2 Language Versions on Same URL

A site we are working on is a large gift retailer in Canada. They have a language option for French, but the page URLs are the same.
If you click 'French' in the header, a cookie is set and then all pages are dynamically served the French content (and all nav/site elements of course change to French).
The URLs then are exactly the same as it's the cookie that determines the language option to serve. e.g. www.site.ca/index.php?category=7&product=99.... would be the same regardless of if I'm set for English or French.
Question: Does this setup have a negative impact on any SEO factors?
The site has several thousand pages.

- Based on this, my initial thoughts are that Google will only crawl and index the default language version of the page. I would look to append something to the URL to differentiate the two language versions.
I've subscribed to this thread because this is something I'm interested in too, I hope someone else with a little more experience can clarify this for us both, but in the mean time have a read of the above! I hope it helps

Will Canonical tag on parameter URLs remove those URL's from Index, and preserve link juice?
My website has 43,000 pages indexed by Google. Almost all of these pages are URLs that have parameters in them, creating duplicate content. I have external links pointing to those URLs that have parameters in them. If I add the canonical tag to these parameter URLs, will that remove those pages from the Google index, or do I need to do something more to remove those pages from the index? Ex: www.website.com/boats/show/tuna-fishing/?TID=shkfsvdi_dc%ficol (has link pointing here)

Tracking URLS and Redirects
We have a client with many archived newsletters links that contain tracking code at the end of the URL. These old URLs are pointing to pages that don't exist anymore. Is there a way to set up permanent redirects for these old URLs with tracking code? We have tried and it doesn't seem to work. Thank you!

Should I change wordpress urls?
Should I change my wordpress permalinks to include the keyword? For examples at the minute my url is http://www.musicliveuk.com/home/wedding-singer. Is it better to be http://www.musicliveuk.com/live-bands/wedding-singer. 'home' is not relevant so surely 'live-bands' would be better? If I change the urls won't I lose 'link juice' as external links will all point to a url that no longer exists? Or will wordpress automatically redirect the old url to the new one? Finally, if I should change the url as described how do I do it on wordpress? I can only see how to edit the last bit of the url and not the middle bit.

Automatic redirect to external urls
Hi, there is a way to create a "bridge page" with automatic url redirect ( 302 ) without google penalization? In this moment, my bridge pages are indexed on google with title and description of the redirected page.. Thanks in advance. Mauro.

Changing URL Structure
We are going to be relaunching our website with a new URL structure. My question is, how is it best to deal with the migration process in terms of old URLS appearing whilst we launch the new ones. How best should we launch the new structure, considering we've in the region of 10,000 pages currently indexed in Google.
