Adding parameters in URLs and linking to a page

Hi,
Here's a fairly technical question:
We would like to implement badge feature where linking websites using a badge would use urls such as:
domain.com/page?state=texas&city=houston
domain.com/page?state=neveda&city=lasvegas
Important note: the parameter will change the information and layout of the page: domain.com/page
Would those 2 urls above along with their extra parameters be considered the same page as domain.com/page by google's crawler?
We're considering adding the parameter "state" and "city" to Google WMT url parameter tool to tel them who to handle those parameters.
Any feedback or comments is appreciated!

Sorry for the misunderstanding, Martin. I was misled by this statement:
... the parameter will change the information and layout of the page
If the content of the page will truly be different depending on the parameter, the search engines are probably going to consider them separate URLs no matter what you do.. That's their whole definition of separate pages.
If the parameter simply rearranges a page's content (e.g. creates a different sort order for the same products) then combining the pages can usually work.
If you want to try to combine these pages for ranking purposes anyway, the tool to use is the rel=canonical tag. You insert it into the header of the custom parameter pages pointing back to the primary page.
Google is clear though that canonical tags are taken as suggestions only, and if it thinks your pages should actually be indexed separately, it will ignore the canonical.
You could then back this process up by using Bing & Google WMT to specify that the ?state= and city= parameters are to be ignored. But the above caveat still applies.

Well, I guess I didn't explained myself correctly because we do want to have all the parameters considered 1 page!
Our goal is 2 fold:
1- Have the parameters in the URL considered 1 page in order to have 1 page with many links pointing to it in order to have higher page authority (instead of 20+ pages with lower authority).
2- Keep the user experience relevant by display and organizing the page content based on the referring url (in our case the links from badges).
So in other words how do we (if possible) make sure google and bing consider all parameters as combined page?

You're actually in the reverse position of most people dealing with URL parameters, Martin. By default, the Search Engines consider different parameters to be different pages and most users are struggling with how to make the SEs understand they're all one page to avoid duplicate content issues.
In your case, you want the SEs to treat those pages according to the way the SEs normally do, which means you "shouldn't" need to do anything extra to get them indexed separately. That's what's naturally going to happen.
I'm with you on the hinting in Google Webmaster Tools though. May as well use that capability to confirm for Google that you do want those parameters indexed. You should do the same thing in Bing Webmaster Tools as well. Kind of a "belt & suspenders" approach.

XML Sitemap and unwanted URL parameters
We currently don't have an XML sitemap for our site. I generated one using Screaming Frog and it looks ok, but it also contains my tracking url parameters (ref=), which I don't want Google to use, as specified in GWT. Cleaning it will require time and effort which I currently don't have. I also think that having one could help us on Bing. So my question is: Is it better to submit a "so-so" sitemap than having none at all, or the risks are just too high? Could you explain what could go wrong? Thanks !

No confirmation page on Google's Disavow links tool?
I've been going through and doing some spring cleaning on some spammy links to my site. I used Google's Disavow links tool, but after I submit my text file, nothing happens. Should I be getting some sort of confirmation page? After I upload my file, I don't get any notifications telling me Google has received my file or anything like that. It just takes me back to this page: http://cl.ly/image/0S320q46321R/Image 2013-04-26 at 11.15.25 AM.png Am I doing something wrong or is this what everyone else is seeing too?

Duplicate Page Titles Warnings, htaccess Rewrite & Canonical Links.
Hey guys, Just signed up for a pro account and I am getting Duplicate Page Title warnings on links that are duplicate, rewritten for SEO, but have a canonical href tag. I have two sets of links in my store: SEO friendly: http://www.mysite.com/item/iphone-case Operational link: http://www.mysite.com/shop/product.php?pid=11 This operational link however has a href canonical tag pointing to the SEO friendly link as being the primary link. My question is; Do I need to worry about this Duplicate Page Title Warning if I am using a canonical tag on the Operational link pointing to the SEO friendly link? Thanks!

Too many on page links
Hi All, As we all know, having to much links on a page is an obstacle for search engine crawlers in terms of the crawl allowance. My category pages are labeled as pages with to many "one page" links by the SEOmoz crawler. This probably comes from the fact that each product on the category page has multiple links (on the image and model number). Now my question is, would it help to setup a text-link with a clickable area as big as the product area? This means every product gets just one link. Would this help get the crawlers deeper in these pages and distribute the link-juice better? Or is Google smart enough already to figure out that two links to the same product page shouldn't be counted as two? Thanks for your replies guys. Rich

Do links count if they have no href parameter?
A SEOmoz report indicates that we have a large number of links on our pages, mainly due to an embedded mega-drop down and lots of product display options that are user activated, but otherwise hidden. Most of the links have the paramter href="#", because the links are used in combination with jQuery to trigger actions. It is still possible to trigger the actions without the href parameter, so the question is: Do links without href parameters count towards the total amount of links on the page, since a link without a href parameter is actually an internal page link? Are lots of links from an external site to non-existant pages on my site harmful?
Google Webmaster Tools is reporting a heck of a lot of 404s which are due to an external site linking incorrectly to my site. The site itself has scraped content from elsewhere and has created 100's of malformed URLs. Since it unlikely I will have any joy having these linked removed by the creator of the site, I'd like to know how much damage this could be doing, and if so, is there is anything I can do to minimise the impact? Existing Pages in Google Index and Changing URLs
Hi!! I am launching a newly recoded site this week and had a another noobie question. The URL structure has changed slightly and I have installed a 301 redirect to take care of that. I am wondering how Google will handle my "old" pages? Will they just fall out of the index? Or does the 301 redirect tell Google to rewrite the URLs in the index? I am just concerned I may see an "old" page and a "new" page with the same content in the index. Just want to make sure I have covered all my bases. Thanks!! Lynn

Directory URL structure last / in the url
Ok, So my site's urls works like this www.site.com/widgets/ If you go to www.site.com/widgets (without the last / ) you get a 404. My site did no used to require the last / to load the page but it has over the last year and my rankings have dropped on those pages... But Yahoo and BING still indexes all my pages without the last / and it some how still loads the page if you go to it from yahoo or bing, but it looks like this in the address bar once you arrive from bing or yahoo. http://www.site.com/404.asp?404;http://site.com:80/widgets/ How do I fix this? Should'nt all the engines see those pages the same way with the last / included? What is the best structure for SEO?
