Which kind of backlink is best for SEO

After complete the jobs of keywords, it may worth to spend more time for building up more backlinks to enhance the SEO, so do you have any suggestion about which kind of backlink is best to build? as I know now, the backlinks are classified to be: 1. profile article, 2. book mark, 3. signature, 4. wiki article, 5. blog comment etc. I am very new for SEO, so it's welcome to give me any suggestion or comment for my opinion as above.

The best backlinks for SEO, in general, are the ones you don't control. If you place the link, it's not the best. Blog comments, not the best. Forum signature - not the best. Directories - not the best. Guest blogs - not the best. Earning links isn't always possible or attainable but if you're after the best, the best ones are placed on sites naturally by people who love what you're doing. Everything else is just waiting to be devalued.

Well I am only new myself but from what I know you want to stay away from blog comments and signatures. Quality articles are an option.
Of course your best links will come from genuine sources linking to your content but if you are going to source your own links as well I think quality articles on quality blogs is your best bet.

The pages that add robots as noindex will Crawl and marked as duplicate page content on seo moz ?
When we marked a page as noindex with robots like {<meta name="<a class="attribute-value">robots</a>" content="<a class="attribute-value">noindex</a>" />} will crawl and marked as duplicate page content(Its already a duplicate page content within the site. ie, Two links pointing to the same page).So we are mentioning both the links no need to index on SE.But after we made this and crawl reports have no change like it tooks the duplicate with noindex marked pages too. Please help to solve this problem.

Can SEOMOZ do Local SEO ?
Most of our clients are local but we can not get local or regional (for example VA State or Washington DC) SERP results within SEOMOZ. it would be nice to create custom search profiles based on region (State or County) and track SERP within SEOMOZ. Ranking reports and even keyword difficulty analysis etc. within SEOMOZ are misleading for local web sites. SEOMOZ default site setup assumes every business doing SEO serves all over the US. I think it will be very beneficial if we have a choice to select State or County of local web sites during initial campaing set up at SEOMOZ. what do you think? do you know any work around of this problem? What percentage of total backlinks are shown by "Open site explorer" tool?
What percentage of total good quality back links are shown in the "Open site" or other toolbar. I was checking backlinks for a spammy sites which ranks in #3-5 for a competitive keyword.But could not find nothing more than 10-15 PR4-5 in content backlinks and rest are just forum/profile signatures. 24% Trust/Authority of the Host Domain
