Is Monster allowed to float AdSense?

So I was browsing Monster.com and realized that they have a pop-up floating AdSense ad when you scroll halfway down the page....check it out: http://jobsearch.monster.com/search/Full-Time_8?jt=142&q=Search-Engine-Optimization-__28SEO__29&sort=dt.rv.di
How are they allowed to do this?

In order to ensure a good experience for users and advertisers, publishers participating in the AdSense program may not:
- Compensate users for viewing ads or performing searches, or promise compensation to a third party for such behavior.
- Encourage users to click the Google ads using phrases such as "click the ads", "support us", "visit these links" or other similar language.
- Direct user attention to the ads using arrows or other graphical gimmicks.
- Place misleading images alongside individual ads.
- Place ads in a floating box script.
- Format ads so that they become indistinguishable from other content on that page.
- Format site content so that it is difficult to distinguish it from ads.
- Place misleading labels above Google ad units. For instance, ads may be labelled "Sponsored Links" or "Advertisements", but not "Favourite Sites" or "Today's Top Offers".

It goes the same for Forbes.
I saw this page on Google News. (150-word comment on a 12 month old video, there's your fresh, unique content!). Just look at the page, it has at least 4 adsense units on the same page, not to mention other ad units. It also has this floating ad on the right sidebar.
Look at the image attached. See how it ranks with 150 words and a 1 year old video? Unique content, page quality, Adsense TOS bla bla bla...

For the record, I do not get an adsense ad. I only see internal Monster ads.
Once you become a big boy adsense publisher, like Monster.com, you get the doors opened for you into a world of many different types of adsense units for your website. You get much greater control over the units (can set target to new window, colours, sizes, and more).

You could report them to Google, or do something better with your time, like beat your face against a wall.
No, seriously, Monster.com provides Google a great deal of traffic. They might possibly have an agreement as many of the biggest publishers do.

Unsolved Google Ads Subdomain in sitelinks & Composition Change for Strategy Status

Keyword & negative keyword overlap
So I just read your blog on quality score and after reading the negative keyword section I'm a little confused and I need clarification. In that paragraph you mentioned about not overlapping your negative keywords with your active keywords and you used an example of dog food and dog bed. So my question is, if you put the word dog bed into the negative keyword list isn't the word dog the over lap word? Would you ad not show because the word dog is in the active keyword list?

How much website would be worth for SEO?
I have a website that I'm considering selling. It gives no profit, but I think it has decent SEO value. Link explorer report: domain authority = 69, linking domains: 9.8k, inbound links: 44.2m, ranking keywords: 294. Is that any good? Website is about web design, so keywords are also related to it. Would it be useful for SEO links building for other people? I did sell similar website once, but it was about 7-8 years ago and I've sold it for very high 5 digit amount. However things have changed since then in SEO world, so I don't know if today similar website would be worth much. There is so much information out there that contradicts each other, so I think I'd rather ask professionals here.

How does this company have more characters than allowed on Google Ads?
I thought this was weird and was wondering if anyone knows the answer to this... I attached the image so you can see what I mean. How does this company get away with having more characters than what Google Adwords allows? And why is there a "block ads from" thing underneath this ad, but not the others?
