Is it outside of Google's search quality guidelines to use rel=author on the homepage?

I have recently seen a few competitors using rel=author to markup their homepage.
I don't want to follow suit if it is outside of Google's search quality guidelines. But I've seen very little on this topic, so any advice would be helpful.

I agree with Shane 100% but I would just like to point out something. I have read a few articles about applying the rel=author tag to websites / service / product pages (instead of just articles). From what I gathered it seems most people actually found drops in visits to their website after the Google plus picture started showing up with their SERP snippet.
It seemed users may have been skipping them because it looked like an article or blog because of the portrait image. You may want to do some more reading on this subject or if you go this route, track your visits closely.

If the "Author" in question is the owner or operator, or even the "Face" of the brand then - Yes, it is fine as this person most likely wrote this content anyway, or is the "owner" of the content.
I wish i had a source, but I remember this exact question somewhere to Matt Cutts, and he referenced his own website that he does use it, and I believe gave a similar explanation as above.
Also as a note (of course this is not air tight evidence)
But I actually do use it on a homepage on one of my sites, and actually saw a bump a few weeks after it implemented in my "niche" - cause the author only writes about that specific niche (but of course as I said this is only off the cuff evidence, not reviewed)

Website starts ranking on Google then always drops - Targeted for Australia but most traffic from U.S - Bounce Rate at 94.49% - HELP!
Hi everyone, Thank you for your time. During the past 8 months I have been working on this website which is a .com.au . I have fully optimised the website which is targeting Brisbane in Australia and I have setup everything (Sitemaps, Geo location on WMT, Fetched as Google etc..) However the website just does not want to rank at all. I know that the previous SEO company were not too good but since then I have disavowed all unnatural links, we have moved the hosting to a new company and the website content has been updated. Only recently the Website has started ranking for it's brand name (not even in top of Google) and whenever a keyword starts ranking above the Top 50 of Google it suddenly drops again. The other issues is that even if I have setup the website to target Australia the majority of traffic comes from the U.S. Last month out of the 127 Session - 85 from United States - 29 from Australia - 3 Brazil - 2 India - 2 Italy - 1 Canada etc... Because of this the website has a Bounce rate of 95%. If you would have any advice, tips or recommendations that I could do to try and fix this it would be much appreciated. I suppose we can consider this as some kind of penalisation - potentially due to the past work and issues that occurred before the business became our client but I am not sure what more I can do to stop the wrong traffic and improve the rankings. Google +1s Quality Factors?
It is apparent that Google +1s are becoming an increasingly large factor in results pages and I had a few questions about some of the dynamics. Do +1s take into account factors such as c-blocks, location diversity based on IP, and similar elements? To what degree? Do +1s from well-diversified and historically more active/authoritative G+ accounts carry more weight than someone who simply has a G+ account because they use Gmail and were prompted? What is the spectrum here? How much weight would a +1 from Rand Fishkin hold in contrast to an account created one year ago with little activity? I know Google has a great deal of user data from Gmail, YouTube, Calendar, Docs, search history and many more so would imagine this plays a role. Do +1s from newly created accounts that only target one business or niche cause damage? I am assuming that +1s should accumulate naturally just as backlinks so if what would be considered an unnatural amount of +1s in what time period? Any insights here are greatly appreciated!

Negative SEO and when to use to Dissavow tool?
Hi guys I was hoping someone could help me on a problem that has arisen on the site I look after. This is my first SEO job and I’ve had it about 6 months now. I think I’ve been doing the right things so far building quality links from reputable sites with good DA and working with bloggers to push our products as well as only signing up to directories in our niche. So our backlink profile is very specific with few spammy links. Over the last week however we have received a huge increase in backlinks which has almost doubled our linking domains total. I’ve checked the links out from webmaster tools and they are mainly directories or webstat websites like the ones below | siteinfo.org.uk deperu.com alestat.com domaintools.com detroitwebdirectory.com ukdata.com stuffgate.com | We’ve also just launched a new initiative where we will be producing totally new and good quality content 4-5 times a week and many of these new links are pointing to that page which looks very suspicious to me. Does this look like negative Seo to anyone? I’ve read a lot about the disavow tool and it seems people’s opinions are split on when to use it so I was wondering if anyone had any advice on whether to use it or not? It’s easy for me to identify what these new links are, yet some of them have decent DA so will they do any harm anyway? I’ve also checked the referring anchors on Ahrefs and now over 50% of my anchor term cloud are totally unrelated terms to my site and this has happened over the last week which also worries me. I haven’t seen any negative impact on rankings yet but if this carries on it will destroy my link profile. So would it be wise to disavow all these links as they come through or wait to see if they actually have an impact? It should be obvious to Google that there has been a huge spike in links so then the question is would they be ignored or will I be penalised. Any ideas? Thanks in advance Richard

Is bad English detected by Google
Hi, I am based in the UK and in a very competitive market - van leasing - and I am thinking about using an Indian SEO company for my ongoing SEO. They have sent me some sample artilces that they have written for link building and the English is not good. Do you think that google can tell the difference between a well written article and a poorly written article? Will the fact that articles are poorly writtem mean we will lose potential value from the link? Any input would be much appreciated. Regards John J

Domain authority
Can someone explain to me how to get authority in a domain. I have to domains implantedental.net that with few content page authority raised from 12 to 19. no more than 20 pages (one content page a week) And another page propdental.es that with lots of content more than 500 unique pages the domain authority dropped from 17 to 13 (ten content pages a day)

Passing page rank with frames - Is this within Google Guidelines?
It appears this site is gaming Google for better rankings. I haven't seen a site do it this before way before. Can you tell me what enables this to get such good rankings, and whether what they are doing is legitimate? The site is http://gorillamikes.com/ Earlier this year this site didn't show up in the rankings for terms like "Cincinnati tree removal" and"tree trimming Cincinnati" etc. The last few months they have been ranking #1 or #2 for these terms. The site has a huge disparity in MozRank (8, very low) vs. Page Rank (6, high). The only links to this page come from the BBB. However, when you look at the source code you find 100% of what is displayed on the site comes from a page on another site via a frame. The content is here: http://s87121255.onlinehome.us/hosting/gorillamikes/ When I go to onlinehome.us I'm redirected to http://www.1and1.com/. I'm only speculating, but my guess is onlinehome.us has a high page rank that it is passing to http://gorillamikes.com/, enabling Gorilla Mikes to achieve PR of 6. Does this make sense? In addition, the content is over optimized for the above terms (they use "Cincinnati (Cincinnat, OH)" in the first three H2 tags on the page. And all of the top menu links result in 404 errors. Are the tactics this site is using legitimate? It appears that everything they're doing is designed to improve search results, and not in ways that are helpful to users. What do you think?

Are there any "legitimate" paid links in Google's eyes?
The news about paid link campaigns is so frequent, that I have to ask the question....does Google allow any paid links? Aside from SEO, paid links can have visibility value. Much like an exit sign on the highway, the paid link says "Get off here"
