Does "Noindex" lead to Loss of Link Equity?

Our company has two websites with about 8,000 duplicate articles between them. Yep, 8,000 articles were posted on both sites over the past few years. This is the definition of cross-domain duplicate content.
Plan A is to set all of the articles to "noindex,follow" on the site that we care less about (site B). We are not redirecting since we want to keep the content on that site for on-site traffic to discover. If we do set them to "noindex," my concern is that we'll lose massive amounts of link equity acquired over time...and thus lose domain authority...thus overall site rankability. Does Google treat pages changed to "noindex" the same as 404 pages? If so, then I imagine we would lose massive link equity.
Plan B is to just wait it out since we're migrating site B to site A in 6-9 months, and hope that our more important site (site A) doesn't get a Panda penalty in the meantime.
Thoughts on the better plan?

We thought about manually setting the canonicals on specific pages of site B to be the URL of the same article on site A...but we don't have the bandwidth to do this for 8,000 articles...plus, we're redirecting site B to site A in @ 9 months anyways. Really just looking for the best short term solution to protect site A in the meantime from Panda updates targeting duplicate content.
EGOL gives a good breakdown of what he thinks is best. Thanks for sharing that link. I guess I'm dummy for forgetting that the "follow" portion of "noindex,follow" allows link juice to be spread to the pages linked to from the "noindex" page. That makes logical sense...but will it protect our domain authority? I would think so, but don't know for sure. If anyone is more certain than I am, please do add a vote of confidence

However, I wonder - can't you just use rel=canonical. That works cross and intra-domain.

Link equity when merging product pages
Hi, our e-commerce website has just over 900 products. A vast majority are very unique and not similar to one another. However, early in our development, we listed similar variations separately. For example, we had a separate product listing for different color options: Black, Tan, and Green. They do not rank too great by themselves. However, the product is very popular and the search volume is near 9k a month. Our competitors have one listing with several color options, which is what we are proposing. We would enable 301 redirects from the Tan and Green options, which would redirect to the new variation listing. Is this wise? How to answer for question "why xyz site is ranking for abc keyword" and not our website

Base href + relative link href for canonical link
I have a site that in the head section we specify a base href being the domain with a trailing slash and a canonical link href being the relative link to the domain. <base <="" span="">href="http://www.domain.com/" /> href="link-to-page.html" rel="canonical" /> I know that Google recommends using an absolute path as a canonical link but is specifying a base href with a relative canonical link the same thing or is it still seen as duplicate content?

Which links to disavow?
I've got a new client that just fired their former SEO company, which was building spammy links like crazy! Using GSC and Majestic, I've identified 341 linking domains. I'm only a quarter of the way through the list, but it is clear that the overwhelming majority are from directories, article directories and comment spam. So far less than 20% are definitely links I want to keep. At what point do I keep directory links? I see one with a DA of 61 and a Moz spam score of 0. I realize this is a judgement call that will vary, but I'd love to hear some folks give DA and spam numbers. FWIW, the client's DA is 37.

980 links from 75 domains and Graded "A" on Moz Page Grader-- still not ranking for our term. Thoughts?
A few additional interesting details: A blog post we wrote with the same keyword ranks 8, but this page does not crack the top 20. Crazy competitive term-- top SERP are from HBR, Entrepreneur and Inc. We use Instapage as landing page builder-- could this effect our rankings? URL is not a subdomain Pretty stumped over here. Let's say i want to rank for rental car service and purchases a domain rental-car-service and creates a site http://www.rental-car-service.com There will be few persons who won't use anchor text to link to the site, but will simply link using URL ( in this case http://www.rental-car-service.com ) So, will a link to http://www.rental-car-service.com from another site using http://www.rental-car-service.com as anchor text help the keyword rental car service ?
