Penguin link removal what would you do?

Over the last 4 months I have been trying to remove as many poor quality links as possible in the hope this will help us recover.
I have come across some site's that the page our back-link is on has been de-indexed, goggle shows this when I look at the cached page...
404. <ins>That’s an error.</ins>

/search?sourceid=navclient&ie=UTF-8&rlz=1T4GGNI_enGB482GB482&q=cache:http%3A%2F%2Fforom.eovirtual.com%2Fviewtopic.php%3Ff%3D4%26t%3D84was not found on this server. <ins>That’s all we know.</ins>If goggle is showing this message do I have to still try to remove the link, or is it a case goggle has already dismissed the link?

If coming from a 404 page, the link does not matter. I am not sure that means that Google did it, so I would show the 404 in any evidence you send to Google re resolving the issues.
For getting reconsideration, you need to show you did all in your power to remove the BS links, etc. Keep a log. Send it all.

What is really a bad link in 2017?
Hi, Routine answer is: A link which doesn't provides any value. Tired of listening to this statement where we can see number of back-links been generated with different scenarios. There are still many low DA websites which speaks exactly about a brand and link a brand naturally. So, is this a bad link or good link? Let's be honest here. No one gonna visit such pages and browse through our website; it's all about what it's been doing in-terms of SEO. Do these websites to be in disavow list? Beside the context how a brand been mentioned, what are the other metrics to disavow a domain? Expecting some real answers for this straight question. If it's a low DA site and speaking about exactly our website- Good or bad? Vice-versa...high DA website mentioned website with less matching content. What is the proportion of website authority and content context? Can we keep a medium DA backlinks with some Moz spam score?

Anyone seem anything from penguin yet?
I know its early days and even the wonderful Dr Pete said it will take a few days to notice anything, but has anyone seen anything. I've not seen any rise in traffic yet, but none of my ranking tracking tools have ran yet. Anyone seen anything, are you expecting to see any?

How to remove this type of external link from Google

Do I need to undo a 301 redirect to dissavow links from the source domain?
A client came to me after being hit by Penguin and had already performed a 301 redirect from site A to Site B. Site B was subsequently hit by the penalty a number of weeks later and we are planing on performing link removal for Site A. Only the webmaster tools account for Site B exists, none is still available for site A. I assume that I cannot dissavow links to site A from Site B's webmaster tool account (even though website A's links show up in the GWT account). So do I need to undo the 301 and then create a new GWT account for site A in order to disavow the links pointing to site A, or can I submit from Site B's GWT account since they are 301'd to site B? If a site is punished by google like -30, or -60, are the link from that site efficient?
Like this way, if I build a blog and in some situation, the blog is punished by google as some reason I don't know, all the rank dropped and got the -30 punishment. If I put a outbound link on the sidebar, or footer position. what it'll be for that link? A is punished, a link is put on the A website and link to B website what that link means to B punished got many ways Thank you
