How to create SEO budget?

If I see the site which has 8,000 links from unique domains (RDD in Market Samurai).
How much could it cost to build such amount of links? How long does it take?
What SEO budget will be based on these data?

The numbers by themselves are meaningless. Read my response again - look closely at the sites that are linking to them: Why are they linking? What's in it for them? Could you do the same? Could you apply that same process to another site that they don't have a link from? Can you take that idea further - change it to put a new spin on it?
You can't win at SEO my chasing the links of competitors. You will always be playing catch up, you will never get every link and you'll never get ahead. However you can learn from those links and take their strategies rather than their links.
When you have a strategy then budgeting starts to make sense.

It's really difficult to say that what should be the SEO budget !!!
You should not make useless bulk of links for your site. Only links are not important if they do not fulfill Google's requirements. So be careful about link building.

Don't be fooled in to thinking that it is about the number of links. It never has been and it is probably less so now than ever. You could build 8000 links very cheaply and very easily if that was the only thing that was important. However it probably wouldn't help.
Start looking at what the links are rather than how many of them there are. What are their 10 best links? What would it take to get links like or better than those? What about their top 50 links? At least assume that it is only authentic looking links that are going to help and then start thinking about what you can do to match or better those. The methods used will depend on the market and your website. The cost will depend on the methods and how well you do it.
I know that you were probably looking for an answer in $, but it's impossible to say and pointless to do so.

WhoIs, SEO & Privacy
Is WHOIS data used by Google as a ranking signal? We had a website that had some bad SEO work done a while ago hence took a knock, If I use the same WHOIS data on a new site is that likely to cause an issue? Also I don't like the idea of providing too much information for privacy reasons, so have tended to stick to general email addresses and department names rather than actual personal information. Is that a bad approach?

Seo black hat tricks
I have a competitor in the local area. He registered a new domain name. www.orangecountypatentlawfirm.com. It was created back in 11/10 and updated a few months ago on 11/13. My domain is ocpatentlawyer.com. I put my domain and his domain in the open site explorer. The peculiar thing is that my competitors website mirrors identically to my domain. (see attached image) my competitors website rose through the SERP very fast. I never saw it coming. Anyways, I wanted to know if he was using some type of black hat seo trick to hi jack my domain authority to get his own website to rank higher? Plus, if so, does it hurt my ranking? compare.png

Ajax website and SEO
Hi all, A client of mine has a website similar to Pintrest. All in Ajax/. So imagine an ajax-grid based animal lover site called domain.com. The domain has three different Categories Cats, Dogs, Mice. When you click on a category, the site doesn't handle the URL and doesn't change the domain So instead of the domain going from domain.com to domain.com/cats, it uses the Ajax script and just shows all the cat pins. and when you click on each pin/post it opens a page such as domain.com/Pin/123/PostTitle It doesn't reference the category. However a page domain.com/cats does exist and you can go there directly. Is this an SEO issue for not grouping all pins under a category? How does Google handle Ajax these days, it use to be real bad but if Pintrest is going so well i'm assuming times have changed? Any other things to be wary of for a grid based/ajax site? I am happy to pay for an hour or two for a more in depth audit/tips if you can feed back on the above. Fairly urgent. Thanks

Newbie to SEO and SEOMOZ help
Hey everyone i just came across SEOMOZ today, i have been building websites for 3 years now but SEO is something which has always been a scary topic to consider trying to master. I have made a decision to do this in 2012 and i have been looking for a software package which can stear me and teach me. I have been reading the site help today and i feel totally swamped! i have created my campaign but a lot of the results dont make much sense to me and i am unsure of how to fix the errors they found. For instance the crawl diagnostics shows i have 5 4xx client errors. They show me a link to the page where the error is http://www.mydomain.com/category/latest-news/function.require but when i go to see what this is i just find an error 404 not found page.How do i go about removing this error if i have no idea where the problem is? I have started reading SEO User guide and beginers guide and i know it is going to take me a long time to get use to this all, but i am struggling to find the starting point and hope someone can possible help me find the first few steps. Thanks
