Can a website be punished by panda if content scrapers have duplicated content?

I've noticed recently that a number of content scrapers are linking to one of our websites and have the duplicate content on their web pages. Can content scrapers affect the original website's ranking? I'm concerned that having duplicated content, even if hosted by scrapers, could be a bad signal to Google. What are the best ways to prevent this happening?
I'd really appreciate any help as I can't find the answer online!

Moz has a million different scraped content and links and it's still ok.
The current Google is kinda good at detecting this but obviously, there will be times that your scraped content will rank better than you.
Try to get the basics in like authorship to at least notify Google earlier about the content. Not much you can do to scraper sites
As for Panda, it shouldn't. You should be ok.

If they are linking back to you I wouldn't worry. This will give a signal to Google that yours is the original.

Upper and lower case URLS coming up as duplicate content
Hey guys and gals, I'm having a frustrating time with an issue. Our site has around 10 pages that are coming up as duplicate content/ duplicate title. I'm not sure what I can do to fix this. I was going to attempt to 301 direct the upper case to lower but I'm worried how this will affect our SEO. can anyone offer some insight on what I should be doing? Update: What I'm trying to figure out is what I should do for our URL's. For example, when I run an audit I'm getting two different pages: aaa.com/BusinessAgreement.com and also aaa.com/businessagreement.com. We don't have two pages but for some reason, Google thinks we do.

Big retailers and duplicate content
Hello there! I was wondering if you guys have experience with big retailers sites fetching data via API (PDP content etc.) from another domain which is also sharing the same data with other multiple sites. If each retailer has thousands on products, optimizing PDP content (even in batches) is quite of a cumbersome task and rel="canonical" pointing to original domain will dilute the value. Duplicate content issue
Hello! We have a lot of duplicate content issues on our website. Most of the pages with these issues are dictionary pages (about 1200 of them). They're not exactly duplicate, but they contain a different word with a translation, picture and audio pronunciation (example http://anglu24.lt/zodynas/a-suitcase-lagaminas). What's the better way of solving this? We probably shouldn't disallow dictionary pages in robots.txt, right? Thanks!

Content Of Dead Websites Can be resused?
I have 2 websites. One website links are from spamy techniques (wrong guy hired) which still has massive links so I started a new website with a fresh domain. Now when the new website (only white hate methods used) has started to show positive movements I feel like its the right time to shut the other website down. Since, I have a lot of content on my first site (spamy links) can i reuse the content again on my new site after I shut down my first site?

SEO effect of content duplication across hub of sites
Hello, I have a question about a website I have been asked to work on. It is for a real estate company which is part of a larger company. Along with several other (rival) companies it has a website of property listings which receives a feed of properties from a central hub site - so lots of potential for page, title and meta content duplication (if if isn't already occuring) across the whole network of sites. In early investigation I don't see any of these sites ranking very well at all in Google for expected search phrases. Before I start working on things that might improve their rankings, I wanted to ask some questions from you guys: 1. How would such duplication (if it is occuring) effect the SEO rankings of such sites individually, or the whole network/hub collectively? 2. Is it possible to tell if such a site has been "burnt" for SEO purposes, especially if or from any duplication? 3. If such a site or the network has been totally burnt, are there any approaches or remedies that can be made to improve the site's SEO rankings significantly, or is the only/best option to start again from scratch with a brand new site, ensuring the use of new meta descriptions and unique content? Duplicate Multi-site Content, Duplicate URLs
We have 2 ecommerce sites that are 95% identical. Both sites carry the same 2000 products, and for the most part, have the identical product descriptions. They both have a lot of branded search, and a considerable amount of domain authority. We are in the process of changing out product descriptions so that they are unique. Certain categories of products rank better on one site than another. When we've deployed unique product descriptions on both sites, we've been able to get some double listings on Page 1 of the SERPs. The categories on the sites have different names, and our URL structure is www.domain.com/category-name/sub-category-name/product-name.cfm. So even though the product names are the same, the URLs are different including the category names. We are in the process of flattening our URL structures, eliminating the category and subcategory names from the product URLs: www.domain.com/product-name.cfm. The upshot is that the product URLs will be the same. Is that going to cause us any ranking issues?

Moving Content To Another Website With No Redirect?
I've got a website that has lots of valuable content and tools but it's been hit too hard by both Panda and Penguin. I came to the conclusion that I'd be better off with a new website as this one is going to hell no matter how much time and money I put in it. Had I started a new website the first time it got hit by Penguin, I'd be profitable today. I'd like to move some of that content to this other domain but I don't want to do 301 redirects as I don't want to pass bad link juice. I know I'll lose all links and visitors to the original website but I don't care. My only concern is duplicate content. I was thinking of setting the pages to noindex on the original website and wait until they don't appear in Google's index. Then I'd move them over to the new domain to be indexed again. Do you see any problem with this? Should I rewrite everything instead? I hate spinning content...!

Virtual Domains and Duplicate Content
So I work for an organization that uses virtual domains. Basically, we have all our sites on one domain and then these sites can also be shown at a different URL. Example: sub.agencysite.com/store sub.brandsite.com/store Now the problem comes up often when we move the site to a brand's URL versus hosting the site on our URL, we end up with duplicate content. Now for god knows what damn reason, I currently cannot get my dev team to implement 301's but they will implement 302's. (Dont ask) I also am left with not being able to change the robots.txt file for our site. They say if we allowed people to go in a change this stuff it would be too messy and somebody would accidentally block a site that was not supposed to be blocked on our domain. (We are apparently incapable toddlers) Now I have an old site, sub.agencysite.com/store ranking for my terms while the new site is not showing up. So I am left with this question: If I want to get the new site ranking what is the best methodology? I am thinking of doing a 1:1 mapping of all pages and set up 302 redirects from the old to the new and then making the canonical tags on the old to reflect the new. My only thing here is how will Google actually view this setup? I mean on one hand I am saying
