Will Google penalize for backlinks on non-indexed pages?

Have a client who has a bunch of links from spammy sites that aren't even indexed by Google. Will Google penalize (i.e. Penguin) for backlinks from spammy sites that aren't indexed?
I'm guessing "Yes, Google still crawls non-indexed sites and may penalize the sites linked to from the banned site." Anyone have any data or experience with this?
Anyone have a non-indexed or banned site? Does Google still crawl it?

I would think that Google does still crawl these sites (or have just blacklisted them). Therefore, they would still have a negative effect on your client's website.
I would recommend taking a look into Google's new disavow tool - you will be able remove the association with bad links.

The links were built by another SEO firm. I'm working on getting rid of them, was just wondering what others new about links on de-indexed sites.

No Idea as such but the thing is you have bunch of spammy links from low quality sites that you have built, it is better get rid of them. Since there is some possibilities that Google may have crawled those sites earlier and when then deindexed them finding them spammy, risk is always involved.

Backlinks on Moz not on Google Search Console
Moz is showing thousands of backlinks to my site that are not showing up on Google Search Console - which is good because those links were created by some spammer in Pakistan somewhere. I haven't yet submitted a disavow report to Google of well over 10K links because the list keeps growing every day with new backlinks that have been rerouted to a 404 page. I have asked Google to clarify and they put my question on their forum for an answer, which I'm still waiting for - so I thought I'd try my luck here. My question... If Moz does not match Google Search Console, and backlinks are important to results, how valid is the ranking that Moz creates to let me know how I'm doing in this competition and if I'm improving or not. If the goal is to get Google to pay attention and I use Moz to help me figure out how to do this, how can I do that if the backlink information isn't the same - by literally over 10 000 backlinks created by some spammer doing odd things... They've included the url from their deleted profile on my site with 100s of other urls, including Moz.com and are posting them everywhere with their preferred anchor text. Moz ranking considers the thousands of spam backlinks I can't get rid of and Google ignores them or disavows them. So isn't the rankings, data, and graphs apples and bananas? Impact of distribution of backlinks across multiple pages
Community, I would be interested to see if anyone has been seeing any experiments, experience documentation, or other data that would give context around the impact of pointing backlinks not just to your money page / home page but distribute it across pages. When doing competitive research I often run into competition which has lower domain strength and page rank but a link profile that is more spread out across their domain; these competitors often outrank my site despite their individual page properties being weaker. Any reference to existing documented experiments, personal experience or guidance is welcome.

Backlinks from non-relevant site
There's a forum I used to participate in that allows you to include a link to your website in your signature block. I have over 500 posts in the forum so that provides a lot of backlinks to my website. However, I recently decided to remove my website link from my signature for two reasons: The forum is 95-99% dead. Hardly anyone uses it anymore. BTW, the website that houses the forum is still popular within is niche (articles, etc). Just the forum appears to be dead. The website and its forum really have no connection whatsoever to my business. I'm in a completely different niche. However, I have no idea if I've made the right decision. Will removing my signature and the backlinks hurt my site? Or will it help it since the other site really isn't related to mine? Thanks for any thoughts on this!

Backlinks through dofollow commenting
I'm interested in building backlinks to my photography business site by leaving good, engaging comments on other photographers' DoFollow blogs. Is this a good idea? Is it worth the effort? Through a little research, I've managed to locate more than 40 dofollow photographer blogs that have a domain authority of 35+. The idea is to take an hour or so a week to leave 10-20 comments on their blog posts. Would you consider this a good strategy? I rank on the first and second page of most of my keywords that I'm working on, but I want to rank 1st or 2nd on them. I used the keyword finder tool on google adwords to find the keywords that are the most searched for in my area. Surprisingly the competition is not large, so I'm fairly comfident I can get there. I've already optimized my site substantially and I'm looking into link building. Thoughts?

Is there a relation between number of backlink and SERP?
I want to calculate that how many backlinks i need, in order to get in higher SERPs? is there a way to calculate? One is obvious that check number of backlinks of websites that are ranking in top 5 positions. But i guess it is not true any more... So please help

Why do we need proxy to so Backlinks?
Does Google knows the IP addresses that the backlinks are created from? if i create 200 backlinks for my site without proxies will google ban my site because it will look like i a the one who create all the backlinks? May i ask how many proxies do you guys need to create around 200 backlinks per day? If i already use the proxies today Can i use the same set of proxies to create backlinks tomorrow? THanks

Site stuck on 2nd page on Google - how can it improve?
Hi I am working on a site http://www.harrisbassett.co.uk that for search terms such as 'Chartered Accountants Swansea' appears near the top of the 2nd page of Google. When looking at what is listed on the 1st page for 'Chartered Accountants Swansea' I would appreciate any advice/guidance on what else could be done to give the site a final push to get on the 1st page of search results. Over the past 2 weeks I have been building inbound links from local citation sites yelp, qype etc along with sites from competitor analysis via opensiteexplorer. Looking at the sites that are on the 1st page I cant understand why many of them are ranking higher than me? Any insight and plan of attack would be most appreciated from any search experts on the forum. Many Thanks
