Rank keeps decreasing - Is my site penalized

Hello,
I have run into a bit of a predicament. All of my search terms keep dropping on a monthly basis, even though I am adding quality guest posts every month. Even if I get a handful of articles on semi-popular sites my ranking still drop. I am wondering, is my site penalized?
My metrics also over exceed my rankings using both the Moz metrics and pagerank. I have a PR of 5 and domain rank of 50+ and I am still getting outranked on every term by people with lower metrics (PR 2 and DR of 30)
In the past I have done mostly article syndication through sites like ezinearticles and isnare, but that was about 5 years ago. I have also done a couple of the "pay $50 for 100 directory submissions" once but that was also about 5 years ago.
Has anyone experienced anything like this? Anyone have any advice? As you can probably tell I am getting really frustrated.
P.S. - This is happening for all pages on my website, not just particular pages. Is is possible to get a site wide penalty, and if so, what can be done about it?

Thanks for the responses. If there is a penalty, how is that penalty implemented? For example, does Google take a "fixed number" and subtract that from you, as in a -25 "point" one time penalty? Or do they limit the ceiling of your overall ranking?
The reason I ask is if it is a one time penalty then earning more links should gradually take the rankings back up. But that isn't the case with my site.
If it is an issue of google devaluing all links due to a penalty, then I will need to start to take action to remove those penalties.

Try analyzing website pages
- Improve user experience with design and content
- Add updated content
and back-link profile:
- See if there is any automated spam links
- Try to have branded anchor keyword

Site wide decrease in featured snippets
Hi, As of April we have seen a huge drop in the number of featured snippets and I'm unsure why. No major changes have been made to the site. We did submit to to Google news at a similar times (failed unfortunately) I have plotted our featured snippets and competitors featured snippets form data from Semrush and most our competitors have seen a fall in number of featured snippets. There has also been a large fall for some categories specifically. But overall we have seen the largest drop out of everyone. (See attached Graph) Does anyone have any clues as to why Google would remove multiple featured snippets from one website in particular. Thanks. OwseH

.com ranked where .co.uk site should After Manual Penalty Revoked - Help!!!
Hi All, I wondered if some could help me as I am at my wits end. Our website www.domain.co.uk was hit with a manual penalty back in April 26th 2012 for over optomizing our inbound links and after 9 reconciliation request later and over a year and many links removed the penalty was revoked. Yay I hear you cry! During the year .co.uk was banned we built .com yet did not build any links to it. The purpose of the .com site was to attract an American audience for our products. .com was hosted on a US server and Geo Targeting set to United States in WMT. So here is my problem after the ban was revoke we expected .co.uk to spring back to some reasonable positions. Nope that is not the case Google now is ranking our .com site where our .co.uk should be for powerdull keywords in position 1st to 10th .com has Zero link equity and .co.uk is very reasonable, So how can I rectify this balls ups and get co.uk listed back where it should be…. I am not bothered where .com ranks. Note: To the best of my knowledge there are NO cross domain 301 or the like only an image link between the two sites. I have posted this on WMT forum and it has fallen on deaf ears! ....help me MOZ members you’re my only hope! Hi Mozzers, I am an SEO at uncommongoods.com and looking for your opinion on our site nav. Currently our nav & URLs are structured in 3 levels. From the top level down, they are: 1. Category ex: http://www.uncommongoods.com/home-garden 2. Subcat ex: http://www.uncommongoods.com/home-garden/bed-bath 3. Family ex:http://www.uncommongoods.com/home-garden/bed-bath/bath-accessories Right now, all levels are accessible from our top nav but we are considering removing the family pages. If we did that, Google could still find & crawl links to the family pages, but they would have to drill down to the subcat pages to find them. Do you guys think this would help or hurt our SEO efforts? Thanks! -Zack

Rankings going down down down
Hi guys, I know this is a little open ended, but any advice/ideas would be greatly appreciated. I launched a new site about 3 months ago (www.transfersandshuttles.co.za). I have had unique, useful articles written for it, and the site does provide a useful service. I have done a little link building and continue to do so. The site was making decent progress moving up the rankings for a few weeks, but now it just seems to get worse and worse.

Site dancing
Hi guys I have a site which is dancing. I mean one day is on position 20 , if I put more backlinks is falling, after rising again,, I dont know what is going on. The site is 2 years old, pr 2, authority 35. Why this is happening? Usually when he appears again is ranking higher, but today he disappear totally from rankings. Maybe return tomorrow? But anyway why is dancing? Thanks

Site dropped rankings when changing host from US to Spain
My site was ranked very well in the UK & US for multiple keywords but we changed hosting from the US to Spain and since then the rankings in the US & UK have dropped between 5 to 35 positions on all keywords and are showing no signs of returning 3 weeks later. What can be causing this? The site was down for about 3 to 5 hours a few days before we transferred hosting (this is why we changed hosting due to the previous hosting being down too often). It does seem as though the new location of the hosting server seems to be affecting rankings but I need confirmation on this or any other ideas why the rankings may have dropped. Thanks in advance
