Will Google penalize for backlinks on non-indexed pages?

Have a client who has a bunch of links from spammy sites that aren't even indexed by Google. Will Google penalize (i.e. Penguin) for backlinks from spammy sites that aren't indexed?
I'm guessing "Yes, Google still crawls non-indexed sites and may penalize the sites linked to from the banned site." Anyone have any data or experience with this?
Anyone have a non-indexed or banned site? Does Google still crawl it?

I would think that Google does still crawl these sites (or have just blacklisted them). Therefore, they would still have a negative effect on your client's website.
I would recommend taking a look into Google's new disavow tool - you will be able remove the association with bad links.

to be on the safe side, it is better to get rid of them

The links were built by another SEO firm. I'm working on getting rid of them, was just wondering what others new about links on de-indexed sites.

No Idea as such but the thing is you have bunch of spammy links from low quality sites that you have built, it is better get rid of them. Since there is some possibilities that Google may have crawled those sites earlier and when then deindexed them finding them spammy, risk is always involved.

Backlinks and SPAM
I was doing some back link review of competitors and I have noticed that many of our competition have 300+ do follow back links from Justia.com and an additional 300+ do follow links from law.cornell.edu (they share the same database). The links on Justia are from different pages and they are all going to the root of our competitors site. So the questions are as follows; 1: For the purpose of SEO is this considered SPAM 2: If not SPAM, then does it have a positive effect on the competitions website and should I attempt to emulate for my client. Impact of distribution of backlinks across multiple pages
Community, I would be interested to see if anyone has been seeing any experiments, experience documentation, or other data that would give context around the impact of pointing backlinks not just to your money page / home page but distribute it across pages. When doing competitive research I often run into competition which has lower domain strength and page rank but a link profile that is more spread out across their domain; these competitors often outrank my site despite their individual page properties being weaker. Any reference to existing documented experiments, personal experience or guidance is welcome.

Spammy no follow backlinks - what should I do?
There is a individual/company that is creating lots of spam sites in my niche. It doesn't seem that they are trying to rank for any keywords, so I'm a little confused as to their purpose, but here's what they're doing. They scrape the top 10 Google results for each keyword and create a page - so if the niche is "widgets", they scrape the top 10 ranked sites for 'widgets', 'blue widgets', 'red widgets', and so on. A 'results' page is created for each keyword, which is linked from a home page. The results page always contains 10 websites - text is the site metadescription or similar. Each website gets a nofollow link back with the page title used as the anchor text. The host sites all have the keyword in the domain name - e.g www.widgetsxyz.com. The sites are thrown together but interestingly have a very crappy but individual logo (like 90's clipart). The host sites all have high DA/PA due to some very extensive link spam pointing to the sites, with very targeted keywords. There is seemingly no purpose to these sites that I can see - no other 'followed' links on the page or site. Whoever is doing this is churning out tens, if not hundreds of these sites. Any ideas what might be going on here, and whether I should be disavowing these sites (even though no follow). The fear is that they could switch the links to do follow, and get all the major players penalised in one fell swoop. ???

Should I Use a Backlink Plugin
One of my clients recently asked me if he should use a Wordpress plugin to create backlinks to his website. He mentioned WP-Syndicator as an example. I just redesigned his website and I'd like to ensure that he gets a bit more traffic than he was before. Should I suggest that he purchase/use a Wordpress backlink plugin? Site stuck on 2nd page on Google - how can it improve?
Hi I am working on a site http://www.harrisbassett.co.uk that for search terms such as 'Chartered Accountants Swansea' appears near the top of the 2nd page of Google. When looking at what is listed on the 1st page for 'Chartered Accountants Swansea' I would appreciate any advice/guidance on what else could be done to give the site a final push to get on the 1st page of search results. Over the past 2 weeks I have been building inbound links from local citation sites yelp, qype etc along with sites from competitor analysis via opensiteexplorer. Looking at the sites that are on the 1st page I cant understand why many of them are ranking higher than me? Any insight and plan of attack would be most appreciated from any search experts on the forum. Many Thanks
