Rel Noindex Nofollow tag vs meta noindex nofollow robots

I have a bit of thing I was pondering about this morning and would love to hear your opinion on it.
So we had a bit of an issue on our client's website in the beginning of the year. I tried to find a way around it by using wild cards in my robots.txt but because different search engines treat wild cards differently it dint work out so well and only some search engines understood what I was trying to do. so here goes,
I had a parameter on a big amount of URLs on the website with ?filter being pushed from the database we make use of filters on the site to filter out content for users to find what they are looking for much easier, concluding to database driven ?filter URLs (those ugly &^% URLs we all hate so much*.
So what we looking to do is implementing nofollow noindex on all the internal links pointing to it the ?filter parameter URLs, however my SEO sense is telling me that the noindex nofollow should rather be on the individual ?filter parameter URL's metadata robots instead of all the internal links pointing the parameter URLs. Am I right in thinking this way? (reason why we want to put it on the internal links atm is because the of the development company states that they don't have control over the metadata of these database driven parameter URLs)

Anyone tested this before or have some more knowledge on the small detail of noindex nofollow?
PS: canonical tags is also not doable at this point because we still in the process of cleaning out all the parameter URLs so +- 70% of the URLs doesn't have an SEO friendly URL yet to be canonicalized to.
PSS: another reason why this needs looking at is because search engines won't be able to make an interpretation of these pages (until they have been cleaned up and fleshed out with unique content) which could result in bad ranking of the pages which could conclude to my users not being satisfied, so over and above the SEO factor, usability of the site is being looked at here as well, I don't want my users to land on these pages atm. If they navigate to it via the filters then awesome because they are defining what they are looking for with the filters.
Would love to hear your thoughts on this.

This used to be an issue, but now nofollowing a link throws away the PR. It used to be that if you had 4 links on a page an nofollowed 2 of them all the PR gets pushed to the 2 links. Now if you nofollow two links, the PR still is divided by 4 and you're throwing away half of your PR. So Google could care less now what you are nofollowing internally.
Nofollowing links to your pages is not enough to keep your pages from getting indexed, you need the noindex, follow meta tag on the page. Even robots.txt disallow sometimes isn't enough because Google could come in from a deep link and index the page.
Why aren't you using URL parameter handling in WMT to tell Google to not index pages with the ?filter parameter in the URLs?

WordPress Tags and SEO
Good Morning everyone, I am trying to decide how I am going to handle an issue on two WordPress websites. I recently acquired 2 new clients that used to do business with the same SEO company. Neither of the clients know of the other but both had the same story about said SEO company. The usual complaints, I wont get into details. My issue is the old SEO company basically was spamming keywords and utilized tags to do this. For each of these clients they had very thin spammy blog posts written and then had a multitude of spammy tags used as keywords here is an example https://captainjacksboatingschool.com/middlesex-county-boating-safety-class/ Each one of these tags is creating duplicate content. How do i properly handle these tags? Do i delete? Do i need to redirect into one main page after deletion. I much rather use plain English and authoritative based Categories. In fact I never use tags, only categories. They do not seem to have much seo value. Both clients who were with this company have the same Tag setup... Any advice would be greatly appreciated as I do not want to loose the customers current rank because i want to do things my way Thanks, Don Silvernail

Can I leave off HTTP/HTTPS in a canonical tag?
We are working on moving our site to HTTPS and I was asked by my dev team if it is required to declare HTTP or HTTPS in the canonical tag? I know that relative URL's are acceptable but cannot find anything about HTTP/HTTPS. Example of what they would like to do Has anyone done this? Any reason to not leave off the protocol?

Can H1 and Meta title be exactly the same ?
I've heard from some SEO's that H1 and Meta Title shouldn't be exactly the same, why ? Both of them describe what is ON the page right ? Why is it Spammy? Is it ?

Meta Description Lengths?
Hi All, I've heard so many different opinions on meta description lengths. What's your general consensus? Some say up to 250 characters, Moz says around 150-160 characters, and Google typically truncates to no more than, say 160 characters. One might say then that clearly you shouldn't go above what Google shows, but my experience shows that it's not a deal breaker at all for ranking. Thoughts?

Rel Canonical and Rel No Index, Follow
Hi, Cant implement rel next and prev as getting difficulty in coding - tried lot for same, but to no luck... Considering now rel=canonical and rel noindex,follow to 2 sections Deals and Discounts - We have been consistenly ranking on first position for over 1.5 yr, however recently slipped to position 4,5 on many keywords in this section URL - http://www.mycarhelpline.com/index.php?option=com_offers&view=list&Itemid=9 here, the page content for page 1 and 2 pertains to the current month and from page 3 to all other pages pertains to previous months. Is adding up rel canonical from page 3 to last page to page 1 - makes sense & also simultaneously add noindex, follow from page 3 to last page News & Reviews Section - Here, all news & article items are posted. Been the links of news items are primarily there. Would having a + plus sign between keywords in meta title have an effect on SEO?
I have seen one of my clients' competitors do this in their meta title and it got me a little intrigued... I understand that google uses the + sign as an operator in adwords, and to a certain extent, as a search tool, but would it help or make any difference to the SEO in the meta title/data (eg. 'SEO+Marketing+Services')? Thanks

Img alt tags and creating a small image in the background ? New Golf Clothing Company.
On a page I am trying to make it have a better on page analysis for a keyword. Is it worth creating a small image that you cant see in the background 5 pixels by 5 pixels with the keyword img alt, or does google see this negatively? Link Building: High Ranking Site vs. Relevancy
Hello, When link building, is it acceptable to link with a site that has high authority but has minimal relevancy to our site? For example, if we sell nutritional products and the link exchange would be with a site that relates to free coupons, would that work? Also, if we are publishing articles on other sites, should we also publish them on our own site? Should we add "nofollow" if we publish them in our site?
