Partial Match Penalty Site - Move Portion & Redirect To New Site

So I have a site that currently has a partial match penalty from google, I have been working to get it removed...Bad SEO basically my site was submitted to a bunch of bad blog networks..Hopefully it gets lifted soon as we remove and disavow links.
That said I was planning on moving a portion of my site to a new site since its not really the focus of the site anymore however still pays the bills. I have also have been building it more of a network of sites..So If I do that and 301 redirect the pages I moved, will the penalty carry? On the current site I planned on using Rel no follow to any links that I may change in the header/menus etc..
Some of these pages I believe have the penalty while others dont. I really just dont want to screw anything else up more then it is?
My biggest fear is that its perceived as a blackhat method or something like that? Any thoughts?

As long as you don't 301 penalized pages / websites to a non-penalized site, you shouldn't have anything to worry about.
However, if you are sure your current site has pages penalized instead of a link penalty (which means that incoming links are not being counted, not that your site is penalized), then you shouldn't 301 anything if you are planning to "start over".
There's been reports from people with penalized sites which moved to another domain and they were able to recover. I would only recommend such a move if you are now working only with your previous customers (existing before the penalty). But if you are still gaining search traffic and customers, then you should consider fixing the issues instead of moving.

Be careful with partial moves. I have got stung before by doing it incorrectly.
Essentially what happens is that all the internal links that link to the select pages you move will count as external links for the brand new pages. This could create a large number of backlinks from menu's footer, sidebar, menu links or any other links and give you a penalty on the new site on the next penguin refresh.

Old Press Release sites - Which ones do you Disavow and leave alone
Hi Mozers! I need your help. I'm in the final stages of a huge link audit and press releases are a big concern. As you know, press release distribution sites up until 2012 had "follow" links, giving webmasters a delight of having their keyword anchor texts a big boost in rankings. These are the websites that are troubling me today so i would appreciate your input on my strategy below as most of these websites are asking for money to remove them: 1. Press Release sites that are on the same C-class - Disavow 2. Not so authoritative press release websites that just follow my www domain only (no anchor texts) - I leave it alone 3. Not so authoritative press release websites but have anchor texts that are followed - Disavow 4. Post 2012 press release websites that have "followed" anchor text keywords - Request to remove, then disavow 5. Post 2012 press release websites that just follow my www domain only (no anchor texts) - leave it alone #2 and #5 are my biggest concern. Now more than ever I would appreciate your follow ups. International web site - duplicate content?
I am looking at a site offering different language options via a javascript drop down chooser. Will google flag this as duplicate content? Should I recommend the purchase of individual domains for each country? i.e. .uk

Site Search external hosted pages - Penguin
Hi All, On the site www.myworkwear.co.uk we have a an externally hosted site search that also creates separately hosted pages of popular searches which rank in Google and create traffic. An example of this is listed below: Google Search: blue work trousers (appears on front page of Google) Site Champion Page: http://workwear.myworkwear.co.uk/workwear/Navy%20Blue%20Work%20Trousers Nearest Category page: http://www.myworkwear.co.uk/category/Mens-Work-Trousers-936.htm Could this be a penalisation or duplication factor? If our site hasn't been hit with the Phantom Update, are we clear?
Our SEO provider created a bunch of "unique url" websites that have direct match domain names. The content is pretty much the same for over 130 websites (city name is different) that link directly to our main site. For me this was a huge red flag, but when I questioned them and they said it was fine. We haven't seen a drop in traffic, but concerned that Google just hasn't gotten to us. DA for each of these sites are 1 after several months. Should we be worried? I think yes, but I am an SEO newbie.

Site architecture change - +30,000 404's in GWT
So recently we decided to change the URL structure of our online e-commerce catalogue - to make it easier to maintain in the future. But since the change, we have (partially expected) +30K 404's in GWT - when we did the change, I was doing 301 redirects from our Apache server logs but it's just escalated. Should I be concerned of "plugging" these 404's, by either removing them via URL removal tool or carry on doing 301 redirections? It's quite labour intensive - no incoming links to most of these URL's, so is there any point? Thanks, Ben

My Site having a drop in traffic with eash passing month
Hi, I'm running a text message site mixsms.com from 2009. It was performing good till Oct 2012. In the end of Nov 2012 I noticed a drop in traffic and then with each passing month I'm getting 1500-2000 unique visitors drop. In Oct 2012 my daily unique visitors were 15000+ each day and now it is just having 2000 after Feb end. I've done several things to improve my site. I changes the template, removed all unnecessary html elements, changed seo structure (optimize with all modern seo techniques). Stop backlinking from Nov 2012 but instead of getting improvements I'm continuously having a drop in traffic. I'll highly appreciate your time if you look into site deeply to findout exact issues that are causing for this drop. I'm even ready to hire any seo consultant if he is pretty sure to get 100% results. Thanks in advance for your support

Blogspot or Wordpress.com Redirect?
I have multiple domains with the same registrar. Is there an SEO benefit to create complimentary blogs on blogspot, wordpress.com or other "free" blog sites and forward these domains with the purpose of backlinking to the main site?
