% of queries in languages such as German, Chinese, and Arabic, but the impact is higher in more heavily-spammed languages. How long Google will take to Disavow a link?
Just want to know how long will Google take to Disavow a link? I uploaded my file on 18 Dec 2020 and today is 5th January 2021 and still, that link is appearing in my Search Console in Top linking domains. Anyone who recently done this practice and how long it took? Are businesses still hiring SEO that use strategies that could lead to a Google penalty?
Is anyone worried that businesses know so little about SEO that they are continuing to hire SEO consultants that use strategies that could land the website with a Google penalty? I ask because we did some research with businesses and found the results worrying: blog farms, over optimised anchor text. We will be releasing the data later this week, but wondered if it something for the SEO community to worry about and what can be done about it.

How the heck is this guy ranking on top of Google for everything?
Hey everyone, how is the website below ranking so high for everything with his website? His link profile is spam junk, he uses forums and hides backlinks in smiles and quotes. Plus the guy even seems to be hitting all the competition websites with bad backlinks etc. It seems he is jus using automated tools to build tons of backlinks. Why isn't Google picking this site up and doing something about it? Search google for "advanced warfare hacks" he shows up on top. Same for "titanfall hacks" Same for "ghosts hacks" Check his link profile and sneaky ways, his main site is hackerbot [dot] net

Is there a problem with google?
I have one or two competitors (in the UK) in my field who buy expired 1 - 8 year old domains on random subjects (SEO, travel, health you name it) and they are in the printing business and they stick 1 - 2 articles (unrelated to what was on there before) on these and that's it. I think they stick with PA and DA above 30 and most have 10 – 100 links so well used expired domains, hosted in the USA and most have different Ip’s although they now have that many (over 70% of their backlink profile) that some have the same ip. On further investigation none of the blogs have any contact details but it does look like they have been a little smart here and added content to the about us (similar to I use to run xxx but now do xxx) also they have one or two tabs with content on (article length) that is on the same subject they use to do and the titles are all the same content. So basically they are finding expired 1 – 10 year old domains that have only been expired (from what I can see) 6 months max and putting 1 – 2 articles on the home page in relation with print (maybe adding a third on the subject the blog use to cover), add 1 – 3 articles via tabs at the top on subjects the sites use to cover, registering the details via xbybssgcf@whoisprivacyprotect.com and that’s it. They have been ranking via this method for the last couple of years (through all the Google updates). Does Google not have any way to combat link networks other than the stupid stuff such as public link networks, it just seems that if you know what you are doing you get away, if your big enough you get away with it but the middle of the ground (mum and pop sites) get F*** over with spam pointing to there site that no spammer would dream of doing anyway?

Google Panelizes to much SEO
I just read this interesting article about a new Google Penalty that will be up in the next upcoming weeks/months about Google making changes to the algorithm. The penalty will be targeted towards websites that are over optimized or over seo'ed. What do you think about this? Is Google stupid?
Why does buying links still work? I don't mean approaching an individual webmaster and cutting a deal, that seems to be nearly impossible to detect. But the huge link brokers, like Text Link Ads, Build my Rank or Linkvine, Google has to be aware of them, right? Can't they just create accounts to see the whole network, and ban the sites? Why wouldn't they just do that?

Does Google Penalize for Managing multiple Google Places from the same IP Address? Can you manage from same google account or separate? Or does it matter since it's created from the same IP?
I manage a number of client's Google Places from the same IP and heard this is not a good thing. Are there Do's and Don'ts when managing multiple Google Places? Create separate google accounts for each or can you use the same account?
